  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of a Proclamation to Keep Allen Beautiful Proclaiming the Month of March as Adopt a Highway and Adopt a Waterway Month.
 
  3.

Present Certificates of Appreciation from the Mayor and Keep Allen Beautiful to Groups that Participate in Allen's Adopt a Highway and Adopt a Waterway Programs.

 
  4.

Presentation of the Library Board’s Annual Report by Chairperson Dr. Cindy Briggs.

Approve Minutes of the February 26, 2013, Regular Meeting.
 
  6.
Approve Minutes of the February 25, 2013, Special Called Joint Meeting with the Allen Economic Development Corporation Board of Directors.
 
  7. Adopt an Ordinance Canceling the May 11, 2013, General Election.
 
  8.

Authorize the City Manager to Execute the North Texas Public Works Mutual Aid Agreement with Participating North Central Texas Local Governments and any Public/Political Sub-Division within the State of Texas.

 
  9.

Authorize the City Manager to Purchase Carpet from Gomez Floor Covering, Inc., for the Allen Public Library and Municipal Court/Parks & Recreation Community Room Carpet Replacement Project Through the Purchasing Cooperative (Buy Board) in the Amount of $102,546.73.

 
  10.

Authorize the City Manager to Execute a Purchase and Sales Agreement with Allen Independent School District in the Amount of $223,482.40 for the Sale of 3.4203 Acres of Land.

 
  11.

Award Bid and Authorize the City Manager to Execute a Contract with XIT Paving & Construction, Inc. for an Amount Not to Exceed $654,236.96 for the Construction of Ridgeview Drive, Phase 1, from Watters Road to Stacy Road, and Amend the Project Budget to $1,470,000.

 
  12.

Award Bid and Authorize the City Manager to Execute a Contract with All Around Lawn Care, Inc. for an Amount Not to Exceed $312,583.46 for the Construction of Hillside Park and Establish a Project Budget of $433,958.30.

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations to Increase the Number of Special Events Allowed and Adopt a Temporary Use and Special Event Location Map for Planned Development No. 99 for Watters Creek at Montgomery Farm.
