THERE'S ONLY ONE WORK OF ART IN IT AND IT'S A GIANT TACO THAT WE PAID $250,000 FOR.

WAS THE LONGEST SERVING MAYOR OF ANY MAJOR CITY IN TEXAS.

WE HAD COUNSEL WHO HAD SERVED LONGER THAN TWO TERMS OVER ADMIRE AND SAID LOOK, CHECK KEPT PLAYING OR KAISER, BROOKS, STOUT.

THEY SCREWED UP THE CITY SO BADLY BY SERVING TOO LONG THAT IT

WE'RE GOING TO PRESENT THREE DIFFERENT PROCLAMATIONS TO THREE DIFFERENT GROUPS.

THE FIRST PROCLAMATION IS THE ONE RELATED TO VETERANS DAY.

I WOULD LIKE TO INVITE MEMBERS OF POST-2195 TO PLEASE COME FORWARD.

IF THERE ARE ANY OTHER VETERANS IN THE OFFICE OR IN THE ROOM IF YOU WOULD LIKE TO COME FORWARD AS WELL.

BECAUSE WE CERTAINLY WOULD LIKE TO USE THIS OPPORTUNITY TO RECOGNIZE THOSE WHO HAVE SERVED OUR COUNTRY.

[BACKGROUND] I ALSO BELIEVE THAT THERE WAS A REQUEST THAT ALL THE CITY COUNCIL MEMBERS COME DOWN FOR THIS PHOTO-OP AS WELL.

[BACKGROUND] OBVIOUSLY, THIS IS ONE OF MY FAVORITE THINGS TO DO AS MAYOR OF THE CITY OF ALLEN IS TO DO PROCLAMATIONS, BUT SPECIFICALLY TO DO THE PROCLAMATION FOR VETERANS DAY.

WITH THAT FROM THE OFFICE OF THE MAYOR, CITY OF ALLEN PROCLAMATION, WHEREAS PRESIDENT DWIGHT D. EISENHOWER SIGNED THE FIRST VETERAN'S PROCLAMATION IN 1954 CALLING ON OUR NATION TO PAY APPROPRIATE HOMAGE TO THE VETERANS OF ALL ITS WARS WHO HAVE CONTRIBUTED SO MUCH TO THE PRESERVATION OF THIS NATION.

WHEREAS OUR NATION HAS FOUGHT AND CONTINUES TO FIGHT BATTLES AROUND THE WORLD, THE WORDS OF THAT FIRST PROCLAMATION STILL RING TRUE TODAY.

LET US SOLEMNLY REMEMBER THE SACRIFICES OF ALL THOSE WHO FOUGHT SO VALIANTLY ON THE SEAS, IN THE AIR, AND ON FOREIGN SHORES TO PRESERVE OUR HERITAGE OF FREEDOM.

LET US RE-CONSECRATE OURSELVES TO THE TASK OF PROMOTING, AN ENDURING PEACE SO THAT THEIR EFFORT SHALL NOT HAVE BEEN [NOISE] IN VAIN.

WHEREAS WE REMEMBER WITH SOMBER AND GRATEFUL HEARTS, THOSE MEN AND WOMEN WHO HAVE SERVED THE UNITED STATES OF AMERICA WITH DISTINCTION AND VALOR AND OFFER OUR SINCERE PRAYERS FOR THOSE WHO CONTINUE TO DEFEND THE PRINCIPLES ON WHICH OUR NATION WAS FOUNDED.

WHEREAS THE CITY OF ALLEN IS PROUD TO RECOGNIZE OUR COUNTRY'S VETERANS AND EXTEND THE APPRECIATION OF OUR CITIZENS TO THOSE WHO WEAR THE UNIFORMS OF THE UNITED STATES ARMED FORCES AND SERVE ON THE FRONT LINES PRESERVING FREEDOM AND LIBERTY TODAY.

WHEREAS THE COLLIN COUNTY HOMELESS COALITION SPONSORS HUNGER AND HOMELESSNESS AWARENESS WEEK, THE WEEK BEFORE THANKSGIVING TO ENCOURAGE AREA RESIDENTS TO TAKE ACTION ON THE ISSUES OF HUNGER AND HOMELESSNESS.

WHEREAS THE WEEK HIGHLIGHTS THE DIFFICULTY AND LONELINESS OF THOSE WITHOUT A HOME AND LIVING IN POVERTY, AND ENCOURAGES THE PUBLIC TO BECOME INVOLVED IN EFFORTS TO END HOMELESSNESS AND HUNGER IN THE UNITED STATES, ESPECIALLY IN COLLIN COUNTY.

WHEREAS, COLLABORATION AND COOPERATION BETWEEN FEDERAL, STATE, AND LOCAL AGENCIES, ALONG WITH SCHOOLS, BUSINESSES, AND ORGANIZATIONS, CAN HELP CHANGE THE OUTCOME OF THE INDIVIDUALS IN THESE DESPERATE CIRCUMSTANCES.

WHEREAS A VARIETY OF EVENTS THROUGHOUT COLLIN COUNTY HOSTED BY THE COLLIN COUNTY HOMELESS COALITION SEEKS TO RAISE AWARENESS AND OFFER RESIDENTS AN OPPORTUNITY TO SHARE THE COMPASSION WITH THOSE EXPERIENCING FOOD AND SHELTER INSECURITIES.

NOW, THEREFORE, I KEN FULK, MAYOR OF CITY OF ALLEN, COLLIN COUNTY, TEXAS DO HEREBY PROCLAIM NOVEMBER 13TH TO THE 21ST, 2021 AS HUNGER AND HOMELESS AWARENESS WEEK.

WE ACKNOWLEDGED THAT HOMELESSNESS IS A SERIES OF FORCES THAT MANIFEST IN HOMELESSNESS [NOISE].

ALL OF US WANT HOUSING FOR EVERYONE IN OUR COMMUNITY.

WE NEED TO ENSURE THAT OUR REPRESENTATIVES ON ALL LEVELS OF GOVERNMENT HEAR US SAY, YES, IN MY NEIGHBORHOOD, YES, IN MY COMMUNITY.

BECAUSE UNTIL WE HAVE AFFORDABLE HOUSING, WE CANNOT REACH THOSE GOALS TOWARD ENDING THE HOMELESS EXPERIENCE FOR THE FAMILIES IN OUR COMMUNITY.

BUT ALL OF THESE PEOPLE ARE NEW CHAMBER MEMBERS ALONG WITH, I THINK AROUND 87 OTHER BUSINESSES THAT JOINED THE CHAMBER SINCE THE 1ST OF THE YEAR.

SO WHILE THE PANDEMIC AFFECTED US AND MADE IT DIFFICULT FOR US TO DO A LOT OF THINGS, WE'RE STILL GROWING AND OUR COMMUNITY IS GROWING, AND WE'RE ALL CONFIDENT THAT EVERYTHING'S GOING TO LOOK BETTER IN 2022, RIGHT? [LAUGHTER].

BUT THAT DIDN'T HAPPEN OVERNIGHT.

THIS TOOK VISION, COURAGE, INTENTIONALITY, AND PURPOSEFUL ACTIONS OVER TIME TO ENSURE ALLEN BECAME AND WILL CONTINUE TO BE A THRIVING COMMUNITY WHILE KEEPING THAT SMALL TOWN FEEL.

LET'S START AND WITH WHY IT WAS IMPORTANT FOR ALLEN TO CREATE THE DIVERSITY EQUITY INCLUSION AD HOC COMMITTEE.

