  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Recognition of the Texas Amateur Athletic Federation (TAAF) Local Athletes of the Year.

Recognition of the Public and Media Relations Office for a Series of Awards from the Texas Association of Telecommunications Officers and Advisors (TATOA), National Association of Telecommunications Officers and Advisors (NATOA), and the Lone Star Emmy.

Recognition of the Allen Police Department for Receipt of Texas Law Enforcement Best Practices Accreditation.

 
  5.

Presentation of Annual Report by Lon Braselton, Chair of the Animal Shelter Advisory Committee.
 
Consent Agenda.  [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]
 
  6. Approve Minutes of the October 27, 2009, Regular Meeting.
 
  7.

Authorize the City Manager to Purchase a Mobile Intensive Care Unit (MICU) for the Allen Fire Department through the Houston-Galveston Area Council of Governments with Associated Equipment Purchased Separately for a Price Not to Exceed $157,000. 

 
  8.
Authorize the City Manager to Execute a Contract Amendment with TriTech Software Systems to Supply Professional Services for GIS Data Correction and Accuracy in the Amount of $124,000.
 
  9.

Award Bid and Authorize the City Manager to Execute a Contract with JRJ Paving in the Amount of $1,198,072.48 for Construction Services for the Chelsea Boulevard and Commerce Parkway Project, and Amend the Project Budget to $1,494,475.

 
  10.

Motion to Approve an Agreement Between the City of Allen and Coventry II DDR / Trademark Montgomery Farm L.P. Governing the Public and City Use of the Garden District Parks.
 
  11.
Motion to Cancel the December 22, 2009, City Council Meeting.
