I UNDERSTAND THEY'RE ALSO DOING. I THINK IT'S FOUNTAIN PARK ALSO, I JUST WANT TO GIVE YOU SOME FEEDBACK ON THAT. WE'VE GONE THROUGH IT. THE I GUESS, THE PLANNING DEPARTMENT, THE COMMUNITY ENHANCEMENT DEPARTMENT, WHICH INCLUDES THE COMMUNITY PLANNING, WHICH INCLUDE DAVID STEPHANIE AND ERIN WERE THERE ON SATURDAY. WE HAD A SATURDAY CLEANUP AND WORK UP. CODE COMPLIANCE WAS THERE, RAY AND TRACY WAS THERE. ENVIRONMENTAL HEALTH WASN'T IN ATTENDANCE, BUT THEY WERE OVERSEEING THE PILOT PROGRAM. AND ALSO FOR THE PROJECT AT COTTONWOOD BEND THERE WAS A BIG PARTNERSHIP WITH THE PARKS DEPARTMENT [INAUDIBLE] AND STEPHANIE. THEY WORKED WITH US ON SATURDAY AND FOR THE PLANNING OF BEDS AND MATERIALS ASSOCIATION CLEANUP. IN ADDITION, THEY PARTNERED WITH THE COMMUNITY SERVICES DEPARTMENT KEEP ALLEN BEAUTIFUL FOR THE USE OF THE TOOL, TRAILER AND TRANSFER STATION WAIVERS. IT WAS ACTUALLY A VERY SUCCESSFUL PROGRAM. I WOULD SAY THE RESIDENTS IN THAT AREA REALLY APPRECIATED IT, AND I JUST WANTED TO GIVE YOU SOME POSITIVE FEEDBACK ON IT, ON HOW MUCH I BELIEVE THE CITIZENS BENEFITED FROM THAT. AND I THINK FOR AREAS WHERE THERE AREN'T HOAS AND THESE ARE OLDER COMMUNITIES AND THEY'VE DETERIORATED OVER TIME, I THINK A PROGRAM LIKE THIS, IT'S REALLY GREAT TO HELP KEEP ALLEN STANDARDS UP AND BEAUTIFUL. MANY OF YOU MAY KNOW HIM SPECIFICALLY FROM HIS MANY YEARS OF SERVICE ON THE COMMUNITY DEVELOPMENT CORPORATION BOARD, WHERE HE SERVED FOR PRESIDENT FOR MANY YEARS. AND I THINK OVER HIS TENURE, HE ACTUALLY HELPED WORK ON PROJECTS THAT WERE EVENTUALLY FUNDED AND CONSTRUCTED THAT TOTALED OVER $81 MILLION. [00:05:04] SO HE DID A LOT OVER A LONG PERIOD OF TIME THERE THAT REALLY BENEFITED OUR COMMUNITY IN A LOT OF DIFFERENT WAYS. BUT THERE ARE OTHER THINGS ABOUT GEORGE THAT MAKE HIM WELL DESERVING FOR THIS AWARD AS WELL. AND THAT IS IS THAT HE'S BEEN A LONG TIME MEMBER OF THE ALLEN ALLEN SUNRISE ROTARY CLUB, WHERE HE IS ACTUALLY ONE OF THE KEY SUPPORTERS AND COORDINATORS FOR THEIR FLAG PROGRAM. SO WHEN YOU DRIVE AROUND TOWN DURING ALL THE THE FLAG HOLIDAYS AND SEE THE ROTARY FLAGS OUT THERE, MOST OF THEM ARE ROTARY. I KNOW KIWANIS DOES SOME OF THAT TOO, BUT THE ROTARY SUNRISE CLUB DOES WHAT 800 OR SO? ABOUT 800 FLAGS EVERY HOLIDAY. AND HE'S BEEN VERY INSTRUMENTAL IN BUILDING THAT PROGRAM UP. ONE THING THAT HE DOES AS KIND OF A SIDE THING WITH ROTARY IS IS HE ACTUALLY HELPED INITIATE A CHAPTER OF THE HEROES ON THE WATER PROGRAM, WHICH IS A PROGRAM THAT IS BASICALLY PROMOTES THERAPEUTIC ACTIVITIES FOR VETERANS, EITHER ACTIVE DUTY AND EVEN FIRST RESPONDERS AND THEIR FAMILIES. SO A LOT OF THESE PEOPLE ARE