[3.2 Presentation of a Blue Star Flag to Family Members of Allen Service Personnel Currently Serving in the U.S. Armed Forces.]

MAKE A PRESENTATION OF A BLUE STAR FLAG TO ONE OF OUR OWN.

SO I WILL ASK SHELLY GEORGE TO PLEASE COME DOWN TO THE FLOOR OF MY.

AND I WILL ASK OTHER FAMILY MEMBERS.

CHAD, HER HUSBAND AND HER SON, BRADLEY, TO COME FORWARD.

THIS IS TO RECOGNIZE BRADLEY'S OLDER BROTHER, TIMOTHY.

AND BEFORE WE GET TO THAT, WHAT I DID WANT TO DO IS JUST LET THE PUBLIC KNOW A LITTLE BIT ABOUT THE BLUE STAR PROGRAM.

SO THE BLUE STAR PROGRAM WAS ACTUALLY CONCEIVED IN NINETEEN SEVENTEEN.

THERE WAS A CAPTAIN IN THE U.S.

ARMY, WHO HAD A COUPLE OF SONS THAT WERE SERVING IN WORLD WAR ONE, AND HE WANTED TO BE ABLE TO RECOGNIZE THEM, BUT MORE SO TO LET OTHER PEOPLE REALIZE THAT HE HAD SONS SERVING IN THE MILITARY. IT TURNED OUT TO BE SUCH A GREAT IDEA HE PATENTED THE IDEA AND IT BECAME THE PROGRAM THAT IT IS TODAY.

WE USED TO DO THIS YEARS AGO KIND OF GOT AWAY FROM IT, AND I'M REALLY GLAD THAT WE KIND OF STARTED IT BACK UP AGAIN.

AND WE'VE GIVEN OUT SEVERAL OF THESE IN THE LAST YEAR.

AND THIS EVENING WE GET TO DO IT FOR ONE OF OUR OWN FOR THE GEORGE FAMILY.

SO WITH THAT, I'M GOING TO JUST PRESENT A LITTLE OR SAY A LITTLE BIT ABOUT TIMOTHY.

SPECIALIST TIMOTHY GEORGE ENLISTED IN THE TEXAS ARMY NATIONAL GUARD, HIS SENIOR YEAR OF HIGH SCHOOL. HE WAS BORN AND RAISED IN ALLEN, TEXAS.

HE ATTENDED SCHOOL IN ALLEN AND WAS AN ACTIVE MEMBER OF THE ALLEN HIGH SCHOOL MARINE CORPS JUNIOR ROTC PROGRAM.

HE'S CURRENTLY DEPLOYED WITH THE TEXAS ARMY GUARD'S 36TH INFANTRY DIVISION IN KUWAIT IN SUPPORT OF OPERATION SPARTAN SHIELD.

TONIGHT, TIMOTHY'S PARENTS, SHAD AND SHELLEY GEORGE AND HIS LITTLE BROTHER BRADLEY ARE HERE TO ACCEPT A BLUE STAR FLAG HONORING TIMOTHY SERVICE.

AND WITH THAT, THEY WILL ALSO GET A NOTIFICATION FROM THE OFFICE OF THE MAYOR.

IT'S A CERTIFICATE OF HONOR PRESENTED TO HONOR TIMOTHY GEORGE, SPECIALIST, TEXAS ARMY NATIONAL GUARD. IT SAYS IN RECOGNITION AND GRATEFUL APPRECIATION FOR YOUR DEDICATED SERVICE TO OUR GREAT NATION DURING TIMES OF WAR, CONFLICT AND PEACE.

WE ARE SO VERY PROUD OF OUR SON, TIMOTHY, FOR HIS SERVICE AS PART OF THE ARMY AND FOR HIS WILLINGNESS TO VOLUNTEER FOR THIS DEPLOYMENT.

BUT TOMMY BERRY, THE CHAIR OF THE DOWNTOWN STEERING COMMITTEE, IS GOING TO COME UP AND GIVE US AN UPDATE. AND IF YOU NEED REINFORCEMENTS, BRING THEM UP.

I BROUGHT MY PARTNER IN CRIME AND GOOD FRIEND HERE.

