  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
 
Consent Agenda.   [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

Approve Minutes of the November 25, 2014, Regular Meeting.
 
  3.
Appoint Linda Hopper as the Municipal Court Judge and Authorize the City Manager to Execute an Agreement Relating to her Appointment.
 
  4.
Authorize the City Manager to Execute an Agreement with Estrada Hinojosa & Company, Inc., for Financial Advisory Services.
 
  5.
Authorize the City Manager to Execute a Contract with Securadyne Systems in an Amount not to Exceed $97,776 for the Purchase and Installation of Security Cameras at Celebration Park and Establish a Project Budget in the Amount of $153,301.
 
  6.
Award Bid and Authorize the City Manager to Execute Agreements for the Purchase and Installation of Tires for Fleet Vehicles with Goodyear Tire & Rubber, National Tire and Battery (NTB), Southern Tire Mart, Graham Truck Center and Thomason Tire, Inc., in an Estimated Annual Amount of $120,000 with the Option for Two One-Year Renewals.
 
  7.
Authorize the City Manager to Execute the Purchase of Office Supplies, Equipment and Related Items with Office Depot and Staples Contract & Commercial, Inc., in an Estimated Annual Amount of $150,000 with the Option for Two One-Year Renewals.
 
  8.
Authorize the City Manager to Execute a Contract with HD Supply for the Purchase and Delivery of Water Meters in an Estimated Annual Amount of $450,000.
 
Regular Agenda.
 
  9.
Conduct a Public Hearing and Adopt an Ordinance for Specific Use Permit No. 141 for a Fitness and Health Center Use for the Property Located at 945 W. Stacy Road, Suite 180. [Orange Theory Fitness]