SINCE IT WAS OFFICIALLY INCORPORATED AS A CITY IN 1953, ALLEN HAS CONTINUED TO GROW IN POPULATION IN A VARIETY OF DIVERSE BACKGROUND, AND CONTINUES TO BE A GREAT PLACE TO LIVE, WORK, AND VISIT FOR MANY REASONS.

IN FACT, SINCE 2000, THE POPULATION HAS MORE THAN DOUBLED TO ITS CURRENT POPULATION OF ALMOST 110,000 WELCOMING RESIDENTS FROM ALL BACKGROUNDS WHETHER IT BE GENDER, AGE, COGNITIVE AND PHYSICAL ABILITY, SEXUAL ORIENTATION, RACE, ETHNICITY, MILITARY STATUS, OR US CITIZENSHIP.

DE&I CAN MEAN MANY THINGS TO DIFFERENT PEOPLE.

BUT FOR OUR COMMITTEE, WE VIEWED IT AS INCLUSION FOR ALL, AS WELL AS RESPECTING THE DIVERSITY OF THOUGHT AND LIVED EXPERIENCES OF EACH INDIVIDUAL.

SAID IT IN ANOTHER WAY, WE WOULD DEFINE IT AS FULL COMMUNITY ENGAGEMENT, IN WHICH ALL RESIDENTS OF ALLEN FROM ALL BACKGROUNDS ARE ENGAGED AND COLLABORATING WITH EACH OTHER TO ENSURE ALLEN CONTINUES TO BE A WELCOMING, INCLUSIVE, AND THRIVING COMMUNITY.

WE ARE ALL CHANGING AND EVOLVING INDIVIDUALLY AND COLLECTIVELY, AND WE NEED TO RESPECT, LISTEN, AND LEARN FROM EACH OTHER.

IN ADDITION TO OUR GROWING AND EVOLVING POPULATION, THE CITY OF ALLEN HAS ALWAYS TRIED TO BE PROACTIVE IN DISCUSSING TOPICS THAT WILL POSITIVELY IMPACT OUR CULTURE AND OUR ECONOMY AS A COMMUNITY, WHETHER IT BE CREATING A VISION AND A PLAN ON HOW THE CITY WILL CONTINUE TO

GROW AND DEVELOP OVER THE NEXT 15-20 YEARS IN AREAS SUCH AS LAND USES, PARKS, INFRASTRUCTURE, ECONOMIC DEVELOPMENT.

WHEN THE CITY OF ALLEN RELEASED THEIR 2000- 2036 STRATEGIC PLAN EARLIER THIS YEAR, WHERE ONE OF THE FIVE GOALS OF THE PLAN WAS TO CULTIVATE A DIVERSE, EQUITABLE, AND INCLUSIVE COMMUNITY.

TO HELP ACHIEVE THIS GOAL, THE CITY COUNCIL VOTED UNANIMOUSLY ON APRIL 13TH, 2021, TO ADOPT THIS POLICY STATEMENT SUPPORTING DIVERSITY, EQUITY AND INCLUSION AND TO FORM AN AD HOC COMMITTEE TO FURTHER EXPLORE THESE TOPICS.

IT'S ALSO IMPORTANT TO NOTE THAT BASED UPON OUR RESEARCH, ALLEN IS THE FIRST AND ONLY CITY IN COLLIN COUNTY TO TAKE SUCH REAL AND MEANINGFUL ACTION ON ITS SPECIFIC GOAL RELATED TO DE&I IN ITS STRATEGIC PLAN.

ALTHOUGH CLASSIFIED AS A POLICY STATEMENT, THIS SHOULD BE WHAT WE SHOULD ALL BE ASPIRING TO CULTIVATE AND DEMONSTRATE AS ALLEN RESIDENTS EACH AND EVERY DAY.

OUR COMMITTEE CONSISTING OF 12 ALLEN RESIDENTS, ARE GIVEN THE FOLLOWING SET OF OBJECTIVES TO ACCOMPLISH BY THE MAYOR AND THE CITY COUNCIL.

RESEARCH COMMUNITY BEST-PRACTICES, RESEARCH PARTNERSHIP OPPORTUNITIES, DETERMINE THE NEED FOR A PERMANENT BOARD AND TO PREPARE AND DELIVER A COMPREHENSIVE REPORT TO COUNSEL BY NOVEMBER.

WHO IS THE COMMITTEE? AS INDIVIDUALS, WE ARE SINGLE.

WE ARE SPOUSES, WE'RE ALSO PARENTS AND GRANDPARENTS.

WE'RE SMALL BUSINESS OWNERS.

WE WORKED FOR GLOBAL COMPANIES, AND WE'RE ALSO RETIRED.

WE MOVED HERE FROM ANOTHER CITY, STATE OR COUNTRY, OR WE HAVE LIVED MOST OF OUR LIVES RIGHT HERE IN ALLEN.

WE'VE EXPERIENCED SOME FORM OF DISCRIMINATION IN OUR LIVES OR WE HAVE NOT EXPERIENCED ANY DISCRIMINATION AT ALL.

WE'VE BEEN ACTIVE IN OUR COMMUNITY, OR MAYBE THIS IS THE FIRST TIME WE GOT OUT OF OUR BUBBLE TO LEARN MORE ABOUT ALLEN AND GET INVOLVED.

THERE'S ALSO WORK THAT HAS BEEN DONE IN ALLEN WITH REGARDS TO FULL COMMUNITY ENGAGEMENT,

ALSO, IN TALKING TO THE EDC OR THE ALLEN ECONOMIC DEVELOPMENT CORPORATION, WE LEARN THAT REGIONAL AND NATIONAL COMPANIES THAT HAVE A SIMILAR FOCUS AND COMMITMENT TO DE&I WANT TO ENSURE THAT IN ALLEN WHERE THEY WOULD LOVE TO RECOLLECT TO, THEY HAVE THAT AS WELL.

NOT AS A CHECK OFF THE BOX EXERCISE, BUT SOMETHING THAT HAS REAL AND MEANINGFUL PROGRAMS AND ACTIONS.

BASED ON ALL OF OUR LEARNINGS AND DISCUSSIONS IN THE LAST SEVERAL MONTHS, WE RECOMMEND THAT ALLEN ESTABLISH A FOUNDATION.

A FRAMEWORK TO GROW AND EVOLVE OUR FOCUS ON FULL COMMUNITY ENGAGEMENT OVER TIME.

THIS IS A JOURNEY AND THIS WILL TAKE TIME.

BUT WE SHOULD START WITH THESE KEY FOUNDATIONAL TENETS.

LISTEN AND LEARN, CONNECT AND COMMUNICATE, EDUCATE AND ENHANCE, AND ESTABLISH AN ADVISORY BOARD FOR COMMUNITY ENGAGEMENT.

NOW I'M GOING TO GIVE YOU A BRIEF OVERVIEW OF EACH OF THE DIFFERENT TENETS THAT I JUST SHARED.

THE FIRST PILLAR, LISTEN AND LEARN FROM THE INDIVIDUAL AND COLLECTIVE UNIQUE VOICES AND PERSPECTIVES ARE ALLEN'S CITIZEN DREAM.

DEVELOP AND HAVE A SURVEY SO WE CAN HEAR MORE OF OUR VOICES.

BUT ALSO HAVE IN-PERSON FOCUS GROUPS WHERE WE CAN ACTUALLY HEAR THEIR VOICES LIVE.

GATHER FEEDBACK ON ALL THE DIFFERENT PROGRAMS THAT WE HAVE WITHIN ALLEN, WHETHER IT BE EXISTING OR NEW.