MR. MAYOR, MEMBERS, CITY COUNCIL, CITY MANAGER, MS. GEORGE, FIRST OF ALL, THANK YOU TO YOUR SON FOR HIS SERVICE AND AS A RESIDENT, I DO APPRECIATE HIS SERVICE AND WILL KEEP HIM AND HIS UNIT, MY THOUGHTS AND PRAYERS.

IT IS ALWAYS AN HONOR AND PRIVILEGE TO BE BEFORE ALL OF YOU AND TONIGHT IS NO DIFFERENT AND IT IS ALWAYS A SPECIAL PRIVILEGE TO BE HERE ON BEHALF OF THE DOWNTOWN STEERING COMMITTEE WITH MY GOOD FRIEND AND COLLEAGUE MURRAY MCKENZIE.

TONIGHT, WE'RE HERE TO GIVE YOU AN UPDATE ON THE DOWNTOWN STEERING COMMITTEE EFFORTS.

AS WE'VE PLEDGED TO DO ALL ALONG AND WHERE WE ARE THIS EVENING, AS YOU MAY RECALL, WHEN WE TALKED TO LAST IN OCTOBER WAS WE WERE COMPLETING PHASE ONE, WHICH WAS KIND OF THE DATA COLLECTION PHASE. AND WE'RE ENTERING WHAT WE CONSIDER THE FUN PERIOD, THE FUN STAGE.

AND WE WE GAVE THE COMMUNITY AN OPPORTUNITY TO DARE TO DREAM.

AND THAT'S WHERE WE HAVE BEEN SINCE NOVEMBER.

AND WE'LL TALK A LITTLE BIT ABOUT TONIGHT ABOUT WHAT WE HAVE DONE AND WHAT WE'VE ACCOMPLISHED AND WHAT SOME OF THE SUCCESS STORIES ARE WITH IT.

WITH THAT BEING SAID, ONE OF THE THINGS I WILL JUST POINT OUT IS THIS IS THE BACK END OF THE DOWNTOWN STEERING COMMITTEE.

AND AS WE LOOK FORWARD AND TOWARDS JUNE, WE WILL BE DISSOLVING AND TURNING IT OVER TO THE CITY STAFF FOR IMPLEMENTATION.

WHEN WE TALK ABOUT PHASE TWO, THERE'S REALLY FOUR DIFFERENT SEGMENTS I REALLY WANT TO MAKE SURE PEOPLE UNDERSTAND.

FIRST IS THE COMMUNITY ENGAGEMENT, AND WHEN I TALK ABOUT FUN, THAT REALLY WAS THE FUN PERIOD. AND THAT'S WHAT WE STARTED IN NOVEMBER DOING AND WHERE WE'VE HAD A CHANCE TO HAVE SOME PHENOMENAL CONVERSATIONS WITH OUR CITIZENS, OUR FRIENDS, PROPERTY OWNERS, BUSINESS OWNERS, INDIVIDUALS FROM ALL KINDS AS WE LOOK AHEAD.

COMING UP IN ABOUT WEEK AND A HALF IS DESIGN WEEKEND, AND I'LL TALK A LITTLE BIT ABOUT THAT AND REALLY ENCOURAGE ALL OF YOU TO PARTICIPATE WITH THAT AND COMING OUT OF THAT WEEKEND, WE'LL HAVE SEVERAL CONCEPTS COME OUT OF IT.

AND SO WE'LL TAKE THOSE CONCEPTS AND REENGAGE THE COMMUNITY AND GIVE THEM AN OPPORTUNITY TO MAKE SURE WE GOT IT RIGHT AND THAT THAT THEY FEEL GOOD ABOUT THE PLAN BECAUSE ONE OF THINGS WE DON'T WANT TO DO IS IS ENGAGE THEM, GO DRAW A PLAN AND THEN BRING IT TO YOU WITHOUT YOU GUYS KNOWING THAT THE COMMUNITY HAS HAD A CHANCE TO SEE IT AND GET THEIR PERSPECTIVES. AND THEN WE WILL PLEDGE TO COME BACK TO YOU GUYS IN JUNE WITH A FINAL PLAN AND STILL MEET OUR 12 MONTH GOAL AS WE HAD INITIALLY INTENDED.

WHAT IS THE COMMUNITY ENGAGEMENT LOOK LIKE? IT HAS BEEN EXCITING.

WE'VE APPLIED A NUMBER OF DIFFERENT METHODOLOGIES.

