  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Recognition of ACTV as the Recipient of the Professional Recyclers of Pennsylvania (PROP) First Place Film Fest Award for the "Recycle Bin" Video.

Recognition of Keep Allen Beautiful as the Recipient of Two Awards from the State of Texas Alliance for Recycling (STAR).

Presentation of the Allen Economic Development Corporation's Annual Report by Elizabeth Morris, Chief Economist/CEO of Insight Research Corporation.

  6. Approve Minutes of the September 27, 2011, Regular Meeting.

Adopt a Resolution Nominating PFSweb Inc. to the Office of the Governor, Economic Development and Tourism as an Enterprise Zone Project.
 
  8.

Authorize the City Manager to Approve the Purchase and Installation of Three Solar Powered Mixing Units from SolarBee, Inc. for $134,181 for the Rowlett, Prestige, and Bethany Water Towers and Establish a Project Budget in the Amount of $150,000.

 
  9.
Authorize the City Manager to Execute a Contract with Daktronics for $480,640 for the Construction, Installation and Enhancement of Video Boards at the Allen Event Center.

  10. Conduct a Public Hearing and Adopt an Ordinance Providing for the Taxation of Goods-in-Transit as Defined by Tax Code, Section 11.253.
