  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor:

  • Presentation of a Proclamation to the Staff of the Code Compliance Division Proclaiming October 2009 as Code Compliance Month.
  • Presentation of a Proclamation to The Honorable Linda Hopper and the Staff of Municipal Court Proclaiming November 2-6, 2009, as Municipal Court Week.
 
  3.

Presentation of the Allen Economic Development Corporation's Annual Report by Elizabeth Morris, Chief Economist/CEO of Insight Research Corporation.

  4. Approve Minutes of the October 13, 2009, Regular Meeting.


 
  5.

Adopt an Ordinance Amending the Code of Ordinances by Amending Chapter 11, 'Parks and Recreation', Article IV, 'Public Events', to Establish Regulations for Public Events by Prohibiting Ticket Scalping.

 
  6.

Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and Traffic', Establishing the Speed Limits on Ridgeview Drive and Allen Station Parkway.

 
  7.
Adopt an Ordinance Amending the Code of Ordinances, Chapter 3, 'Animals and Fowl', Article I, 'In General', Section 3.
 
  8.

Adopt a Resolution Authorizing Execution of an Interlocal Agreement by and between Collin County and the City of Allen for Funding of Library Services for an Amount of $35,839.95.

 
  9.

Adopt a Resolution Amending the Library Board's By-Laws to Facilitate Bi-monthly Meetings as Recommended by the Library Board.

 
  10.

Authorize the City Manager to Execute Contracts with United Healthcare (UHC) to Serve as a Third-Party Administrator and Stop-Loss Insurance Carrier; The Standard to Provide Life/Accidental Death & Dismemberment (AD&D), Short-Term Disability, Long-Term Disability, and Voluntary Life Insurance; Leggette for Section 125 Administration; and Alliance Work Partners to Provide Employee Assistance Program Services.

 
  11.

Award Bid and Authorize the City Manager to Execute a Contract with JDC Construction Co. for the Construction of Walden Park Improvements for an Amount Not to Exceed $63,747 and Establish a Project Budget of $71,121.

 
  12.

Award Bid and Authorize the City Manager to Execute a One-year Contract with DFW Building Maintenance LLC to Provide Custodial Services for Various Parks and Recreation Facilities for an Estimated Annual Expenditure of $153,744 with Two One-year Options to Renew.

 
  13.

Award Bid and Authorize the City Manager to Execute One-year Multiple Award Contracts with Goodyear Tire and Rubber Company, Plano Tire Company, and Southern Tire Mart for the Purchase and Installation of Tires for Fleet Vehicles in the Estimated Annual Expenditure of $60,000 with Two One-year Renewal Options.

 
  14.

Receive the Summary of Property Tax Collections as of September 2009.

 
  15. Receive the Capital Improvement Program (CIP) Status Report.

Adopt a Resolution Amending Permit Fees for Landscape Irrigation Systems.

Adopt a Resolution Amending the Fee Schedule for Animal Control Services Including Adoption Fees and Microchip Procedure Fees.
