  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor:
  • Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming April 6-12, 2014, as "Crime Victims' Rights Week."
  • Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming April 13-19, 2014, as "Public Safety Telecommunicators Week."
  • Presentation of a Proclamation to Representatives of the Allen Police Department, Proclaiming April 13-19, 2014, as "Animal Control Officers Appreciation Week."

Presentation of the Animal Shelter Advisory Committee's Annual Report by Chairperson Dawn Blue.

 
  4.

Recognition of the Accounting Division for the Receipt of the GFOA Certificate of Achievement for Excellence in Financial Reporting Award for the Fiscal Year Ending September 30, 2012.

Update Regarding NTMWD Extension of Stage 3 Water Restrictions.

  6. Approve Minutes of the March 25, 2014, Regular Meeting.

Motion to Reappoint Dr. Joe Farmer to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two-Year Term Effective June 1, 2014, through May 31, 2016.

 
  8.
Accept the Resignation of William Shaddock, At-Large Representative, and Charles Nies, Allen Representative, and Declare Such Vacancies  on The Arts Center of North Texas Board of Directors.
 
  9.

Award Bid and Authorize the City Manager to Execute a Contract with Quality Excavation LTD in the Amount of $1,009,860 for the Bray Central Drive Widening Project and Amend the Project Budget to $1,200,000.

 
  10.

Authorize the City Manager to Approve the Purchase of Video Image Vehicle Detection (VIVD) Equipment from Iteris Inc. in the Amount of $64,080 for US 75 Traffic Signal Equipment at Bethany Drive, McDermott Drive, and Stacy Road.

 
  11.

Authorize the City Manager to Execute a Facilities Agreement with K. Hovnanian DFW Belmont, LLC and Belmont at Stacy Road Homeowners' Association, Inc. Related to Maintenance of Non-Standard Street Lights.
