  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
 
  2. Recognition of Arbor Day Poster Contest Winners.

Presentation of the Keep Allen Beautiful Board's Annual Report by Chairperson Mark Schallhorn.

Presentation to the Allen Police Department for Re-Certification of the Best Practices Program by the Texas Police Chief's Association.

  5. Approve Minutes of the February 11, 2014, Regular Meeting.

Adopt an Ordinance Amending the Existing Franchise Ordinance Between the City of Allen and Oncor Electric Delivery Company to Provide for an Extension of the Franchise Term for an Additional Five (5) Years.

 
  7.
Adopt a Resolution Ordering the May 10, 2014, General Election and Authorizing the City Manager to Enter into a Contract with the Elections Administrator of Collin County to Provide Joint Election Services with the Allen Independent School District.
 
  8.

Authorize the City Manager to Execute a Contract with The Agency Group in the Amount of $55,000 for National Recording Artist "Pentatonix" to Perform as the Headline Entertainment for the 2014 Market Street Allen USA Celebration Event.

 
  9.

Authorize the City Manager to Purchase Two NetApp Storage Area Networks from ARC to Provide a Total of 42 Terabytes of High Capacity Data Storage Space for an Amount Not to Exceed $176,543.00.

 
  10. Receive the Capital Improvement Program (CIP) Status Reports.
 
  11.

Receive the Summary of Property Tax Collections as of January 2014.