THIS WILL ALLOW US TO SET A BASELINE WITH REGARDS TO HOW WE CAN DEFINE AND REFINE THESE MEASURABLE GOALS OVER TIME.

THE SECOND PILLAR, CONNECT AND COMMUNICATE.

THIS WAS PROPOSED TO DEVELOP AND PROMOTE A BRAND FOCUS ON FULL COMMUNITY ENGAGEMENT IN ALLEN.

HOLD QUARTERLY MEETINGS WITH ALL THESE GREAT ALLEN GROUPS TO ENSURE THAT WE'RE ALL WORKING BETTER TOGETHER, AND DEVELOP AN ANNUAL CALENDAR TO ENSURE ALL OF THIS IS IN ONE PLACE AND WE'RE ALL WORKING WITH EACH OTHER RATHER THAN DUPLICATING EFFORTS THAT REALLY COULD BE DONE AS ONE ALLEN.

EDUCATE AND ENHANCE IS THE THIRD PILLAR.

THIS IS WHERE WE WOULD ASSESS AND ENHANCE THE CURRENT INVENTORY OF PROGRAMS THAT WE CURRENTLY HAVE.

POTENTIALLY DEVELOP SOME NEW LEARNING WORKSHOPS AND EDUCATIONAL SERIES.

MAYBE EVEN DEVELOP AND IMPLEMENT AN AWARENESS EVENT SUCH AS THESE DIFFERENT THINGS THAT WE NOTE HERE, MAYBE EVEN AN ALLEN BETTER TOGETHER FESTIVAL, BUT ALSO PARTNER WITH OTHER COMMUNITIES AND ORGANIZATIONS TO MAKE SURE THIS IS NOT JUST AN ALLEN THING BUT ALSO ALLOW OTHER COMMUNITIES AROUND THE COMMUNITY TO BE ABLE TO ENJOY THAT.

THE FINAL PILLAR IS TO ESTABLISH AN ADVISORY BOARD FOR COMMUNITY ENGAGEMENT.

IN ORDER TO ESTABLISH A FOCUS TO ENSURE THERE'S CONTINUOUS REVIEW AND IMPROVEMENT ON THE COMMITTEES CHANGING DYNAMICS AND EVOLUTION, WE RECOMMEND THAT AN ADVISORY BOARD TO BE ESTABLISHED SINCE ALLEN CONTINUES TO BE BETTER TOGETHER, AND TO ADVISE THE MAYOR AND CITY COUNCIL ON STRATEGIES THAT STRENGTHEN THE CONNECTIONS AMONG ALL COMMUNITIES IN ALLEN.

THE BOARD WOULD BE OPEN FOR ANY AND ALL ALLEN RESIDENTS TO APPLY FOR.

THE BOARD WOULD ALSO FOCUS TO ENSURE THAT ALL THE TENETS OF THIS FOUNDATIONAL FRAMEWORK THAT WE JUST TALKED ABOUT TODAY WILL BE CONTINUOUSLY MOVING FORWARD AND BEING ENHANCED IN CLOSE PARTNERSHIP WITH THE CITY LEADERSHIP AND THE ENTIRE COMMUNITY.

FINALLY, WE HAVE DEVELOPED AN INITIAL DRAFT OF A THREE-YEAR ROADMAP TO ENSURE ALLEN'S FOCUS ON FULL COMMUNITY ENGAGEMENT TO MAKE OUR RECOMMENDATIONS COME TO LIFE AND BECOME ACTIONABLE.

AS YOU WILL SEE, WE NEED TO ALWAYS STRIVE FOR PROGRESS AS THIS WILL BE THE JOURNEY FOR ALL OF US AND IT WILL TAKE TIME.

THERE ARE 12 OF US TO COME TOGETHER WITH ONE VERY CLEAR FOCUS AND THAT FOCUS IS DEVELOP A VISION AND A PLAN TO REVITALIZE THE HEART OF ALLEN.

WE KNOW IS OUR DOWNTOWN AREA AND WHAT THIS WORK WOULD REQUIRE US TO DO IS RESEARCH, COMMUNITY FEEDBACK, TEAM COLLABORATION AND CREATING A WORK ENVIRONMENT THAT WOULD ALLOW US TO CREATE A DOWNTOWN AREA THAT COULD BE IMPLEMENTED.

WE BEGAN THIS SUMMER WITH PHASE 1.

IN THAT FIRST PHASE AS YOU RECALL IS THAT DATA COLLECTION PHASE, WE PUT EVERYBODY TO WORK AND ALL THE COMMITTEE MEMBERS TOOK A LOT OF TIME AND ENERGY GETTING WORK AND WE'LL TALK ABOUT SOME OF THAT TONIGHT.

ONE OF THE FIRST CHALLENGES WE FOUND IS WE QUICKLY TRY TO GET OUR HANDS AROUND IS WHAT IS DOWNTOWN ALLEN? IRONICALLY, IF YOU ASKED 10 DIFFERENT PEOPLE, YOU'D PROBABLY GET 12 DIFFERENT ANSWERS ON WHAT DOWNTOWN ALLEN IS.

FOR THE PURPOSE OF TONIGHT'S PRESENTATION, WHAT WE'LL SEE HIGHLIGHTED IN BLUE IS WHAT WE COMMONLY REFER TO THEIR CENTRAL BUSINESS DISTRICT.

THIS IS AN AREA THAT IS ZONED AS THE CBD WITHIN

THE CITY AND IS OUR PRIMARY STARTING POINT FOR OUR [NOISE] VISION.

AS YOU KNOW, IT'S MOSTLY THE NORTH OF MCDERMOTT BUT PART OF IT INCLUDES THE CBD, INCLUDES THE BUILDING WE SIT IN TONIGHT.

WHILE THIS BECOMES OUR PRIMARY AREA AS WE BEGIN OUR VISION.

IF THERE ARE OTHER ASPECTS OF ADJACENT PROPERTIES THAT VISION TAKES US TO, THAT SOMETHING THAT WE'RE ALSO OPEN TO.

THERE WERE FIVE LINES OF EFFORT THAT THE CITIZENS WORKED TOWARDS.

THE FIRST ONES TO GET A GOOD SENSE OF WHO OWNED WHAT AND HOW THINGS WERE ZONED.

JUST AMAZING ANALYSIS DONE BY THE INDIVIDUALS WHO WORKED ON THIS EFFORT.

ONE OF THE KEY THINGS THAT REALLY STOOD OUT TO US IS THAT WE HAVE OVER 120 PLUS LANDOWNERS IN DOWNTOWN.

THESE ARE REALLY IMPORTANT PEOPLE.

THESE ARE INDIVIDUALS THAT WE NEED TO MAKE SURE WE ENGAGE AND WE UNDERSTAND WHAT THEIR NEEDS ARE.

OFTENTIMES WE MAY KNOW ONE PERSON OR TWO PEOPLE BUT WE DON'T ALWAYS APPRECIATE THAT THERE ARE OVER 100 DIFFERENT INDIVIDUALS WHO OWN PARCELS OF LAND AND HAVE EQUITY IN THIS EFFORT.

ANOTHER EFFORT THAT THIS GROUP OF INDIVIDUALS WORKED ON WAS HELP US MAP WHO OWNED WHAT? AGAIN, AS YOU SEE HERE, SOME PLACES REALLY STICK OUT AS MAJOR LANDOWNERS.

BUT IN OTHER CASES AGAIN, WE'RE TALKING VERY SIMPLE PARCELS AND THIS MAP THAT THEY DEVELOPED USING GIS AND DIFFERENT CON COUNTY APPRAISAL DISTRICT INFORMATION WAS REALLY HELPFUL.

