	Call to Order and Announce a Quorum is Present.


	Public Recognition.


	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]


	2.	Recognition of Allen City Television (ACTV) for a Series of Awards from the National Association of Telecommunications Officers and Advisors (NATOA) and the Texas Association of Telecommunications Officer and Advisors (TATOA).

	3.	Presentation of Proclamations by the Office of the Mayor. Presentation of a Proclamation to Allen City Television Proclaiming 2020 as Allen City Television Year.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	4.	Approve Minutes of the January 14, 2020, Regular City Council Meeting.

	5.	Award Bid and Authorize the City Manager to Execute a One-Year Contract with AC Printing, LLC, BDM Group, LLC (DBA Logan Graphics), and Girard Investments, Inc. (DBA AlphaGraphics 99), for Printing Services for a Total Annual Amount of $150,000 with Two (2) Optional One-Year Renewals.

	6.	Authorize the City Manager to Execute a Professional Services Agreement with VAI Architects, Inc., for Architectural and Engineering Services for Phase I of the Fire Station #6 Project in the Amount of $194,000.

	7.	Award Bid and Authorize the City Manager to Execute an Annual Contract with Craig's Car Care for Vehicle Maintenance Service and Repair of the City Fleet for an Annual Amount of $300,000 and Execute an Annual Contract with Firestone for Routine Oil Changes and Inspections for an Annual Amount of $50,000, for One-Year with Four Optional One-Year Renewal Terms for a total annual amount of $350,000.

	8.	Award Bid and Authorize the City Manager to Execute a Contract with Iron T Construction, for the Allenwood Drainage Improvement Project in the Amount of $759,000.

	9.	Set August 14-16, 2020, as the Dates for the City Council Budget Workshop with City Council and Executive Staff.

	10.	Declare a Vacancy in the Position of Mayor on the Allen City Council.

	11.	Receive the Capital Improvement Program (CIP) Status Report.

	12.	Receive the Summary of Property Tax Collections as of December 2019.

	13.	Receive the Financial Report for the Period Ending December 31, 2019.

	14.	Receive the Investment Report for the Period Ending December 31, 2019.


	Regular Agenda.


	15.	Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development PD No. 135 Corridor Commercial "CC" and Adopt a Sign Schedule, Sign Location Map, and Sign Elevations for Collin College Technical Campus, Lot 1, Block A, Generally Located at the Northeastern Corner of the Intersection of Bending Branch Way and Ridgeview Drive. 	16.	Conduct a Public Hearing and Adopt an Ordinance for a Specific Use Permit for a Gymnastics or Sports Training Use for the Approximately 16,734± Square Foot Portion of a Building Generally Located North of McDermott Drive and West of Greenville Avenue (and Commonly Known as 109 N. Greenville Avenue, Suite A). [Hidden Gym]

	17.	Conduct a Public Hearing and Adopt an Ordinance to Establish a Planned Development Zoning District with a Base Zoning of Mixed Use and Adopt Development Regulations, Zoning Exhibit, Regulating Plan, Parks and Open Space Plan, Street Cross Sections, Street Diagram, Conceptual Driveway Layout, and Development Tracts for a Property Generally Located East and West of Exchange Parkway and North of Ridgeview Drive. 		Legal, Section 551.071. 	19.	Personnel Pursuant to Section 551.074 of the Texas Government Code — Discuss Vacancy in the Position of Mayor on the Allen City Council.

	20.	Reconvene and Consider Action on Items Resulting from Executive Session.
