  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor:
  • Presentation of a Proclamation to Ron Beam, Leathernecks, C.O.L, MC, Dallas, Proclaiming July 2014 as "Motorcycle Safety and Awareness Month."
  • Presentation of a Proclamation to Gail Donaldson, Water Conservation Manager Proclaiming July 2014 as "Smart Irrigation Month."

Presentation of the Public Art Committee's 2014 Annual Report by Vice-Chairperson Ann Carroll.

Approve Minutes of the June 10, 2014, Regular Meeting.

Adopt a Resolution Approving the Master Plan for Watters Branch Community Park.
 
  6. Adopt a Resolution Supporting Adequate Funding of the Transportation System by the United States Congress.
 
  7.
Adopt a Resolution Authorizing the City Manager to Enter Into a Restated Interlocal Agreement Between the City of Allen and Collin County Relating to Engineering, Land Acquisition, and Construction of the 2007 Bond Project 07-008 Ridgeview Drive Paving and Drainage Improvements from Alma Drive to US 75.

Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or Terminate a Grant Through the Collin County Parks and Open Space Funding Assistance Program for the Acquisition of Open Space.
 
  9.
Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or Terminate a Grant Through the Collin County Parks and Open Space Funding Assistance Program for the Construction of Watters Branch Community Park Phase I.
 
  10.
Award Bid and Authorize the City Manager to Execute an Annual Contract, With Options of Two One-Year Renewals, for the Purchase of Temporary Personnel Guest Services with D & L Entertainment Services, Inc as the Primary Vendor and Cornerstone Staffing as the Secondary Vendor for an Amount Not to Exceed $500,000.00.

Receive the Capital Improvement Program (CIP) Status Reports.
 
  12.
Receive the Summary of Property Tax Collections as of May 2014.

Adopt an Ordinance Amending the City of Allen Code of Ordinances by Amending Chapter 14 "Utilities" by Amending Section 11.6, Stage 3, Goals for Use Reduction and Actions Available Under Stage 3 of the Water Conservation and Drought Contingency and Water Emergency Response Plan for the City of Allen.

Motion to Confirm City Council Appointments to the Council Nominating Committee for the Annual Appointment of Boards and Commissions.