ONE OF OUR OTHER EFFORTS LINE OF EFFORTS WAS LEARNING FROM OTHER COMMUNITIES.

LIKE OUR COLLEAGUES BEFORE US, WE WANTED TO REACH OUT, SEE WHAT OTHER COMMUNITIES WERE DOING AT THEIR DOWNTIME.

WAS THERE SOMETHING WE COULD LEARN FROM THEM? THIS GROUP OF INDIVIDUALS DID A GREAT JOB.

THEY IDENTIFIED OVER 18 COMMUNITIES THAT LOOKED A LITTLE BIT, MAYBE ACT A LITTLE BIT LIKE ALLEN AND WHAT THEY DID IS THEY CAME UP WITH 20 DIFFERENT CRITERIA AND HOW THEY WERE GOING TO ASSESS EACH OF THOSE TOWNS INCLUDE SIGNAGE, INCLUDED STREET PARK OR JUST PARKING AT LARGE.

THE SIDEWALKS, GETTING A SENSE OF HOW THEY WERE GOING TO ASSESS EACH OF THOSE.

WE COULD ASSESS THEM CONSISTENTLY ACROSS ALL.

THE GROUP OF INDIVIDUALS DID A ROAD TRIP AND THEY HIT 12 OF THOSE CITIES AND THE REST OF IT THEY DID ONLINE AND WE HAVE AGAIN, A DATABASE OF INFORMATION ON EACH OF THE CITIES THAT WILL HELP US THINK ABOUT HOW WE WANT TO FORM OUR DOWNTOWN BASED ON SOME OF OUR NEIGHBORS.

ANOTHER LINE OF EFFORT WAS IN A COMMUNITY ACTIVITIES.

THE PULSE OF ALLEN IS THE HEART IS WHEN PEOPLE COME TOGETHER, IS WE COME TO GET IT FOR SUCH AMAZING EVENTS AND WE HAVE SOME OF THEM COMING UP IN THE NEAR HORIZON AND SOME OF THESE I THINK YOU GUYS ARE ALREADY AWARE OF.

BUT AGAIN, WITH THIS INDIVIDUAL WHO REALLY TOOK THIS EFFORT UNDERWAY, DID WAS JUST IDENTIFY NOT ONLY THESE MAJOR EVENTS, THE PARKS AND REC DEPARTMENT AND ROTARY AND OTHERS, THE HERITAGE GILL DOES BUT DEVELOPED A DATABASE AGAIN OF DIFFERENT ACTIVITIES THAT DIFFERENT ORGANIZATIONS ARE ALREADY DOING DOWNTOWN THAT WE WEREN'T AWARE OF.

NOW ONLY THAT BUT ENGAGED WITH THOSE ORGANIZATIONS TO GET A SENSE OF WHAT THEY MIGHT BE INTERESTED IN DOING IF WE REVITALIZED IT AND GAVE THEM A CHANCE TO DARE TO DREAM AND SO IN THE FUTURE, WE NOW HAVE THIS DATABASE WE CAN TAP UPON.

WE HAD A FINANCE AND ECONOMIC TEAM THAT LOOKED AT DIFFERENT RESOURCES.

AGAIN, [NOISE] ONE OF THE THINGS WE'RE VERY FORTUNATE, OBVIOUS WE HAVE MULTIPLE RESOURCES THAT WE CAN TAKE ADVANTAGE OF.

FIRST OF ALL, LET'S TAKE ADVANTAGE OF GRANTS AND WE ARE GOING TO BE WORKING WITH OUR CONSULTANT TO IDENTIFY THIRD PARTY GRANTS THAT WE CAN USE FOR DIFFERENT RESOURCES.

AS ALL OF YOU ARE AWARE, WE HAVE A TIP STILL IN THE DOWNTOWN AREA AND IT'S A REALLY GREAT IDEA AND WHAT IT HAS ALLOWED US TO DO IS CREATE A POD OF FUNDS THAT ALLOWS US TO INVEST IN THE DOWNTOWN MONEY OR THE DOWNTOWN AREA FROM INDIVIDUALS WHO ALREADY WORKED DOWNTOWN AND THEN OF COURSE, AS ALL OF YOU ARE AWARE, WE HAVE OUR ADCC AND CDC WHO WE'VE ENGAGED WITH AND THEY'RE WILLING TO SUPPORT US ON DIFFERENT PROJECTS.

COMMUNITY OUTREACH, ONE OF THEIR EFFORTS, WE WANTED TO BE VERY TRANSPARENT WITH COMMUNITY.

WE WANTED TO BE ENGAGED WITH THEM FROM THE VERY START.

WE QUICKLY WORKED WITH THE CITY VALID AND TERESA AND HER TEAM ON ESTABLISHING A WEBSITE, LEVERAGING THE CITY'S SOCIAL MEDIA. TAKING ADVANTAGE.

IT'S A VERY MINOR CHANGE.

IT'S SIMPLY TO ALLOW THE USE OF A CONVENIENCE STORE FOR YOUR SALES ISN'T ALLOWED TO USE WITHIN THIS SPECIFIC BLOCK AND LOT OF PD-1.

AS YOU KNOW, I DID RECOMMEND DENIAL ON THIS REQUEST ON STAFF'S RECOMMENDATION, BUT I WANT TO LET YOU UNDERSTAND WHY STAFF GOT TO WHERE THEY ARE WHEN PD 108 WAS ORIGINALLY ADOPTED, IT HAD A PURPOSE THAT WENT ALONG WITH PD 108 THAT'S HIGHLIGHTED HERE AND SHOWN IN FORBADE HIM OUT OF THE ORIGINAL ADOPTING ORDINANCE.

IT SAYS THAT PD 108 IS COMPRISED OF MANY PARCELS THAT HAD BEEN PRIMARILY DEVELOPED AS MEDICAL OFFICE AND DEVELOPMENT PATTERN IS INTENDED TO EXTEND INTO THESE INDIVIDUAL REMAINING PARCELS THAT ARE HIGHLIGHTED IN BLUE.

PREVIOUS REQUESTS THAT HAVE A MEDICAL OFFICE COMBINED WITH THE CONVENIENCE STORE FUEL SALES, STAFF DID FEEL THAT THAT HORIZONTAL INTEGRATION, SO ITS USES WERE MET THE INTENT BUT THE REMOVAL OF THE MEDICAL OFFICE DETACHED THAT LINK TO THE INTENT.

I WILL TELL YOU THAT THIS CORRIDOR ALSO HAS CHANGED QUITE A BIT OVER TIME.

CHANGE CONDITIONS ARE ALL THINGS THAT CITY COUNCILS GET TO CONSIDERING THE DOUBT AS CONDITIONS DO CHANGE OVER TIME, THAT'S STAFF DOESN'T GET THAT LEEWAY TO MAKE THOSE INTERPRETATIONS.

I WANTED TO SHOW YOU THIS SLIDE WHICH OUTLINES THE CITY OF ALLEN AND IN RED THE 2,600 ACRES, WHICH IS TWIN CREEKS, AND WE'VE BEEN ACTIVE HERE FOR THE LAST 26 OR 27 YEARS.