ONE OF THE REALLY FUN METHODOLOGIES, THERE'S THINGS WHAT WE CALL THESE POP UP EVENTS, AND THIS IS WHERE WE'VE ENGAGED THE COMMUNITY, WHERE WE HAVE MAYBE ALL OF 30 SECONDS OF THEIR TIME, BUT WE STILL WANTED TO MAKE SURE WE CAPTURE THAT TIME.

AND WE DID THAT AT ALLEN HIGH SCHOOL FOOTBALL GAME.

WE ENGAGED WITH THE PARKS DEPARTMENT AT ROLLING HILLS PARK COMMUNITY EVENT.

THE HOLLY JOLLY THAT THE PARKS DEPARTMENT SPONSORED HAD AN OPPORTUNITY TO ENGAGE WITH OVER A HUNDRED DIFFERENT CITIZENS AND GET THEIR IDEAS AND AND PUT IDEAS DOWN ON BOARDS, ON POST-ITS, ET CETERA.

AND FOR ME, CANDIDLY, PROBABLY THE MOST EXCITING PART OF IT ALL WAS GETTING A CHANCE TO ENGAGE WITH OVER 300 STUDENTS OVER LUNCH PERIOD OF ALLEN HIGH SCHOOL AND SITTING DOWN AND HAVING CONVERSATIONS WITH THEM ABOUT WHAT THEY WANT AND THEIR IDEAS AND HEARING THEIR PERSPECTIVES. AND ONE OF THE REALLY NEAT THINGS IS JUST, IN SOME CASES, IT WAS UNIQUE.

IN SOME CASES IT WAS THE SAME.

ONE STUDENT SAID CAN WE BUILD A SPACE ELEVATOR AND OUT OF DOWNTOWN ALLEN? AND I JUST SAID, THAT'S JUST BRILLIANT.

I MEAN, LIKE, SO WE'VE GOT THOSE KINDS OF STUDENTS WHO ARE THINKING LIKE THAT.

SO IT WAS REALLY EXCITING AND WE LOOK FORWARD TO INCLUDING THEIR INPUT AS A PART OF OUR EVENTS. WE'VE ALSO ENGAGED IN A NUMBER OF DIFFERENT WORKSHOPS.

THESE WERE WHERE WE HAD A 60 TO 90 MINUTE CONVERSATIONS WITH THE CITIZENS, WITH THE RESIDENTS, AS YOU CAN SEE HERE.

WE HAD PEOPLE OF ALL AGES.

OUR YOUTH WERE PRESENT.

IN FACT, THE YOUNG LADY THERE STANDING IN THE STEPS FOR THE STAGE.

SHE'S A FUTURE URBAN PLANNER AND HAD A REALLY WANTED TO TAKE ADVANTAGE OF THIS OPPORTUNITY. WHAT I'D LIKE TO DO IS PLAY THIS VIDEO FOR YOU GUYS REAL QUICK.

IT'S A TWO AND A HALF MINUTE VIDEO TO GIVES YOU A PERSPECTIVES OF THE WORKSHOP AND TWO THINGS I ASK YOU TO PAY ATTENTION TO AS YOU WATCH THIS VIDEO.

FIRST IS THE COMMENTS MADE BY THE RESIDENT WHO'S INTERVIEWED, ESPECIALLY THE BACK PART OF THE VIDEO AND YOU JUST LISTENING TO HIM CAN HEAR THAT EXCITEMENT FROM HIM OF THAT POSSIBILITY AND HOW MUCH THIS WORKSHOP GAVE HIM AN OPPORTUNITY TO FEEL LIKE ME AND I GOT TO BE A PART OF SOMETHING SPECIAL HERE.

AND THE SECOND THING IS THE CONSULTANT STEVE KEARNEY WHEN HE'S INTERVIEWED ONE OF THE THINGS HE DOES, IF HE, IF YOU WILL, IS HE TIPS HIS HAT TO YOU, MAYOR, MEMBERS OF CITY

COUNCIL, BECAUSE HE TALKS ABOUT ONE OF THE THINGS THAT THE CONSULTANT CLEARLY UNDERSTOOD WAS THIS WAS ABOUT THE COMMUNITY, AND SO HE ALLUDES TO IT.

SO AGAIN, THAT'S A SHOUT OUT TO YOU GUYS.

