  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Present a Plaque-of-Appreciation to Sharon Hall, Former Member of the Public Art Committee. 
 
  3.
Presentation of a Proclamation by the Office of the Mayor:
  • Presentation of a Proclamation to Representatives of the Allen Arts Alliance, Arts of Collin County, and Public Art Committee Proclaiming October 2009 as Arts and Humanities Month.
 
  4.

Presentation by Jane Bennett, Chairperson for ALLen Reads, Regarding the 2010 ALLen Reads Program.

  5. Approve Minutes of the September 8, 2009, Regular Meeting.
 
  6.

Adopt a Resolution Authorizing the Adoption of the Proposed Amendments to the Rules of Order and Procedure.

 
  7.

Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter, or Terminate a North Central Texas Council of Governments Regional Solid Waste Program Grant for Implementation of a Pilot Recycling Program in Allen Station Park.

 
  8.

Adopt a Resolution Nominating Gary Rodenbaugh for Election to the Board of Directors for the Central Appraisal District of Collin County and Cast 129 Votes for Said Candidate.

 
  9.

Adopt a Resolution Designating The Allen American as the Official Newspaper of the City of Allen.

 
  10.

Approval of the Recommendations from the Tax Increment Financing (TIF) Reinvestment Zone #1 (Garden District) Board of Directors Relating to Payments from the TIF Fund.  

 
  11.

Authorize the City Manager to Award and Execute a Contract with Saber Development in the Amount of $155,177 for the Construction of the Greenville Avenue Water Line Replacement Project and Establish a Project Budget of $300,000.

 
  12.

Authorize the City Manager to Award and Execute a Contract with Jim Bowman Construction, LP in the Amount of $439,636.50, for the Construction of the East Main Street Water Line Project and Establish a Project Budget of $600,000.

 
  13.

Authorize the City Manager to Execute a Two-Year Contract, with an Option to Renew for Three One-Year Periods, with GT Distributors of Austin, Texas, to Purchase Police Equipment and Tactical Supplies in an Amount Not to Exceed $36,510 for the First Year and $25,000 for the Second Year of the Initial Term and Any Subsequent Renewals.

 
  14.

Set Saturday, January 30, 2010, as the Date for the Strategic Planning Session with City Council and Executive Staff.

 
  15.

Receive the Capital Improvement Program Status Report.

 
  16.

Receive the Summary of Property Tax Collections as of July 2009.

Conduct a Public Hearing and Adopt an Ordinance to Amend the Future Land Use Plan of the 2002-2022 Comprehensive Plan.

 
  18.

Consider Appointments to Fill Expiring Terms and Vacancies on the following Boards, Commissions, Committees and Corporations:  Animal Shelter Advisory Committee, Arts of Collin County Commission, Board of Adjustment/Building and Standards Commission/Sign Control Board, Allen Community Development Corporation Board, Allen Economic Development Corporation Board, Keep Allen Beautiful Board, Library Board, Parks and Recreation Board, Planning and Zoning Commission, and Public Art Committee.