PD 54 AND THE LAND WHICH IS IN PD 108 IS BASICALLY THE EASTERN SIDE OF TWIN CREEKS AND I MIGHT POINT OUT THAT THIS AREA IS THE AREA THAT'S OUTSIDE OF THE CBD WHICH IS IN THE CBD TIF NUMBER TWO WHEN WE ESTABLISHED THIS TIF IN 2006, THIS WAS LARGELY LAND THAT WAS IN AG AND I'D REALLY LIKE TO THANK THE MEMBERS OF THE DOWNTOWN STEERING COMMITTEE FOR ALL OF THEIR WORK BECAUSE THIS TIF, WHICH IS NOW 15 YEARS OLD, IT WAS ESTABLISHED IN 2006, HAS CREATED THE MAJORITY OF THE INCREMENT WHICH WILL FUND OR WHICH IS FUNDING THE CBD TIF AND WE HAVE NOT USED ONE PERCENT OF THAT TIF INCREMENT IN ANY OF THE DEVELOPMENT THAT'S GONE ON AND PD 108 OR PD 54 HERE AND THAT COVERS ABOUT 600 ACRES.

OUR VERY INTENTIONAL GOAL AFTER SEEING MCDERMOTT, WHICH IS ON THE SOUTH END OF TWIN CREEKS DEVELOP WAS TO CREATE A DIFFERENT EXPERIENCE ALONG THE EXCHANGE PARKWAY BETWEEN 121 AND 75.

AS SUCH, THE RACE TRACK THAT IS HERE AT WALMART DRIVE AND EXCHANGE PARKWAY IS THE ONLY FUELING STATION AND CONVENIENCE STORE THAT IS ALONG THIS ENTIRE STRETCH.

THAT'S REALLY THE FIRST POINT THAT I'D LIKE TO MAKE IS THAT WE HAVE NOT SEEN AN OVERABUNDANCE OF FUELING STATIONS, CONVENIENCE STORES THAT ARE ALONG THIS PARTICULAR AREA.

THIS PROVIDES REGIONAL DETENTION FOR SIX BUILDINGS, WHICH IS THE SECOND POINT I'D LIKE TO MAKE.

THIS IS THE DETENTION POND HERE WHICH AT ONE WE HAD THOUGHT THIS WOULD BE TEMPORARY, AND AS THE WATER FLOWS HERE ACROSS THE PRESBYTERIAN HOSPITAL PROPERTY AND IS ALSO PARTIALLY DETAINED HERE BEFORE IT WOULD GO OVER

TO EAST OF CENTRAL EXPRESSWAY AND POSSIBLY FLOOD THAT AREA.

WE'D HOPE THAT ADEQUATE ATTENTION CAN BE PROVIDED IN THE DEVELOPMENT HERE, THAT THIS COULD ESSENTIALLY GO AWAY.

THAT DIDN'T COME TOGETHER SO WE STILL NEED THE DETENTION THAT'S PROVIDED IN THIS AREA.

WHICH EXPLAINS THE REASON THAT IT REALLY HASN'T BEEN LANDSCAPED AND IT'S IN MY MIND AN EYESORE.

WE DO A LOT OF THINGS AND I THINK WE'VE DONE A PRETTY GOOD JOB IN TWIN CREEKS, BUT IF I COULD DO A FEW THINGS DIFFERENTLY, I WOULD PROBABLY GO BACK AND REWRITE HISTORY.

BUT WE DO HAVE ONE AREA THAT IS OUT OF THE DETENTION AREA, BUT IT'S ONLY ABOUT 8/10 OF AN ACRE.

GIVEN THE SIZE OF IT, WE DON'T HAVE ENOUGH DISTANCE FROM THE CORNER OF RAINTREE AND EXCHANGE PARKWAY TO PROVIDE A SECOND POINT OF ACCESS HERE.

THE ONLY POINT OF ACCESS IS ACTUALLY THROUGH A CROSS AXIS EASEMENT IN THE PRESBYTERIAN GARDENS AREA.

THE POINT BEING HERE, WITHOUT WHAT WE'RE PROPOSING, THIS SIDE IS REALLY UNDEVELOPABLE ONE, WILL PROBABLY CONTINUE TO LOOK THIS WAY.

[NOISE] AGAIN, THERE'S SIX BUILDINGS THAT ARE BENEFITING FROM THIS REGIONAL DETENTION.

AS WAS MENTIONED A LITTLE BIT EARLIER, DISTRICT F, WHICH IS THIS PARTICULAR AREA HERE, IS TRULY MIXED-USE IN KEEPING IN MY OPINION, WITH THE INTENT OF THE MIXED-USE PLAN FOR PD-108.

WE DEVELOPED SEVERAL YEARS AGO, THE 36,000 SQUARE FOOT SURGICAL CENTER AND MEDICAL OFFICE BUILDING, WHICH IS PART OF THAT DISTRICT F, AND EXISTS TODAY, ALTHOUGH IT'S NOT CERTAINLY A PART OF THIS ZONING ORDINATES.

HERE'S ANOTHER PHOTOGRAPH OF THE DETENTION AREA AND THE AREA THAT WE ARE HOPING TO UTILIZE AND CREATE SOMETHING THAT'S BENEFICIAL TO THE CITY, TO THE RESIDENTS HERE, AND CERTAINLY TO THE TIFF.

WHAT WE WILL ESSENTIALLY BE DOING IS TAKING THIS SLOPING NORTHERN END OF THE DETENTION POND, AND PUTTING A VERTICAL RETAINING WALL ACROSS HERE, BY GOING STRAIGHT VERTICAL WITH THAT WILL KEEP ALL THE SAME AMOUNT OF DETENTION THAT'S IN THE POND.

JUST MAKING IT A LITTLE BIT MORE EFFICIENT AND [NOISE] RECLAIMING SOME VERY ESSENTIAL LAND THAT WE HAVE RIGHT IN THIS AREA.

HERE THEY CAN ADD AND PROVIDE A POINT OF ACCESS IN OFF OF RAINTREE CIRCLE [NOISE].

ONE OF THE THINGS YOU REMEMBER A COUPLE OF YEARS AGO, 4TH OF JULY, WE HAD A BIG 4TH OF JULY CELEBRATION ON OUR LAND THAT'S TO THE NORTH OF THE 36 ACRES WHERE THE FIREWORK SHOW WAS, AND WE UNINTENTIONALLY PROVIDE A GREAT DEAL OF PARKING FOR THE RESIDENTS HERE AND THE SITE.

IT REALLY DAWNED ON ME THAT THERE'S PERHAPS [NOISE] SOME POTENTIAL DANGER IN THIS, IN THAT AFTER THE FIREWORK SHOW WAS OVER, WE HAD A GROUP OF FOUR WHEELERS DOWN HERE HAVING A LITTLE BIT OF FUN AND GOING UP AND DOWN.

ONE OF THE THINGS THAT WE WILL DO THIS HEAVILY LANDSCAPE THIS WITH TREES, BUSHES ALL THE WAY AROUND, AND ALSO PUT IN FENCING TO HELP PREVENT THAT FROM OCCURRING IN THE FUTURE.

[NOISE] NOT TRYING TO WASTE TIME, AND I THINK I DID THIS BACKWARDS AND THEN INSTEAD OF THE SIMPLE ROUTE, WE WENT FOR THE MORE COMPLICATED ROUTE IN TRYING TO, I WANT TO GO DOWN.

WE WANTED TO TRY AND RECLAIM THIS ENTIRE 2.54 ACRES AND BE ABLE TO NOT ONLY AS MARK MENTIONED, HAVE THE FUELING STATION AND CONVENIENCE STORE HERE, BUT A ROUGHLY 10,000 SQUARE FOOT MEDICAL OFFICE BUILDING.

[NOISE] ONE OF THE DOCTORS IN THE PRESBYTERIAN WAS GOING TO PURCHASE A SITE AND BUILD THEIR OWN BUILDING.

