  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor:

·        Presentation of a Proclamation to Steve Massey, Director, and Representatives of the Community Services Department Proclaiming May 16-22, 2011, as “Public Works Week.”

·        Presentation of a Proclamation to the American Cancer Society Relay For Life of Allen Committee Proclaiming May 8-14, 2011, as “Relay For Life Week.”

Presentation of a Check Indicating ‘Volunteer Hours to the Community’ by Dale Howard, President of the Allen Retired Educators’ Association (AREA).

 
  4.

Annual Report by Greg Roemer, President, and Robert Medigovich, Municipal Coordinator for Community Waste Disposal, Inc. (CWD)

Approve Minutes of the April 26, 2011, Regular Meeting.
 
  6.
Adopt a Resolution Authorizing the City Manager to Execute an Agreement with the State of Texas to Accept the Tobacco Compliance Grant, if Awarded.
 
  7.
Authorize the City Manager to Negotiate and Execute an Assignment of the Second Amended and Restated Event License Agreement Between the City of Allen and Sunjack Football, LLC.
 
  8.

Authorize the City Manager to Execute a Right-of-Way Dedication Agreement with David M. Lebow, Trustee of the Simon Lebow Trust B, for Chelsea Boulevard.

 
  9.

Authorize the City Manager to Execute a Professional Service Contract with Birkhoff, Hendricks & Conway, L.L.P. (BH&C) in the Amount of $135,740 for the Design of the US 75 Water Line Rehabilitation Project, Phase 2 and Establish an Initial Project Budget in the Amount of $175,000.

Award Bid and Execute a Contract with Signature Towing, Inc. for Wrecker and Impound Services for Consent and Non-Consent Tows for the Allen Police Department.
 
  11.
Receive Financial Report for Period Ending March 31, 2011.
 
  12. Receive Investment Report for the Period Ending March 31, 2011.

Adopt a Resolution Establishing New Rates and Fees for Wrecker and Impound Services for Consent and Non-Consent Tows for the Allen Police Department.

 
  14.

Consider All Matters Incident and Related to the Issuance and Sale of “City of Allen, Texas, General Obligation Refunding and Improvement Bonds, Series 2011,” Including the Adoption of an Ordinance Authorizing the Issuance of Such Bonds and Providing for the Redemption of Certain Outstanding Obligations of the City Being Refunded.
