  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
 
Consent Agenda.  [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

Approve Minutes of the June 14, 2011, Regular Meeting.
 
  3.

Adopt an Ordinance Amending the Code of Ordinances, Chapter 9 – Motor Vehicles and Traffic, Section 9-137(b), in Order to Modify the School Zone for Chandler Elementary.

 
  4.
Consider a Resolution Authorizing the City Manager to Apply to the Collin County Parks and Open Space Funding Assistance Program for Design of the Cottonwood Creek Hike & Bike Trail.
 
  5.

Authorize the City Manager to Execute a Contract with Gordon Huether and Partners in the Amount of $180,000 for the Final Design and Installation of Artistic Elements as Part of the Exchange Parkway Median Enhancement Project, and Establish a Project Budget of $209,983.



 
  6. Approval of the Recommendations from the Tax Increment Financing Reinvestment Zone Number One (Garden District) Board of Directors Relating to Payments from the TIF Fund.
 
  7.

Receive the Summary of Property Tax Collections as of May, 2011.
 
  8. Receive the Capital Improvement Program (CIP) Status Reports.

  9. Conduct a Public Hearing and Adopt an Ordinance to Create Planned Development District PD No. 107, with a Base Zoning District of Community Facilities CF for a Church, located on 27.328± acres situated in Abstract No. 1026, Henry Wetzel Survey, Collin County, Texas, at the northwest corner of Trinity Drive and Greenville Avenue/State Highway 5. [St. Jude Catholic Church]