VETERANS THAT THEY'VE GOTTEN OUT OF THE MILITARY. THEY HAVE HAD MEDICAL ISSUES. MANY OF THEM ARE EVEN AMPUTEES. AND A LOT OF TIMES WHEN THEY GET OUT OF THE MILITARY, THEY JUST KIND OF WANT TO GO HOME, CLOSE THE DOORS, AND THEY JUST DON'T WANT TO SEE OR OR DEAL WITH OTHER PEOPLE. AND THE HEROES ON THE WATER PROGRAM IS A SITUATION WHERE THEY TAKE KAYAKS, KAYAKS OUT TO A LOCAL LAKE. THEY GO FISHING AND YOU'D BE SURPRISED AT JUST GETTING INDIVIDUALS OUT IN AN ENVIRONMENT LIKE THAT, HOW IT STARTS TO OPEN THEM UP AND YOU GET A CHANCE TO TALK TO THEM. AND IT'S VERY THERAPEUTIC FOR THEM BECAUSE OF THAT, PLUS THE FACT THAT THEY'RE OUT DOING SOMETHING PHYSICAL AS WELL. SO HE'S BEEN THE KEY PERSON BEHIND THAT PROGRAM FOR HOW MANY YEARS HAVE YOU DONE THAT? 10 YEARS SO AND I THINK IT'S A WONDERFUL PROGRAM AND ANYTHING LIKE THAT THAT HELPS ADDRESS THOSE NEEDS OF OUR VETERANS, I THINK IS JUST SOMETHING THAT'S OUTSTANDING. HE'S ALSO BEEN INVOLVED IN SEVERAL BOND ELECTION COMMITTEES AND BOND PLANNING COMMITTEES. HE'S BEEN ON THE SIGN CONTROL BOARD FOR A FEW YEARS. HE'S BEEN ON THE LIBRARY BOARD FOR SIX YEARS. HE WAS ON THE ALLEN LIBRARY ENDOWMENT BOARD FOR SIX YEARS. HE'S BEEN ON THE BOARD OF TRUSTEES AND BUILDING COMMITTEE AT HIS AT THE CHURCH THAT HE ATTENDS, AND HE'S CURRENTLY AN ALLEN PARKS FOUNDATION MEMBER. AND JUST TO GIVE YOU A LITTLE SNIPPET OF SOME OF THE PROJECTS THAT HE'S BEEN INVOLVED WITH ON THE CDC, HE'S BEEN INVOLVED WITH THE ALLEN EVENTS CENTER, THE ALLEN ALLEN HERITAGE VILLAGE RESTORATION, THE ALLEN VETERANS MEMORIAL PROJECT, BETHANY LAKES FISHING PIER, CELEBRATION PARK PHASE TWO, WHICH INCLUDED A LOT OF THE ALL FIELDS OF TENNIS COURTS, RESTROOMS, CONCESSIONS AND ALL THAT. HE WAS ALSO ON THE DEMAND RESPONSE PARATRANSIT SERVICE. HE ALSO HELPED ESTABLISH A TIF AGREEMENT FOR THE WATERS CREEK AT MONTGOMERY FARM. HE WAS INVOLVED IN THE SIX CITIES TRAIL DEVELOPMENT. HE WAS INVOLVED IN SPIRIT COMMUNITY PARK. STEPHEN G TERRELL RECREATION CENTER. TRAIL CONSTRUCTION AND CONNECTIVITY THROUGH THE PARK SYSTEM TRAIL MARKER PROGRAM, WATERS CREEK TRAIL AND BRIDGE CONNECTION WITH AN ADDITIONAL FIVE MILES OF HIKING BIKE TRAIL. AND THE LIST GOES ON. BUT I JUST WANT TO TELL YOU THAT GEORGE HAS BEEN AN OUTSTANDING CITIZEN, DOING A LOT OF DIFFERENT THINGS FOR OUR COMMUNITY, AND SO I FELT HE WAS VERY WORTHY OF BEING A RECIPIENT OF THIS AWARD, AND I'M GLAD, GLAD TO PRESENT IT TO HIM PUBLICLY TONIGHT. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ARE FEDERAL FUNDS, SO WHEN WE'RE TALKING ABOUT THE MAJORITY OF THESE PROGRAMS. WE ARE TALKING ABOUT FEDERAL MONEY, NOT GENERAL DOLLAR MONEY HERE AT THE CITY. WE ARE REQUIRED TO ADOPT A FIVE YEAR PLAN. THE CURRENT FIVE YEAR PLAN IS FROM 2020 TO 2024, SO WE WERE IN THE FIRST YEAR OF THAT PLAN THIS YEAR. THERE ARE TYPICALLY THREE MAJOR OBJECTIVES OUTLINED IN THAT PLAN BECAUSE OF COVID. THERE WAS A FOURTH ADDED THIS YEAR. SO NUMBER ONE, TO PRESERVE AND EXPAND THE SUPPLY OF DECENT, SAFE AND AFFORDABLE HOUSING THROUGH THE REHAB OF EXISTING RESIDENTIAL PROPERTY TO PROVIDE EDUCATION TO LOW AND MODERATE INCOME PERSONS ABOUT AFFORDABLE HOUSING, HOME OWNERSHIP, LENDING, FAIR HOUSING LAWS AND LEAD BASED PAINT HAZARDS TO ENCOURAGE THE EXPANSION AND ACCESSIBILITY OF HUMAN SERVICES FOR LOW TO MODERATE INCOME PERSONS. AND THEN, OF COURSE, TO PREVENT, PREPARE FOR AND RESPOND TO CORONAVIRUS FOR ALL [00:20:03] CLASSIFICATIONS OF VERY LOW TO MODERATE INCOME PERSONS. SO AS I SAID, EVERY YEAR AFTER ADOPTING THAT CONSOLIDATED PLAN, WE COME BEFORE YOU AND WE ADOPT AN ACTION PLAN. THAT ACTION PLAN ROLLS RIGHT UP INTO THE CONSOLIDATED PLAN, SO YOU'LL SEE THAT THOSE OBJECTIVES ARE VERY SIMILAR TO WHAT I JUST READ YOU. I'M GOING TO START WITH OUR COVID PROGRAMS THIS YEAR JUST TO MAKE A DISTINCTION BETWEEN OUR REGULAR CDBG FUNDS AND OUR CDBG COVID FUNDS. SO AS COUNCIL WILL PROBABLY REMEMBER, THERE WERE THREE PRIMARY COVID PROGRAMS THAT THE CITY WAS RUNNING. WE HAD A SMALL BUSINESS GRANT PROGRAM. WE WERE ABLE TO FUND 19 SMALL BUSINESSES IN THE TOTAL AMOUNT OF FOUR HUNDRED AND FORTY THOUSAND DOLLARS. AND THEN WE ALSO RAN A PUBLIC SERVICE PROGRAM THAT INCLUDED UTILITY BILLS, SENIOR MEAL ASSISTANCE AND TUTORING SERVICES. TO DATE, AT THE END OF THE FISCAL YEAR, ONE HUNDRED AND TWENTY SEVEN PEOPLE RECEIVED ASSISTANCE THROUGH THE PUBLIC SERVICE AGENCIES AND THE CITY DIRECTLY IN THE AMOUNT OF FIFTY THOUSAND EIGHT HUNDRED AND SEVEN DOLLARS AND THEN ADMINISTRATION, WHICH WENT TO STAFF AND CONSULTANT SALARIES, THE UNT STUDY AND THEN PROGRAM ADVERTISING. AND THAT WAS IN THE AMOUNT OF SIXTY ONE THOUSAND SIX HUNDRED SIX DOLLARS. SO THIS IS JUST A SUMMARY YOU WILL SEE IN TOTAL, WE HAVE SPENT 82 PERCENT OF THIS FUNDING. WHEN YOU SEE PUBLIC SERVICE IS SITTING AT 40 PERCENT, THAT IS BECAUSE THE TUTORING PROGRAM IS BEING PAID OUT ON A MONTHLY BASIS. BUT TO DATE, WE HAVE ABOUT 90 PERCENT OF THAT PROGRAM. SO I HAVE EVERY REASON TO BELIEVE THAT WE WILL CONCLUDE THIS FUNDING BY THE END OF THIS CURRENT FISCAL YEAR. AND I JUST WANTED TO DRAW SOME ATTENTION TO SOME OF THE TESTIMONIALS WE HEAR FROM MANY PEOPLE, BUT I WANTED TO HIGHLIGHT AT LEAST ONE OF THE TUTORING. OUR ASSIGNED TUTOR, MS. MARQUIS HAS BEEN AWESOME. SHE ASSISTED MY DAUGHTER TO ENSURE SHE WAS CAUGHT