SORRY ABOUT THAT. IN ADDITION TO WE HAD SEVEN IN-PERSON WORKSHOPS WHICH GAVE US AN OPPORTUNITY COUNCILMAN MEIS, ONE OF THE QUESTIONS YOU ASKED IN EARLIER WORK SESSION IS HOW WE'RE GOING TO ENGAGE ONE OF THE THINGS WE WERE VERY INSISTENT ABOUT.

AND AS I ANSWER TO YOU IS WE WERE AND GO OUT TO THE COMMUNITY.

WE WERE NOT GOING TO SIT HERE IN CITY HALL AND WE HAD WORKSHOPS THROUGHOUT THE CITY OF ALLEN AND WEST, EAST, NORTH SOUTH AND CENTRAL DOWNTOWN, AND SO GAVE CITIZENS A CHANCE TO PARTICIPATE IN ALL THOSE LOCATIONS.

WE ALSO HAD FOUR WORKSHOPS FOR PROPERTY OWNERS THAT OWN PROPERTY IN THE DOWNTOWN AREA, SO WE HAD A CHANCE TO ENGAGE WITH THEM.

AND THEN WE ALSO HAD TWO VIRTUAL.

SO THOSE INDIVIDUALS WHO EITHER DIDN'T HAVE A CHANCE TO PARTICIPATE IN PERSON WORKSHOP OR DIDN'T FEEL COMFORTABLE DOING SO HAD AN OPPORTUNITY TO PARTICIPATE THROUGH A VIRTUAL WORKSHOP ALSO.

[INAUDIBLE] IF NOT, WE CAN SKIP IT.

THEY LOOKED EXCITED.

[INAUDIBLE] THAT'S FINE.

THAT'S FINE. IF IT DOESN'T WORK, THAT'S FINE.

YEAH. WHILE WE'RE WAITING FOR THAT, THERE IT IS.

WE'RE EXCITED TONIGHT TO BE HOSTING THE FIRST COMMUNITY [INAUDIBLE] AS WE DARE TO DREAM ABOUT A REVITALIZED DOWNTOWN ALLEN THE HEART OF OUR COMMUNITY.

SO TONIGHT'S MEETING HERE AT CURTIS MIDDLE SCHOOL IS ONE OF THE FIRST COMMUNITY INVOLVEMENT WORKSHOPS FOR THE DOWNTOWN STEERING COMMITTEE MASTERPLAN PROCESS, SO IT'S OUR FIRST ATTEMPT TO GET OUT AND WORK HAND IN HAND WITH THE CITIZENS THAT COME OUT TO THE MEETING AND SEE WHAT THEY REALLY WANT TO HAVE HAPPEN IN DOWNTOWN ALLEN.

A LOT OF PEOPLE KNOW THAT THERE'S NOT A LOT OF DEVELOPMENT IN DOWNTOWN, BUT WE'RE GOING THROUGH THE PROCESS NOW OF MASTER PLANNING THE DOWNTOWN AREA, AND WE WANT TO HEAR FROM ALL THE CITIZENS OF ALLEN ABOUT WHAT THEY'D LIKE TO SEE.

AND IT'S GOING TO BE A FUN PROCESS TONIGHT.

WE'RE GOING TO HAVE MAPS AND DOTS AND PENS AND WRITE DOWN ALL KINDS OF IDEAS FROM EVERYBODY. WE'RE GOING TO PUT IT DOWN ON PAPER AND DEVELOP ALL OF THAT INFORMATION TO PUT FORWARD INTO THE MASTER PLAN.

IT WAS A GREAT OPPORTUNITY TO KIND OF MEET THE PEOPLE WHO WERE IN CHARGE OF THE PLANNING AND THEN TALK TO OTHER RESIDENTS OF ALLEN AND GET THEIR IDEAS ABOUT WHAT KIND OF WHAT THEIR VISION IS FOR WHAT THEY SEE AS THE DOWNTOWN AREA.

SO IT WAS REALLY ENLIGHTENING AND ACTUALLY PRETTY SURPRISING.

WHAT I FIND EXCITING ABOUT THIS PROCESS AND WOULD SAY IT IS UNIQUE COMPARED TO SOME OF THE OTHER WORK I'VE DONE IS THE TRUE EMPHASIS FROM THE CITY ON THE NEED FOR THIS TO BE A COMMUNITY DRIVEN EFFORT FULLY AND TRANSPARENTLY FROM THE DOWNTOWN STEERING COMMITTEE PUT IN PLACE TO THE NUMBER OF VISIONING EVENTS THAT ARE TAKING PLACE.

