	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor.

Presentation of a Proclamation to Texas Society of Professional Engineers Representatives Proclaiming February 16-22, 2020, as Engineers Week.


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	3.	Approve Minutes of the January 28, 2020, Regular City Council Meeting.

	4.	Approve Minutes of the February 1, 2020, Special Called City Council Workshop.

	5.	Adopt a Resolution Ordering the May 2, 2020, Joint General Election and Authorize the City Manager to Enter into a Joint General Election Services Contract with the Elections Administrator of Collin County.

	6.	Authorize the City Manager to Execute a Contract with Intermountain Slurry Seal, Inc., through an Interlocal Agreement with North Richland Hills for the Micro-surfacing of the Hillside Village Water and Sanitary Sewer Rehabilitation - Phase II in the Amount of $138,673.


	Regular Agenda.


	7.	Authorize the City Manager to Execute a Purchase and Subscription Agreement with Vigilant Solutions, LLC., as the Sole Source Provider for 30 Automated License Plate Reader (ALPR) Hardware, Software and Professional Services over a 7-Year Period in the Amount of $564,860.

	8.	Conduct a Public Hearing and Adopt an Ordinance to Establish a Planned Development Zoning District with a Base Zoning of Mixed Use "MIX" and Adopt Development Regulations, Zoning Exhibit, Concept Plan, Street Sections, Open Space Plan, Ridgeview Drive Conceptual Landscape Plan, and Character Area Plan for a Property Generally Located North of Ridgeview Drive, West of Alma Drive, and South of State Highway 121. [The Avenue - Mixed Use]

(Closed to Public as Provided in the Texas Government Code.)


	11.	Personnel Pursuant to Section 551.074 of the Texas Government Code: Personnel Performance Review of the City Manager
