  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor:

  • Presentation of a Proclamation to Representatives of the Caddo Nation of the Allen Indian Guides and Princesses Organization Proclaiming September 25, 2012, as Allen Indian Guides and Princesses Day.
  • Presentation of a Proclamation to Patt Bourland, Development Officer, United Way of Metropolitan Dallas, Proclaiming October 1, 2012, as Live United Day.
 
Consent Agenda.   [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

Approve Minutes of the September 11, 2012, Regular Meeting.
 
  4.

Adopt an Ordinance Amending Various Sections of the Code of Ordinances, Chapter 4 “Building Regulations” Relating to Establishment of Registration and License Fees for Certain Trades and Amending the Allen Land Development Code Article I “General Provisions” by Adding Section 1.09 “Fees and Charges” and Amending Article III “Building Regulations” by Adding Section 3.10 “Contractor Registration.”

Adopt a Resolution Renewing and Extending the Policy Statement for Tax Abatement Guidelines for the City of Allen.
 
  6.
Adopt a Resolution Establishing a Goal to Reduce Electric Consumption for City Facilities by Five Percent Per Year for Ten Years.
 
  7.

Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 1 (Garden District).

 
  8.

Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 2 (Central Business District).

 
  9.

Adopt a Resolution Designating The Allen American as the Official Newspaper of the City of Allen for Fiscal Year 2012-2013.

 
  10.

Authorize the City Manager to Execute a Professional Services Agreement with Cynthia Porter Gore as the City’s Alternate Municipal Court Judge for a Period of Two Years Beginning on October 1, 2012. 

 
  11.
Authorize the City Manager to Execute a Four-Year Lease Agreement with E-Z-GO with an Annual Lease Amount of $79,401.60 for Ninety (90) Golf Carts for The Courses at Watters Creek.
 
  12.

Award Bid and Authorize the City Manager to Execute a Two-Year Unit Price Agreement with Estrada Concrete Company, LLC for Concrete Repair Services with Estimated Annual Expenditures not to Exceed $75,000 with Three One-Year Options to Renew.

 
  13.

Receive the Summary of Property Tax Collections as of August 2012.

 
  14. Receive the Capital Improvement Program (CIP) Status Reports.

Adopt a Resolution Amending Building and Inspection Permit Fees and Annual Contractor Registration Fees.

Consider Appointments to Fill Expiring Terms and Vacancies on the Following Boards, Commissions, Committees and Corporations: Animal Shelter Advisory Committee, The Arts Center of North Texas, Board of Adjustment/Building and Standards Commission/Sign Control Board, Central Business District Design Review Committee, Community Development Corporation Board, Economic Development Corporation Board, Keep Allen Beautiful Board, Library Board, Parks and Recreation Board, Planning and Zoning Commission, Public Art Committee, and Health Officer.
