2.Citizen's Comments.

[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor.

    

 

  • Presentation of a Proclamation to VFW Post 2195 and Veterans Proclaiming November 11, 2020, as Veterans Day.
  • Presentation of a Proclamation to Erin Jones, Planning Manager, Community Enhancement, Proclaiming November 15-22, 2020, as Hunger and Homelessness Awareness Week.

Recognition of the Parks and Recreation Department for Awards Received from the Texas Recreation and Park Society (TRAPS) Conference.

Approve Minutes of the October 27, 2020, Regular City Council Meeting.

Authorize the City Manager to Negotiate and Execute an Economic Development Incentive and Easement Agreement and Project Development Agreement with The Farm Development Co.

 
7.

Authorize the City Manager to Negotiate and Execute an Amended and Restated Economic Development Incentive Agreement and Civic Center Agreement with Altera, AHCC, LP. 

 
8.

Authorize the the City Manager to use CARES Act Funds and Execute a Contract with HTS Texas for Installation of Ionization Equipment to Reduce the Presence of the COVID-19 Virus from Recirculating in the Air at City Hall, Allen Police Headquarters, MCPAR, Library, Municipal Annex 1, Animal Shelter, the Municipal Service Center, and the Prestige Elevated Water Tower's Three Storage Floors in the Amount of $185,000.

Motion to Cancel the December 22, 2020, City Council Meeting.

Authorize the City Manager to Execute a Contract with Jacobs Engineering Group Inc., for Consultant Services for Advanced Meter Infrastructure (AMI) Planning and Implementation in the Amount of $821,708.

 
11.

Conduct a Public Hearing and Adopt a Resolution Adopting the 2019-2020 Comprehensive Annual Performance Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program. 

 
12.

Conduct a Public Hearing and Adopt an Ordinance to Change the Zoning of Lot 1, Block A, Myers Estate from Agricultural-Open Space "AO" to Single-Family Residential "R-2", Generally Located at the Northeastern Corner of the Intersection of Malone Road and High Point Drive, and Commonly Known as 405 S. Malone Road. [Myers Estate]
