  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of the Park and Recreation Board's 2014 Annual Report by Chairperson Tricia Losavio.
 
Consent Agenda.   [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

Approve Minutes of the May 27, 2014, Regular Meeting.

 
  4.

Approve Minutes of the June 4, 2014, Special Called Joint Workshop Meeting with the Allen Economic Development Corporation.

 
  5.

Authorize the City Manager to Execute a Professional Service Contract with Freese and Nichols, Inc. in the Amount of $220,500 for the Design of the Fountain Park Water and Sanitary Sewer Rehabilitation Project and Establish an Initial Project Budget in the Amount of $240,000.

 
  6.
Award Bid and Authorize the City Manager to Execute a Contract with RLM EarthCo, Inc. in the Amount of $339,443.48 for the Old Stone Dam Gabion Extension Project and Establish a Project Budget in the Amount of $475,554.

Award Bid and Authorize the City Manager to Execute an Agreement with Facility Solutions Group, Inc., in the Amount of $66,101.12 for the Municipal Court and Parks & Recreation Ceiling Tile, Insulation, and LED Lighting Project and Establish a Project Budget in the Amount of $123,302.

Award Bid and Authorize the City Manager to Execute a Primary Annual Contract for Temporary Personnel for Food and Beverage Service with Starwood Staffing LLC in the Amount of $350,000 with the Option for Two, One-Year Renewals; and Award a Secondary Contract with J and Y Services LLC, DBA F&B Services, to be Utilized in the Event that Starwood Staffing LLC is Unable to Fulfill all or a Portion of the Contractual Obligations.

 
  9.

Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of Operations, Conversion, and Ice Technician Services with EBS Solutions in the Amount of $515,000 with the Option for Two One-Year Renewals.

 
  10.
Accept the Resignation of Geoffrey Smith and Declare a Vacancy in Place No. 4 on the Library Board.