YOU KNOW, THE HUNDREDS OF PEOPLE WHO HAVE ALREADY PARTICIPATED ON THE SURVEY, THE WORKSHOPS THAT ARE COMING UP, THE INPUT LEVEL IS STRONG ALREADY AND THERE ARE STILL A NUMBER OF EVENTS COMING.

THERE'S SO MUCH POTENTIAL FOR THE AREAS THAT WE HAVE IN ALLEN, AND I THINK IT'S EXCITING THAT GET A GROUP OF PEOPLE TOGETHER LIKE THIS AND JUST KIND OF THROW IDEAS OUT THERE.

AND WHEN YOU START TO HEAR OTHER PEOPLE'S IDEAS, IT KIND OF RAISES THAT LEVEL OF EXCITEMENT LIKE, WOW, THIS IS SOMETHING THAT WE CAN ACTUALLY DO.

AND AND IT'S PRETTY EXCITING FOR ALLEN.

SO AGAIN, THOSE WORKSHOPS WERE ACTUALLY VERY BENEFICIAL, ONE OF THE THINGS I THINK IS VERY BENEFICIAL ABOUT THE WORKSHOPS, IF I MAY, AS WE TOGGLE BACK, IS IT GAVE CITIZENS AN OPPORTUNITY TO HEAR WHAT OTHER CITIZENS HAD TO SAY AND IT MADE PEOPLE REALIZE THAT THEY DON'T HAVE A MONOPOLY ON THE TRUTH AND MADE THEM REALIZE THAT, HEY, SOMEBODY THINKS THIS WAY. I THINK DIFFERENTLY.

BUT THEY THEN HAD AN ABILITY TO HAVE A CONVERSATION ABOUT IT AND MAYBE HOW TO MAKE IT WORK, OR AT LEAST HAVE A CHANCE TO LISTEN, UNDERSTAND SOMETHING WHICH UNFORTUNATELY DOESN'T ALWAYS HAPPEN IN SOCIAL MEDIA AS WE CAN APPRECIATE.

SO I THOUGHT THE WORKSHOPS WERE REALLY A GREAT WAY OF BRINGING A COMMUNITY TOGETHER TO TALK ABOUT WHAT COULD BE OTHERWISE A DIVISIVE ISSUE.

MOVING ALONG, WE DID OUR BEST TO PLASTER AND COMMUNICATE TO THE COMMUNITIES THAT EVERYONE HAD AN OPPORTUNITY TO KNOW WHAT WAS GOING ON.

WE PARTICIPATE IN THE PARADE.

WE HAD SOME OF OUR OUR FAMILY MEMBERS OUT THERE.

KIDS WERE PARTICIPATING.

[INAUDIBLE] WE HAD A VERY ENGAGING WEBSITE, USE A NUMBER OF DIFFERENT MEDIUMS THAT THE CITY HAS. MEDIA INTERVIEWED, BOTH VIDEO MEDIA AS WELL AS ONLINE VIDEO, SOCIAL MEDIA.

WE DID OUR BEST TO MAKE SURE THAT EVERY CITIZEN HAD AN OPPORTUNITY TO KNOW SOMETHING WAS GOING ON. IF I COULD GIVE YOU A QUICK, ANECDOTAL EXAMPLE, I WAS CONTACTED TODAY BY A CITIZEN WHO IS TRYING TO RESOLVE SOMETHING IN DOWNTOWN, COULDN'T FIGURE IT OUT.

AND SO I SAID WELL, I KNOW THAT THERE'S A DOWNTOWN STEERING COMMITTEE, I'LL JUST EMAIL THE CHAIR AND SEE IF HE CAN HELP ME FIGURE IT OUT.

SO IT WAS AT LEAST NICE TO KNOW THAT THAT THEY'RE GETTING THE WORD THAT THERE'S SOMEBODY OUT THERE, THERE'S A COMMITTEE OUT THERE THAT CAN HELP THEM, EVEN IF IN THIS CASE, IT WASN'T ABOUT REVITALIZING IT.