THIS WOULD HAVE REQUIRED US TO GO WITH AN UNDERGROUND DETENTION SYSTEM.

IN OUR INITIAL ENGINEERING, THIS CAME OUT TO BE AROUND $550,000, WHICH GIVEN OUR ECONOMICS OF THE SITE, COULD HAVE MADE THAT FEASIBLE.

IT WAS A DOUBLE LAYER STORM TRAP SYSTEM.

ONCE WE GOT CONCEPT PLAN APPROVAL AND CITY COUNCIL APPROVAL FOR THE ZONING, WE DID THE ADVANCED ENGINEERING AND DETERMINED THAT DUE TO THE TOPOGRAPHY IN THAT REGION, THIS WOULDN'T WORK BECAUSE ESSENTIALLY IT WOULDN'T FLOW, AND SO WE HAD TO GO TO A GREATER HORIZONTAL AREA FOR THE STORM TRAP SYSTEM.

BUT IT WAS ONLY A SINGLE LAYER OTHER THAN DOUBLE LAYER.

THAT INCREASED AREA, AS WELL AS THE INCREASE THAT WE'VE SEEN IN COMMODITY PRICES,

CONSTRUCTION PRICES, TOOK THAT $550,000 AND TOOK IT TO A MILLION AND THREE.

UNFORTUNATELY, THAT MADE OUR PROJECT UPSIDE DOWN.

IT JUST WASN'T FEASIBLE, WE HAD TO BACKTRACK, AND THIS IS WHY I'M HERE TODAY TO ASK YOU TO CONSIDER THE PROGRAM THAT WE'RE TALKING ABOUT.

WHICH WOULD ADD A 711, AND 711 WILL BE WITH THEIR DEVELOPMENT PARTNER FOR DOD PURCHASING THE SITE, INCLUDING THE DETENTION AREA, AND THEY WILL BE PRIVATELY MAINTAINING THAT DETENTION AREA AND THE TREES AND LANDSCAPING THAT'S THERE.

THIS WILL PROVIDE AN ADDITIONAL $4.15 MILLION IN INCREMENT, WHICH WILL BENEFIT THE TIFF, AND SALES TAXES OF ROUGHLY $1.6 MILLION.

I THINK THE ONLY THING THAT COULD EVER CHANGE IT, I MEAN, YOU'VE GOT ESSENTIALLY THREE ACRES OF LAND, AND 2.5 OF IT IS OR APPROXIMATELY MAYBE 2.25 IS UNDEVELOPED AND CANNOT BE DEVELOPED UNLESS SOMEBODY HAS A LOT OF MONEY, AND PRICES OF LAND JUST CONTINUE TO SKYROCKET.

THAT DOESN'T MEAN THAT COULDN'T HAPPEN SOMEDAY.

SOMEBODY COULD COME IN AND PUT A SEVEN STORY MEDICAL OFFICE BUILDING IN THERE AND GET THEIR ROI IF THEY NEEDED IT.

[NOISE] WE'RE HERE TO TALK TONIGHT ABOUT THE ALLEN POLICE ASSOCIATION AND THE MEET AND CONFER PROCESS.

I'M GOING TO GIVE YOU A LITTLE BIT OF HISTORY HERE.

MEET AND CONFER PROCESS IS AUTHORIZED BY STATE STATUTE AND SO THERE'S A PROCESS THOUGH THAT NEEDS TO BE GONE THROUGH TO IMPLEMENT THE MEET AND CONFER PROCESS.

THAT PROCESS IN ALLEN WAS GONE THROUGH IN 2019.

FEBRUARY OF 2019 JOINTLY AT THE SAME TIME THE ALLEN POLICE ASSOCIATION AND THE ALLEN FIRE ASSOCIATION CAME TO THE COUNCIL WITH REQUIRED PETITIONS NECESSARY TO PROMPT COUNCIL ACTION.

COUNCIL AT THE TIME HAD ONE OF THREE CHOICES ON HOW TO DEAL WITH THOSE PETITIONS.

THE THREE OPTIONS WERE A, THEY COULD APPROVE A RESOLUTION GRANTING THE ASSOCIATIONS, THE SOLE BARGAINING AUTHORITY FOR THE EMPLOYMENT GROUPS, THEY COULD HAVE REQUIRED AN ELECTION WITHIN THE ASSOCIATIONS TO VERIFY THAT THE PETITIONS THEY RECEIVED WERE ACCURATE, OR THEY COULD HAVE SENT THE MATTER TO THE VOTERS TO HAVE DECIDED WHAT TO DO.

OF THOSE THREE, THE COUNCIL APPROVED THE FIRST OPTION FOR BOTH POLICE AND FOR FIRE.

MEET AND CONFER WAS THEN AN OPTION HERE IN ALLEN.

NOW THAT HAPPENED 2019, I'M GOING TO TALK ABOUT TWO PROCESSES HERE JUST BECAUSE I'VE BEEN ASKED ABOUT THAT THEN I'LL VEER OFF AND TALK ABOUT ONE.

WITH THE POLICE ASSOCIATION, NOTHING HAPPENED UNTIL LAST MONTH.

WITH THE FIRE ASSOCIATION, THEY STARTED THE MEET AND CONFER PROCESS ABOUT SIX MONTHS AGO, AND WE'RE STILL WORKING THROUGH THAT, THEY ARE NOT DONE.

WE'RE HOPEFUL WE'LL GET SOMETHING DONE SOONER RATHER THAN LATER, BUT YOU WON'T SEE ANYTHING ON THAT FOR AT LEAST A FEW MORE MONTHS BASED ON HOW THIS PROCESS WILL WORK AS A BEST-CASE SCENARIO.

BUT I WANT TO MAKE THAT CLEAR BECAUSE TONIGHT I WANT TO MAKE SURE YOU UNDERSTAND THAT ALTHOUGH THESE CAME TO YOU JOINTLY A FEW YEARS AGO, THEY ARE SEPARATE ENTITIES, AND WE ARE WORKING THEM SEPARATELY.

TONIGHT WE'RE HERE, WE'RE ONLY TALKING ABOUT THE POLICE DEPARTMENT.

IN OCTOBER 2021, MAYBE IT WAS LATE SEPTEMBER, BUT ABOUT A MONTH AND A HALF AGO, WE STARTED THIS PROCESS WITH THE POLICE ASSOCIATION.

OUR FIRST MEETING WAS LIKE AN HOUR AND 15 MINUTES, AN HOUR AND 20 MINUTES.

WE SAT DOWN, AND WE TALKED ABOUT VARIOUS THINGS THAT THEY WANTED TO TALK ABOUT.

WE DISCUSSED THOSE THINGS, WE HAD A VERY PRODUCTIVE MEETING.

THE TAKEAWAY FROM THAT MEETING WAS WE AGREED AS CITY STAFF TO GO BACK AND EVALUATE EACH OF THOSE REQUESTS THAT THEY HAD MADE, AND THEY WEREN'T A LOT OF THEM, AND THEY WERE ALL FAIRLY REASONABLE REALLY.

BUT WE WENT BACK TO EVALUATE WHICH ONES MAKE SENSE FOR ALLEN AND WHAT THE RIGHT NEXT STEP WAS FOR US.

WE LOOKED AT THOSE AS A CITY STAFF COMMITTEE THAT I'M GOING TO INTRODUCE HERE IN A LITTLE BIT THAT WORKED ON THIS WITH ME AND CAME BACK AND MET WITH THEM SEVERAL WEEKS LATER AND HAD A TOUGH 20-MINUTE MEETING WHERE WE SAT DOWN AND HASHED OUT WHAT WE THOUGHT ABOUT THOSE, WHAT THEY THOUGHT ABOUT THOSE AND QUICKLY CAME TO AN AGREEMENT.