UP DUE TO QUARANTINE AND PARTICIPATED IN HER ARD MEETINGS TO ENSURE WE ARE ALL ON THE SAME PAGE WITH ENHANCED LEARNING OBJECTIVES. AND NOW MY OLDEST DAUGHTER IS EXCITED TO RECEIVE HELP SO SHE WILL NOT FAIL ADVANCED GEOMETRY. WE HEARD FROM SO MANY UTILITY BILLING CUSTOMERS THAT THEY APPRECIATED EVERYTHING THAT WE HAD DONE AND JUST HOW GRATEFUL PEOPLE WERE FOR THOSE PROGRAMS. SO NOW I'M GOING TO TRANSITION FROM OUR COVID PROGRAMS INTO OUR MORE TRADITIONAL COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS. THE FIRST WILL BE OUR HOME REPAIR PROGRAM. HOME REPAIRS WE ALLOW UP TO FORTY THOUSAND DOLLARS TO MEET MINIMUM HOUSING STANDARDS. WE CHANGED JUST A FEW YEARS AGO, FROM TARGET NEIGHBORHOODS TO CITYWIDE FOR INCOME QUALIFIED HOMEOWNERS LIVING IN HOMES TWENTY FIVE YEARS OR OLDER. URGENT REPAIRS ARE STILL OFFERED CITYWIDE REGARDLESS OF THE AGE OF THE HOME FOR INCOME QUALIFIED RESIDENTS. WE DID HAVE TO INCREASE THAT AMOUNT FROM FIVE THOUSAND TO SEVEN THOUSAND THIS YEAR, JUST WITH THE INCREASES IN CONSTRUCTION COSTS THAT WE SAW THROUGHOUT COVID. SO I WANTED TO SHOW SOME BEFORE AND AFTER PICTURES. THIS ONE, I'M GOING TO HAVE TO REFER TO MY NOTES BECAUSE SO MUCH HAPPENED AT THIS HOUSE. AND I WILL NOTE THAT STEPHANIE BROWN, OUR PLANNER WHO OVERSEES THE CDBG PROGRAM, IS HERE WITH US TONIGHT AND SHE HAS DONE A WONDERFUL JOB WITH THIS PROGRAM. SO THIS HOUSE TOOK PLACE OVER THE COURSE OF TWO YEARS, SO IT. IT STARTED WITH AN URGENT REPAIR. SO THERE WAS A HVAC REPLACEMENT. THERE WERE SOME ELECTRICAL WORK AND A WATER HEATER WAS REPLACED. AND LIKE WHAT TYPICALLY HAPPENS WHEN WE GET IN AND WE DO AN URGENT, WE SEE OTHER THINGS THAT NEED TO BE TAKEN CARE OF. SO THEN THAT TURNED INTO A FULL SEWER LINE REPLACEMENT. ALL THE WINDOWS WERE REPLACED. BATHROOM FLOOR WAS REBUILT. KITCHEN FLOOR WAS REPLACED. COUNTERTOPS THROUGH OUR PROPERTY IMPROVEMENT PROGRAM THAT I WILL TALK ABOUT LATER A HANDICAPPED RAMP AND A ROOF WAS PUT ON CITY OF ALLEN IN THE MONTH OF NOVEMBER DID DAYS OF CARING. AND SO WE HAD MEMBERS OF OUR COMMUNITY SERVICES DEPARTMENT AND PARKS DEPARTMENT THAT WENT OUT AND HELPED THIS ELDERLY RESIDENT REMOVE AN OLD ANTENNA THAT WAS NO LONGER IN USE. REMOVE A BUNCH OF SAWDUST AND LIMBS FROM THE FRONT PORCH. MULTIPLE CITY OF ALLEN TRAILERS WERE DELIVERED AND HAULED OFF BY COMMUNITY SERVICES AFTER THE FIRST BAPTIST CHURCH CHAINSAW CREW CAME IN AND REMOVED TREES AND CHANGE THE WORLD IS GOING TO GO BACK AND PAINT THE HOUSE AFTER THINGS SETTLE DOWN NOW AND THEN. ALSO, FOR THOSE OF YOU WHO ARE FAMILIAR WITH THE SOCIAL SERVICE AGENCY [INAUDIBLE], THERE WAS AN ADVOCATE NAMED JENNIFER