I'LL HAND THIS OVER TO MURRAY, BUT THE IMPORTANT THING HERE FOR US IS, AGAIN, IT'S BEEN ABOUT COMMUNITY ENGAGEMENT.

AND WHAT MURRAY IS GOING TO HIGHLIGHT IS SOME OF THE SUCCESS STORIES WITH REGARD TO THAT.

WE LAUNCHED OUR WEBSITE BACK LATE LAST FALL AND WE'VE HAD ABOUT 4500 DIFFERENT PEOPLE VISIT THE WEBSITE ALREADY OVER 18000 PAGE VIEWS, OVER 6000 VISITS.

SO PEOPLE, WE'VE KIND OF KEPT TRACK OF WHERE THE RESIDENTS ARE FROM TO MAKE SURE THAT WE'RE REALLY SEEING ALL SIDES OF THE CITY.

AND WE'VE ALSO ENGAGED AND RECEIVE INPUT FROM OVER 40 DOWNTOWN BUSINESSES AND PROPERTY OWNERS. SO THIS STAKEHOLDER INVOLVEMENT IS REALLY AT THE CORE OF HELPING TO DEFINE OUR FUTURE VISION. WE WANT TO HEAR FROM ALL OF THE ALL OF THE STAKEHOLDERS AS WE MOVE FORWARD. LET'S TALK ABOUT THE ONLINE SURVEY.

THE SECOND THING I THOUGHT WAS REALLY INTERESTING, ESPECIALLY GIVEN THAT WE HAVEN'T HAD A LOT OF THIS DURING COVID, BUT SPECIAL EVENTS AND FESTIVALS AND THEN DINING.

IN TERMS OF WHY DO PEOPLE LIKE DOWNTOWN, QUAINT, OLD BUILDINGS, HISTORICAL FEATURES AND BY THE WAY, THESE ARE IN ORDER OVER HERE IN TERMS OF THE NUMBER OF PEOPLE THAT SAID SOMETHING, THE LIBRARY AND LOCAL BUSINESS AND RESTAURANTS, THE LOCATION, THE POTENTIAL AND THE OPPORTUNITY TRAILS, PARKS, OPEN SPACE, ET CETERA.

WHY DO PEOPLE NOT LIKE DOWNTOWN? NOTHING TO DO.

OK, SO THERE'S A LOT OF PEOPLE THAT REALIZE THAT, YOU KNOW, YES, YOU CAN GO TO THE LIBRARY, BUT WE HEARD A LOT OF PEOPLE SAY, YEAH, WE GO TO THE LIBRARY AND THEN WE LEAVE BECAUSE THERE'S NOT MUCH THERE RIGHT NOW, NOT ENOUGH SHOPPING RESTAURANTS, SOME PEOPLE SAYING IT'S RUN DOWN, UNAPPEALING ESTHETICS, NOT WALKABLE IN BETWEEN AMENITIES.

AND SO THE TOP CHALLENGES THAT WE HEARD FACING DOWNTOWN WERE THE LACK OF DINING, THE LACK OF ENOUGH SHOPPING AND THE RIGHT MIX OF RETAIL.

PEOPLE REALLY WANT TO BRING THEIR FAMILIES, THEIR PEDESTRIAN CROSSING AND SAFETY AND BIKE SAFETY. AND THEN WHAT ARE THE TOP OPPORTUNITIES? WE'LL PROBABLY NO SURPRISE ADDING RETAIL, SHOPPING AND DINING.

PRESERVING THE HISTORIC CHARACTER, WE HEARD THIS OVER AND OVER, NOT JUST IN THE SURVEY, BUT WE HEARD PEOPLE TALKING ABOUT NOW, WHAT DOES THAT MEAN? THAT'S GOING TO BE INTERESTING, INTERESTING TO SEE AS WE MOVE FORWARD.

CENTRAL PLAZA PUBLIC GATHERING AND STRENGTHENING ARTS AND CULTURE.

WE REACHED OUT TO THE VARIOUS ARTS ORGANIZATIONS IN ALLEN AND RECENTLY TO MAKE SURE THEY ATTEND DURING THE DESIGN WEEKEND AND THEN CONNECTIONS TO OPEN SPACE TRAILS AND PARKS.

SO THE AMENITIES THAT PEOPLE WANT TO SEE RESTAURANTS, BARS, BREWERIES, WINERIES, RETAIL, PARKS AND OPEN SPACE EVENT PERFORMANCE GALLERIES, MUSEUMS, THAT TYPE OF THING.