WE'LL GET INTO THAT MORE, BUT I DO WANT TO POINT OUT, THIS HAS BEEN SUCH A COLLABORATIVE POSITIVE EXPERIENCE THAT I REALLY THINK THIS IS WHAT MEET AND CONFER IS SUPPOSED TO BE.

I'VE STRESSED THIS MANY TIMES WITH THE POLICE DEPARTMENT AND THE FIRE DEPARTMENT.

I WANT THEM TO LOOK AT ALL OF US FROM MR. ELWINGER ON DOWN AS THEIR COWORKERS BECAUSE THAT'S WHAT WE ARE.

WE'RE SITTING HERE AS CO-WORKERS TRYING TO FIGURE OUT WHAT MAKES SENSE FOR OUR ORGANIZATION AS A WHOLE.

WHAT MAKES SENSE FOR A LARGE GROUP OF OUR EMPLOYEES.

THESE MEETINGS WITH THE POLICE DEPARTMENT HAS JUST BEEN FANTASTIC.

THEY'VE UNDERSTOOD THAT, THEY'VE HELPED US WORK THROUGH THESE ISSUES.

THEY'VE UNDERSTOOD WHEN THERE'S THINGS WE CAN'T DO, WHY WE CAN'T DO THEM, AND THEY'D BEEN SO SUPPORTIVE.

I WANT TO TALK TO YOU ABOUT HOW THIS AGREEMENT WORKS.

THE AGREEMENT IS EFFECTIVE IMMEDIATELY, IT ACTUALLY IS RETROACTIVE TO OCTOBER 1, IF YOU LOOK AT THE DATE ON THERE, BUT THERE'S NOTHING WITH THE FINANCIAL IMPACT THAT GOES INTO EFFECT YET IF YOU APPROVE THIS.

WHAT'S EFFECTIVE IMMEDIATELY IS ALL THE LEGAL LANGUAGE.

THERE ARE SOME THINGS THAT ARE VERY MINOR THAT THEY HAVE A RIGHT TO HAVE A BOARD IN THE POLICE STATION FOR THE ASSOCIATION THAT THEY PROBABLY HAD IT FOR A LONG TIME, BUT THIS MEMORIALIZES THAT.

ALL THOSE THINGS ARE EFFECTIVE IMMEDIATELY UPON COUNCIL APPROVAL IF YOU CHOOSE TO APPROVE THIS.

THE ITEMS THAT COST MONEY, AS YOU KNOW, WE JUST WENT THROUGH A TOUGH BUDGET PROCESS WHERE WE HAD TO MAKE SOME DIFFICULT DECISIONS AND SO THE WAY WE'VE APPROACHED THAT IS MARCH OF THIS NEXT YEAR, HALFWAY THROUGH OUR BUDGET YEAR, CITY MANAGEMENT WILL EVALUATE WHERE WE'RE AT IN THE BUDGET AND DETERMINE WHETHER OR NOT WE CAN AFFORD TO FUND THESE ITEMS THAT COST MONEY.

I WILL TELL YOU, WE'RE VERY OPTIMISTIC THAT WILL OCCUR.

BUT IF SOMETHING UNFORESEEN HAPPENS, IF WE'RE NOT IN A SPOT WHERE WE NEED TO BE, THEN THOSE ITEMS WILL NOT BE FUNDED IN MARCH OF THIS YEAR, AND THEY WILL BE CONSIDERED IN PART OF THE NEXT BUDGET PROCESS THAT WE GO THROUGH WITH YOU NEXT SEPTEMBER AND OCTOBER.

THAT'S HOW THIS ALL PLAYS OUT.

IT'LL BE A THREE-YEAR AGREEMENT [NOISE] STARTING OCTOBER 1, A MONTH AGO.

A RUN THROUGH SEPTEMBER 30TH OF 2024.

THESE ARE THE SIGNIFICANT POINTS IN THE AGREEMENT.

YOU'VE ALL HAD A CHANCE TO REVIEW THE AGREEMENT.

THERE'S A WHOLE BUNCH OF LEGAL LANGUAGE IN THERE AND THINGS THAT ARE PROBABLY NOT QUITE AS SIGNIFICANT.

BUT THESE ARE THE ONES THAT I THINK MATTER, AND WE'RE EXCITED TO SUPPORT AS CITY STAFF.

THE FIRST ONE IS PAY.

WE HAVE I THINK A VERY FAIR PAY PHILOSOPHY FOR OUR PUBLIC SAFETY.

I THINK IT'S SERVED US VERY WELL.

IT'S HELPED US TO ATTRACT SOME OF THE BEST AND THE BRIGHTEST, AND YOU'VE SEEN THAT IN YOUR INTERACTIONS WITH OUR POLICE AND OUR FIRE, WE GET FANTASTIC EMPLOYEES, AND IT'S A LOT OF THINGS.

IT'S OUR CULTURE, IT'S OUR LEADERSHIP BUT PAY MATTERS.

THAT'S A BIG PART OF WHY WE ARE WHERE WE ARE.

ONE OF THE THINGS, AS WE TALKED ABOUT THIS WITH PAY IS THAT WE GO, AND WE BASE OUR PAY BASED ON A MARKET ANALYSIS OF WHERE OTHER SIMILAR COMPARISON CITIES ARE, AND THERE'S 11 COMPARISON CITIES.

I WON'T GET INTO ALL THE DETAILS OF HOW WE CALCULATE THAT OTHER THAN TO SAY WE CALCULATE THAT.

ONCE IN JANUARY, FEBRUARY AS WE'RE PREPARING THE BUDGET, AND WE GRAB THAT DATA AND GET A BUDGET IDEA WHERE THE NUMBERS WILL BE.

THEN WE COME BACK, AND WE DO IT AGAIN JULY, AUGUST RIGHT BEFORE BUDGET RETREAT TO SEE WHAT'S MOVED AND GET A MORE ACCURATE REPRESENTATION OF WHERE PAY IS RIGHT BEFORE WE IMPLEMENT.

WHAT THAT DOES IS EVERY OTHER CITY DOES WHAT WE DO.

THEY GIVE RAISES IN OCTOBER, AND SO WE CAPTURE THAT DATA.

WE SAY WE'RE WITH THE MARKET IN OCTOBER 1ST WE IMPLEMENT IT, AND WE'RE NO LONGER WITH THE MARKET BECAUSE EVERYONE ELSE HAS NOW MOVED [NOISE] FROM WHAT WE JUST LOOKED AT.

WHAT WE'VE LOOKED AT IS TRYING TO FACTOR THAT INTO THE EQUATION AND SAYING WE'RE NOT GOING TO DELAY THEIR PAY TILL JANUARY AND DO A STUDY IN OCTOBER BECAUSE WE DON'T WANT TO DO THAT TO THEM, WE DON'T WANT TO DO THAT HR.

BUT WE THINK WE CAN GET SMART ABOUT IT AND SAY LET'S RUN THE CALCULATION AND THEN JUST BUMP IT BY TWO PERCENT.

THAT WILL KEEP US MORE IN LINE WITH THE MARKET WHEN THAT SHIFT HAPPENS IN OCTOBER.