CASEY, WHO ADVOCATED FOR THE DISABLED HOMEOWNER THROUGHOUT THIS ENTIRE PROCESS. SO I THINK THIS PROJECT IS SUCH A TESTAMENT TO THE WORK THAT STEPHANIE AND OTHERS DO ON OUR STAFF TO MAKE SURE THAT WE ARE BRINGING IN EVERY POSSIBLE RESOURCE AND ADDRESSING NOT JUST THE PHYSICAL ASPECTS OF THE HOME, BUT ALSO SOMETIMES THE THE THE SOCIAL ASPECTS OF THE RESIDENT LIVING THERE. THIS IS ANOTHER GREAT EXAMPLE. THIS BATHROOM MIGHT NOT HAVE LOOKED LIKE IT NEEDED A LOT OF REPAIRS, BUT THIS HOMEOWNER [00:25:03] HAD A SEVERELY DISABLED SON THAT LIVED IN THE HOUSE, AND IT WAS BECOMING INCREASINGLY DIFFICULT TO GET HIM IN AND OUT OF THE BATHTUB. SO THIS WAS CONVERTED TO A WALK IN SHOWER. AND THEN THIS IS ONE OF THOSE PICTURES THAT IS JUST REALLY HARD TO TELL THE STORY OF A FULL SEWER LINE REPLACEMENT. AND I DECIDED NOT TO INCLUDE THE AFTERMATH OF WHAT HAD HAPPENED IN THE HOUSE AFTER THE BACKUP, BUT WE CAN ATTEST THAT IT WAS NOT PRETTY AND SO BAD THAT YOU'LL SEE THAT THE RESIDENT WAS SITTING OUTSIDE. THIS WAS PROBABLY IN JULY. SO PICTURE ABOUT ONE HUNDRED AND TEN DEGREES WITH RAW SEWAGE ALL IN YOUR HOUSE. SO THIS IS A GREAT EXAMPLE OF SOME OF THE PROJECTS THAT KIND OF GO UNDER THE RADAR. SO OUR CONSOLIDATED PLAN GOAL IS TO DO FIFTY OF THESE, WHICH WOULD BE ABOUT TEN A YEAR. WE WERE ABLE TO DO SIXTEEN THIS YEAR AND WE EXPENDED TWO HUNDRED AND TWENTY ONE THOUSAND SIX HUNDRED AND SEVENTY THREE DOLLARS. WE ALWAYS LIKE TO SAY THANK YOU TO OUR CONTRACTORS. WE COULDN'T DO IT WITHOUT THEM. SO WE APPRECIATE THOSE PARTNERSHIPS. THE SECOND OBJECTIVE FROM HUD IS HOUSING EDUCATION. SO OUR ACTION PLAN GOAL IS TWENTY INDIVIDUALS ARE EDUCATED ON FAIR HOUSING AND SAFE ACTIVITIES. SO THIS YEAR WE WERE ABLE TO EDUCATE THOSE FULL TWENTY INDIVIDUALS. NOBODY GOES THROUGH OUR PROGRAM WITHOUT RECEIVING THIS INFORMATION AND HAVING A BRIEF DISCUSSION WITH STAFF. AND THEN LASTLY, OUR PUBLIC SERVICE FUNDING. SO SIXTY FIVE FAMILIES RECEIVED ASSISTANCE BOTH THROUGH ALLEN COMMUNITY OUTREACH AND THE CITY DIRECTLY AS A PORTION OF THE FUNDING WAS USED TO PAY UTILITY BILLS, SO TOTAL EXPENDITURE OF SEVENTY ONE THOUSAND EIGHT HUNDRED AND FORTY SEVEN DOLLARS. AND THEN IN ADDITION, THE CITY IS ABLE TO PROVIDE SOME PUBLIC SERVICE GRANTS TO ADDITIONAL GRANTEES, MEALS ON WHEELS, FAMILY PROMISE, THE FAMILY PLACE, CHANGE THE WORLD AND CASA. AND WE HAVE REALLY SEEN AN INCREASE THROUGHOUT COVID. OF PARTNERSHIPS, WE'VE SEEN MORE CALLS REGARDING DOMESTIC VIOLENCE AND BEEN ABLE TO PUT PEOPLE IN TOUCH WITH THE FAMILY PLACE AND BEEN ABLE TO USE CHANGE THE WORLD TO DO SOME MORE UNIQUE PROJECTS THAN WE HAVE IN THE PAST. SO THESE PARTNERSHIPS