WE LEFT THIS UP.

WE DECIDED NOT TO TAKE THIS DOWN WHEN WE TOOK THE SURVEY DOWN.

I DON'T KNOW IF YOU'VE BEEN TO THIS, IF YOU HAVE NOT.

SO WE HEARD PEOPLE, YOU KNOW, TALKING ABOUT THAT.

SO THERE'S, YOU KNOW, IF THEY HAD MORE REASONS TO COME DOWN THERE, WE JUST HEARD SO MANY GREAT IDEAS. TWO THINGS BEFORE I FINISH NUMBER ONE, I WAS A BIG PART OF WHEN WE HIRED THE CONSULTANT, AND PART OF THE REASON WHY THEY WERE AT THE TOP OF THE LIST WAS BECAUSE WE FELT THEY WOULD DO A GOOD COMMUNITY ENGAGEMENT JOB.

WE GOT SUCH POSITIVE FEEDBACK FROM THE WAY THEIR MODEL WORKED WITH PEOPLE WRITING ON THE MAPS AND, YOU KNOW, BEING ABLE TO TALK TO EACH OTHER.

AND IT'S AMAZING HOW WHEN YOU PUT PEOPLE AT A TABLE LIKE THAT AND EVERYBODY GETS TO EXPRESS THEIR OPINION ABOUT HOW YOU CAN BUILD SOME REAL CONSENSUS THERE.

SO I THINK THAT THAT PIECE IS REALLY IMPORTANT.

AND THEN THE NEXT PIECE THAT IS REALLY IMPORTANT.

AND TOMMY, I'M SURE, WILL SAY THIS AGAIN.

THIS IS WHAT NECESSITATED THE PD AMENDMENT COMING BACK TO YOU ALL AS COUNCIL BECAUSE THEY HAD TO COME BACK ALREADY.

THERE WERE A FEW OTHER ITEMS THAT WERE CLEANUP ITEMS THAT EITHER WERE ADDED FOR CLARITY SAKE, AND SO WE'LL GO THROUGH THOSE AS WELL.

THE FIRST CLEANUP ITEM, THIS LOOKS REALLY FAMILIAR BECAUSE IT'S ALMOST EXACTLY THE SAME, THE AD HERE WAS THE FOOTNOTE NUMBER FIVE ON THE MINIMUM FRONT YARD SETBACK REGARD AND SIDE YARD. AND SO FOOTNOTE FIVE PERTAINS TO ROOF EAVES AND SO THOSE ARE ALLOWED TO ENCROACH. THIS IS NOT NECESSARILY AN ATYPICAL ASK AND BOTH THE BUILDING AND FIRE DEPARTMENT HAVE REVIEWED THIS AND DON'T HAVE ANY CONCERNS ABOUT IT.

AND H TWO OF THE DEVELOPMENT REGULATIONS IS REALLY WHAT WE'RE CONCERNED WITH TONIGHT.

AND FOR ME, I'M VISUAL.

AND SO THIS IS GREAT FOR ILLEGAL ORDNANCE AND NOT GREAT FOR MY BRAIN TO PROCESS.

SO WE'RE GOING TO TRANSITION AND LOOK AT THE CONCEPT PLAN SIDE BY SIDE.

SO I BROKE IT DOWN INTO DIFFERENT PRODUCT TYPES SO WE COULD LOOK AT THOSE CONDITIONS WHERE THOSE ALLEYS ARE AND UNDERSTAND WHAT THE ASK WAS.

SO HOW MUCH OF A CHANGE WAS THERE IN THESE LOT DEPTHS? SO THESE WHAT I'VE CIRCLED BEFORE YOU STARTED WITH THE SINGLE FAMILY DETACHED.

SO THESE ARE UNATTACHED HOMES AND THERE ARE APPROXIMATELY FIVE LOTS WHERE THEY'VE ASKED FOR A REDUCTION OF FIVE FEET AND THAT LOT DEPTH.

MOVING ON, THERE'S ONLY THERE'S TWO DIFFERENT TOWNHOME PRODUCTS IN THIS DEVELOPMENT.

AND SO THERE'S A LARGER, A LARGER TOWNHOME LOT, AND THERE'S ONLY ONE OF THOSE THAT MEETS THIS CONDITION. AGAIN, A REDUCTION OF FIVE FEET.