I'LL TELL YOU THIS IS MAYBE THE BIG-TICKET ITEM, BUT IT'S A ONE-TIME EXPENSE BECAUSE ONCE YOU MAKE THAT ADJUSTMENT, AND YOU ADJUST THE BAR TO WHICH YOU'RE COMPARING TO, IT'S GOING TO BE THE SAME THING THAT WE'RE DOING EVERY YEAR NOW.

BUT THERE'S A LITTLE BIT OF AN EXPENSE TO ADJUST THAT ONE TIME.

WE CAN ABSORB THAT.

THAT WON'T BE ABSORBED UNTIL OCTOBER OF NEXT YEAR.

WE THINK IT'S ABOUT A QUARTER OF A MILLION DOLLARS IN A ONE-TIME ADJUSTMENT MAYBE A LITTLE MORE.

WE'LL SEE HOW PEOPLE MOVE AND WHAT THE MARKET IS AT NEXT YEAR, BUT WE THINK THAT'S ABOUT WHERE IT'S GOING TO BE.

BUT THAT'S ONE-TIME EXPENSE THAT'S IMPORTANT TO NOTE BECAUSE THAT WILL NOT RECUR EVERY YEAR IN THAT SAME WAY, IT'LL JUST BE LIKE WE'RE ALWAYS DOING AFTER WE MAKE THAT ONE-TIME ADJUSTMENT.

THE OTHER THREE SIGNIFICANT THINGS ARE SHIFT DIFFERENTIAL PAY.

AS YOU KNOW, WE HAVE POLICE OFFICERS THAT WORK DAY SHIFT AND NIGHT SHIFT.

MOST NORMAL SAME PEOPLE WANT TO WORK THE DAY SHIFT.

THEY DON'T WANT TO UP IN THEIR LIFE AND WORK IN THE MIDDLE OF THE NIGHTS AND MISS ALL THEIR CHILD'S GAMES AND SCHOOL THINGS BECAUSE THEY HAVE TO BE SLEEPING DURING THE DAY.

BUT SOMEONE HAS TO DO IT.

WE'RE VERY APPRECIATIVE OF THOSE THAT DO, BUT THEY REALLY DO UP IN THEIR LIVES, AND THEY DO IT.

ONE OF THE THINGS WE'VE LOOKED AT WITH THIS IS A $200 A MONTH SHIFT DIFFERENTIAL PAY IF YOU'RE WORKING THAT NIGHT SHIFT ON A REGULAR BASIS, NOT BECAUSE YOU FILL IN ONCE A MONTH COVERS SHIFT.

IF YOU'RE REGULARLY WORK IN THOSE DEEP NIGHTS WHERE YOU'RE 6:00 PM TO 6:00 AM OR SOME VERSION OF THAT, YOU'RE GOING TO GET $200 A MONTH FOR THAT SIGNIFICANT INCONVENIENCE IN YOUR LIFE.

ANOTHER ONE IS EDUCATION PAY.

WE DON'T DO THAT CURRENTLY, BUT WE THINK THERE'S GREAT VALUE TO OUR OFFICERS BEING EDUCATED, TO ANY OF OUR EMPLOYEES BEING EDUCATED.

BUT OUR OFFICERS SPECIFICALLY THEY'RE WRITING REPORTS, THEY'RE INTERACTING WITH PEOPLE.

YOU PICK UP A LOT OF THAT EMOTIONAL INTELLIGENCE WHEN YOU GO THROUGH SOME OF THESE DEGREE PROGRAMS, YOU GET BETTER WITH YOUR TECHNICAL SKILLS OF WRITING AND ALL THOSE KINDS OF THINGS.

WE THINK OUR OFFICERS, AS GREAT AS THEY ARE, AND THEY WILL BE BETTER AS THEY GO THROUGH AND GET THEIR DEGREES.

SOME OF THEM ALREADY HAVE.

FOR THOSE THAT HAVE, IT'S NOT A LOT, BUT IF YOU HAVE AN ASSOCIATE'S DEGREE, THE AGREEMENT STIPULATES THAT WILL PAY YOU $50 A MONTH IF YOU HAVE

THE LAST ONE ON HERE IS SWAT TEAM PAY.

THIS IS ONE HONESTLY, THE CHIEF HAD ALREADY BEEN DISCUSSING WITH MR. ELWINGER TRYING TO SORT OUT.

IT'S SOMETHING WE KNEW WE NEEDED TO DO, AND IT MADE A LOT OF SENSE TO JUST KIND OF INCORPORATE THIS INTO THIS AGREEMENT.

BUT THAT'S ANOTHER ONE WHERE THAT'S A PHYSICALLY DEMANDING, BRUTAL JOB.

THEY PUT IN A LOT OF EXTRA TIME TO DO THAT.

WE WANT TO REWARD THOSE THAT ARE STEPPING UP AND TAKING ON THAT RESPONSIBILITY.

IT'S $100 A MONTH IN THE AGREEMENT FOR THOSE THAT ARE ON THE SWAT TEAM.

I THINK THE SWAT TEAM TO NO MORE THAN 18 PEOPLE OR SOMETHING LIKE THAT.

WE'RE KEPT THERE ON WHAT THAT WILL BE.

TAKE OUT THAT FIRST ONE I ALREADY MENTIONED, THE REST OF THIS AGREEMENT IS PROBABLY VALUED AT ABOUT $120,000- $150,000 DOLLARS A YEAR ANNUAL RECURRING EXPENSE.

WE THINK THAT'S WELL WORTH IT FOR OUR POLICE OFFICERS AND WHAT THEY'VE DONE, AND WHAT THEY CONTINUE TO DO FOR US.

137 ELIGIBLE MEMBERS, NOT EVERYONE VOTED JUST LIKE WITH ANY ELECTION, BUT 102 OF THEM DID, AND THE VOTE WAS 102 TO ZERO TO APPROVE THIS AGREEMENT.

I THINK THAT SPEAKS WELL TO THE APA LEADERSHIP, THE WORK THEY DID TO EDUCATE THEIR MEMBERSHIP ON WHAT THIS WAS, AND TO MOVE THIS FORWARD.

I WANT TO SET THAT TABLE FOR YOU TONIGHT SO THAT YOU KNOW THERE'S SOME THINGS WITH VACATION ACCRUALS, SICK ACCRUALS, THOSE TYPES OF THINGS.

THERE'S SOME THINGS WITH WHAT'S CALLED A CATASTROPHIC LEAVE BANK FOR WHEN THERE'S A CATASTROPHIC ILLNESS.

I'M NOT SURE, I THINK IT WAS LAST YEAR OR THE YEAR BEFORE, MAYBE IT'S TWO YEARS AGO WHERE HE HAD ONE THAT I GUESS RESCUED ONE OF THE CONCENTRATION CAMPS IN GERMANY.

THAT WAS JUST SO AMAZING BECAUSE WHEN HE STARTED TALKING ABOUT HIS EXPERIENCES, HE BROKE DOWN AND STARTED TO CRY BECAUSE THOSE MEMORIES WHEN HE STARTS TALKING ABOUT THEM COME BACK TO LIFE.

THE TOY DRIVE WILL CONCLUDE WITH DROP-OFF DONATIONS AT CREDIT UNION OF TEXAS EVENT CENTER ON SATURDAY AND SUNDAY, DECEMBER 4TH AND DECEMBER 5TH AS A PART OF THE DALLAS SIDEKICK HOME OPENER GAME AND THE ALLEN AMERICANS HOME GAME.

THERE ARE OTHER LOCATIONS THAT YOU CAN DROP OFF TOYS.

I JUST REMEMBER LAST YEAR, THE OUTREACH HAD A NEED FOR TOYS AND THEY WERE TRYING TO SEEK 2,080 TOYS.