ARE REALLY PAYING OFF TO BE ABLE TO SUPPORT OUR CITIZENS. AND THEN WHILE LIVE LOVE ALLEN AND THE PROPERTY IMPROVEMENT PROGRAM ARE NOT DIRECTLY FUNDED WITH HUD FUNDS, WE DO LEVERAGE OUR FUNDS BY USING THEM. SO I WANTED TO SHOW THESE AS GREAT EXAMPLES. THIS YEAR, THERE WERE A TOTAL OF TWELVE LIVE LOVE ALLEN PROJECTS. SIXTY SIX VOLUNTEERS, TWO HUNDRED AND NINETY SEVEN HOURS SERVED. I WANTED TO HIGHLIGHT THESE TWO SPECIFICALLY BECAUSE YOU CAN SEE THE WORK THAT THE CHAINSAW CREW IS DOING, AND ONE UNDERTAKING THAT IS WE HAD A HOMEOWNER THAT WE WERE DOING A REHAB PROJECT FOR THAT HAD A POOL. WE CAN NEVER USE CDBG FUNDS FOR POOLS, BUT HER DECK WAS STARTING TO RAISE IN A WAY THAT IT WAS VERY DANGEROUS, AND SHE DID ACTIVELY USE THE POOL FOR HER EXERCISE. SO CHANGE THE WORLD CAME IN AND WAS ABLE TO FIX THE DECK FOR HER. AND THEN IN THE BOTTOM LEFT HAND CORNER, THIS IS THE SAME HOMEOWNER THAT I SHOWED YOU THE SEWER PICTURE FOR. AND SHE HAD A MULTIPLE THINGS GOING ON IN THE HOUSE AND THIS GROUP CAME IN AND REALLY JUST HELPED HER CLEAR SOME CLUTTER AND JUST GET HER BACK ON HER FEET. AND THEN OUR PROPERTY IMPROVEMENT PROGRAM, WHICH AGAIN YOU'LL REMEMBER IS FUNDED BY LOCAL [INAUDIBLE] FUNDS. SO THIS IS [INAUDIBLE] PROSPERITY BANK AND THEN SOME GENERAL FUNDS. WE PRIMARILY USE THIS FOR FENCES BECAUSE HUD DOES NOT LOOK HIGHLY UPON US USING CDBG FUNDS FOR FENCES, SO WE WILL OFTEN PAIR THIS WITH CDBG PROJECTS. IN ADDITION, IN EARLY IN THE EARLY STAGES OF COVID, BEFORE HUD HAD APPROVED US TO USE CDBG FUNDS TO PAY UTILITY BILLS, THESE BANKS AUTHORIZED US TO BE ABLE TO PAY SOME UTILITY BILLS. SO WE WERE ABLE TO DO FOUR PROJECTS PAY ELEVEN UTILITY BILLS RELATED TO COVID RELATED LOSSES, AND WE EXPENDED THIRTY SIX THOUSAND DOLLARS. OUR DEPARTMENT CONTINUES TO BE KNOWN FOR OUR REFERRALS, SO IF WE CAN'T HELP YOU DIRECTLY, WE PROBABLY KNOW SOMEONE WHO CAN. AND AGAIN, THOSE ROLL OVER, SO WE WILL CONTINUE TO UTILIZE THEM THIS YEAR FOR A TOTAL OF SIXTY FOUR PERCENT OF OUR FUNDS WERE SPENT LAST YEAR, AND AGAIN, THE REMAINING IS ALREADY BUDGETED FOR THIS CURRENT FISCAL YEAR. SO THE CITY OF ALLEN DOES REMAIN THE FAIR HOUSING AND CONTINUUM OF CARE FOR OUR AREA. WE DID NOT RECEIVE ANY FAIR HOUSING COMPLAINTS THIS YEAR. WE DO CONTINUE TO PARTNER THROUGH THE COLLIN COUNTY HOMELESS COALITION AND THE DALLAS REGIONAL METRO DALLAS HOMELESS ALLIANCE AS OUR COC. AND ANY RESIDENT THAT IS EXPERIENCING ISSUES RELATED TO FAIR HOUSING OR HOMELESSNESS CAN CALL THE CITY SO THAT WE CAN REFER THEM FOR ASSISTANCE. OUR WARM, FUZZY SLIDE. SO I WANTED TO POINT OUT SOME OF THESE. WE RECEIVED THIS ONE AND I JUST I LOVED HOW