	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor.

Presentation of a Proclamation to Allen Area Small Business Owners Proclaiming November 30, 2019, as Small Business Saturday.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	3.	Approve Minutes of the November 12, 2019, Regular City Council Meeting.

	4.	Authorize the City Manager to Execute a Contract with DCBA Landscape Architecture for the Design Development of Rolling Hills Park in the Amount of $120,763.

	5.	Authorize the City Manager to Execute a Contract with William H. Company, LLC., for the Construction of Heritage Park Renovations in the Amount of $449,580.

	6.	Authorize the City Manager to Execute a Five (5) Year Lease Agreement with ePlus Group, Inc. and GTS Technology Solutions, Inc., for 88 Mobile Data Computers for Public Safety Use in an Annual Amount of $105,554.

	7.	Motion to Cancel the December 24, 2019, City Council Meeting.


	Other Business.


	8.	Calendar. November 28-29 - City Facilities Closed in Observance of Thanksgiving Holiday December 6 - Holly Jolly Celebration featuring the Annual Christmas Tree Lighting, The Circle of North Allen Drive and St. Mary Drive, 5:00 p.m. December 7 - Rudolph Run, Downtown Allen, 8 a.m. December 8 - Annual Rotary Christmas Parade, Downtown Allen, 2 p.m.

	9.	Items of Interest. [Council announcements regarding local civic and charitable events, meetings, fundraisers, and awards.]


	Executive Session. (As needed)


		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	10.	Reconvene and Consider Action on Items Resulting from Executive Session.
