  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Public Art Committee Annual Report by Jane Bennett, Chair, Public Art Committee.
 
Consent Agenda.  [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

Approve Minutes of the July 27, 2010, Regular Meeting.
 
  4.

Adopt an Ordinance Amending the Code of Ordinances by Amending Chapter 8 "License and Business Regulations," by Amending Article III, Regulations Governing Itinerant Merchants, Peddlers and Solicitors.

 
  5.

Authorize the City Manager to Approve the Purchase and Installation of the FuelMaster AIM2 Fuel Control and Accounting System from Excell Fueling Systems, Inc. for the Municipal Fleet in the Amount of $91,220.50.

 
  6.
Authorize the City Manager to Execute a Contract with Myklebust+Sears in the Amount of $200,000 for the Commissioning of Artwork at the Allen City Hall and Establish a Project Budget of $250,000.
 
  7.

Authorize the City Manager to Execute a Contract with AerialSpins/INITinteractive Technology for the INITinteractive Project in the Amount of $60,000.
 
  8.
Receive Investment Report for the Period Ending June 30, 2010.
 
  9.
Receive Financial Report for the Period Ending June 30, 2010.

Conduct a Public Hearing on the Budget as Required by Article IV, Section 4.04 of the Allen City Charter.

 
  11.

Conduct a Public Hearing Regarding the Fiscal Year 2010-2011 City Tax Rate.

Approve a Resolution Establishing a Fee Schedule for Solicitor Applications and Identification Card Processing for Each Applicant.
