  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
 
  2. Presentation of Proclamations by the Office of the Mayor:
  • Presentation of a Proclamation to Kurt Kasson, Chief Building Official with the City of Allen Proclaiming May 2015 as "Building Safety Month."
  • Presentation of a Proclamation to Ron Beam, Leathernecks, C.O.L, MC, Dallas, Proclaiming May 2015 as "Motorcycle Safety and Awareness Month."
  • Presentation of a Proclamation to Allen Americans Proclaiming May 1, 2015, as "Rock Your Red Day."
 
  3.
Presentation of the Animal Shelter Advisory Committee's Annual Report by Chairperson Justin Schiffner.

  4.
Approve Minutes of the April 14, 2015, Regular Meeting.
 
  5.
Adopt a Resolution Authorizing the City Manager to Amend an Interlocal Agreement Between the Cities of Allen and Plano and the City of Parker Providing for the Use of the Allen and Plano Radio Communications System.
 
  6.
Adopt a Resolution Authorizing the City Manager to Enter into an Interlocal Agreement Between the City of Allen and Collin County for Alma Drive Widening.
 
  7.
Adopt a Resolution Authorizing the City Manager to Sign a New Amended and Restated Regional Solid Waste System Contract with North Texas Municipal Water District.
 
  8.
Authorize the City Manager to Execute a Facilities Agreement with D.R. Horton - Texas, Ltd. and Morgan Crossing Owners Association Related to Maintenance of Non-Standard Street Lights.
 
  9.
Award Bid and Authorize the City Manager to Execute the Purchase of Fire Engine and Ambulance Repair Services with North Texas Fleet Services for an Annual Amount Not to Exceed $90,000.
 
  10.
Award Bid and Authorize the City Manager to Execute the Purchase of Fitness Equipment for Joe Farmer Recreation Center, Don Rodenbaugh Natatorium, and the Senior Recreation Center with Fit Supply in an Amount Not to Exceed $253,872.
 
  11.
Award Bid and Authorize the City Manager to Execute the Purchase of Custodial Services for Parks and Recreation Facilities with DFW Building Maintenance as the Primary Vendor in the Amount of $191,268 with the Option for Two, One-Year Renewals, and Award an Alternative Annual Contract with UBM Enterprises Inc., to be Utilized in the the Event the Primary Contractor is Unable to Fulfill Their Contractual Obligations.
 
  12.
Award Bid and Authorize the City Manager to Execute the Purchase of Housekeeping Services for the Allen Event Center with Service Management Systems as the Primary Vendor in the Amount of $360,500 with the Option for Two, One-Year Renewals, and Award an Alternative Annual Contract with American Facility Services, to be Utilized in the Event the Primary Contractor is Unable to Fulfill Their Contractual Obligations.
 
  13.
Award Bid and Authorize the City Manager to Execute a Contract with McMahon Contracting L.P., in the Amount of $2,780,642.25 for Montgomery Boulevard Extension Project and Amend the Project Budget to $3,400,000.
 
  14.
Motion to Reappoint Mr. James Kerr to the North Texas Municipal Water District Board as a Representative for the City of Allen for a Two-Year Term Effective June 1, 2015, through May 31, 2017.
 
  15.
Receive the Capital Improvement Program (CIP) Status Reports.
 
  16.
Receive the Summary of Property Tax Collections as of March 2015.