IT SAID WE FEEL SO MUCH HOPE COMING INTO OUR LIVES. SO IT IS HIGHLIGHTED HERE IN THE GREEN SECTION. WE ARE NOT CURRENTLY LOOKING AT THE BLUE SECTION FOR REPLACEMENT. WE ARE EXPERIENCING THE FAILURE IN JUST THE GREEN SECTION RIGHT NOW. SO JUST A QUICK OVERVIEW. WE ARE LOOKING TO GO TO A HUSSEY SEATING SYSTEM. IT'S HIGHLY USED IN A LOT OF DIFFERENT FACILITIES. IT'S CONSIDERED ONE OF THE BEST SEATING RESOURCES OUT THERE THAT WILL ALLEVIATE THE ISSUES WE'RE HAVING, AS WELL AS SIGNIFICANTLY REDUCE STAFF TIMING WITH IT. WITH THE NEW CONFIGURATION, IT'LL SLIGHTLY INCREASE THE NUMBER OF SEATS AND CAPACITY THAT WE HAVE, BUT IT SIMPLY IN POOR CONDITION. WE HAVE GREAT NEWS TO REPORT WE HAVE RECEIVED A SECONDARY, SO THIS EIGHT HUNDRED AND NINETY THREE THOUSAND IS A SECONDARY GRANT ON TOP OF THE $1.8 MILLION GRANT WE PREVIOUSLY RECEIVED. THE INITIAL GRANT WE RECEIVED OF $1.8 MILLION HAD RESTRICTIONS ON US BEING ABLE TO USE IT ONLY FOR UTILITIES AND PERSONNEL COSTS. THERE BECAME A LOT OF CONCERN ABOUT HOW WE READ METERS, HOW METER INFORMATION WAS TRANSMITTED, HOW IT WAS PUT INTO THE BILLS. DID THE METERS WORK RIGHT WERE THE METER READER IS DOING IT RIGHT? AND AS A RESULT, BACK IN 2020, THE COUNCIL DIRECTED THE CITY TO CONDUCT AN INTERNAL SERVICES AUDIT WITH OUR INTERNAL SERVICES AUDITOR, BRYAN PATTERSON. SO THAT WAS COMPLETED IN JULY OF 2020. AND TO EXTREMELY BOIL DOWN THE RESULTS TO JUST THREE POINTS, BRYAN CONCLUDED CURRENT METERS, THE WAY WE READ THE METERS AND THE METER READINGS THAT WERE TAKEN WERE IN FACT ACCURATE. THE CITIZENS FELT IT WAS READING 105 AND THEY REALLY USED 100. SO THE CONCLUSION WAS, ALTHOUGH THE METERS MAY HAVE BEEN RUNNING A LITTLE SLOW, IT DID NOT CAUSE CITIZENS TO BE OVERBILLED. ONE OF HIS OTHER CONCLUSIONS WAS THE CURRENT METER TECHNOLOGY DOES NOT PROVIDE THE LEVEL OF DETAILED USAGE FOR CUSTOMERS OR CITY PERSONNEL TO HELP IDENTIFY POTENTIAL CAUSES OF HIGH WATER CONSUMPTION. AND BASICALLY, THEY GET WITH THE VETERANS, IDENTIFY WHAT THEIR NEEDS ARE AND THEN BASICALLY HELP CUSTOMIZE OR TAILOR, YOU KNOW, RESOURCES TO BE MADE AVAILABLE TO THEM TO HELP THEM OUT IN THEIR TIME OF NEED. SHE WON THE ALL AROUND JUNIOR NATIONAL TEAM MEMBER. SHE WAS A GYMNAST, TEAM MEMBER. SHE THE U.S. THE U.S. CLASSIC CHAMPIONSHIP IN INDIANAPOLIS. SHE WON THAT THE JUNIOR USA CHAMPIONSHIP IN FORT WORTH. SHE WON THAT THE JUNIOR PAN AM. SHE WAS THE JUNIOR PAN AM CHAMPION IN MEXICO, AND SHE WAS THE JUNIOR PAN AM GAMES CHAMPION IN CALIFORNIA AND IN COLUMBIA IN CALIFORNIA. SORRY, THIS GIRL'S AMAZING GYMNAST, AND WE'RE GOING TO PROBABLY SEE HER IN THE LIGHTS AND JUST KUDOS TO HER AND MAYOR.