AND THERE ARE SIX TOWNHOME LOTS THAT ARE SMALLER LOT WIDTHS THAT MEET THAT CONDITION.

AND THAT'S LARGELY DUE TO THE ROAD LAYOUT RATES.

THERE ARE JUST MORE INTERSECTIONS OF ALLEYS, SO BY NATURE, THEY HAVE MORE OF THIS CONDITION AND YOU'LL SEE THAT THERE IS A LITTLE BIT LARGER OF THE DEVIATION HERE.

AND I ACTUALLY HAVE A SLIDE A LITTLE BIT LATER IN THE PRESENTATION THAT'S GOING TO SHOW THIS CONDITION WITH A PROPOSED BUILDING PAD.

SO WE'LL BE ABLE TO SEE WHAT THE DRIVEWAY LOOKS LIKE, HOW CLOSE THAT IS TO THE CORNER.

AND I THINK IT REALLY ILLUSTRATES HOW MUCH EXTRA ROOM THERE IS ON THAT LOT, WHICH REMOVED

ALL OF THE CONCERN FOR STAFF WITH THIS PROPOSED AMENDMENT.

FOR SINGLE FAMILY DETACHED HOMES, WE DO HAVE THE REQUIREMENT THAT THERE MUST BE TWO OFF SITE PARKING SPACES PROVIDED, BUT THEY ARE NOT REQUIRED TO BE IN AN ENCLOSED GARAGE.

AND SO THERE ARE A HANDFUL OF LOTS, THREE WHERE THAT CONDITION LOOKS A LITTLE BIT ODD DUE TO THE TURNING RADIUS.

SO TECHNICALLY WHAT YOU SEE BEFORE YOU IS ALLOWED BY CODE, BUT THE APPLICANT WANTED IT TO BE ABUNDANTLY CLEAR THAT EXTRA SPACE FOR A VEHICLE NEEDED TO BE PROVIDED ON THOSE LOTS.

SO WE'LL BE ABLE TO REVIEW THAT WHEN THOSE BUILDING PLANS COME THROUGH.

SO THIS IS CONSIDERED A CLEAN UP ITEM LARGELY.

THE OTHER THREE PROVISIONS, C, THERE IS A SPECIFIC AREA AND I CAN PAN BACK IF IT'S HELPFUL WHERE THERE IS AN OPEN SPACE SLOT, WHERE IN ORDER TO MEET THE LOT WITH REQUIREMENTS, THE FRONT YARD SET BACK HAS TO BE SET BACK AND EXTENDED AMOUNT.

AND IF YOU READ OUR LOT WITH DEFINITION, THIS IS PRETTY COMMON.

SO IF YOU THINK ABOUT A CUL DE SAC, IT'S NOT ATYPICAL TO SEE A HOUSE SET BACK A LITTLE BIT FURTHER IN ORDER TO MEET THAT REQUIREMENT.

SO THIS WE VIEW AS A CLEANUP, AND THEN I'M GOING TO COME BACK TO D.

SO THAT'S WHERE WHERE I'VE GOT THAT IMAGE.

AND E, THIS WAS ONE OF OUR PRIMARY CONCERNS WITH THAT REDUCED LOT DEPTH.

WE WANTED TO MAKE SURE THAT THERE WAS STILL GOOD VISIBILITY AROUND THOSE CORNERS.

AND ONE OF THE WAYS TO PRESERVE THAT WAS TO REGULATE THE FENCING.

SO ORNAMENTAL METAL FENCING WILL ALLOW MORE VISIBILITY.

WHEN THE APPLICANT FIRST SAID THAT THEY WERE GOING TO NEED A DEVIATION ON LOT DEPTH, ONE OF THE QUESTIONS WAS.

AND WHAT ELSE? ONLY BECAUSE GENERALLY SPEAKING, WHEN WE'RE LOOKING AT TOWNHOME LOTS, YOU KNOW, YOU HAVE AN AN OVERALL ATTACHED PRODUCT, RIGHT? SO IF YOU'RE REDUCING THE LOT DEPTH IN ONE AREA, THERE WAS A CONCERN.

ARE YOU STILL MEETING DRIVEWAY REQUIREMENTS? ARE YOU MEETING SETBACK REQUIREMENTS, SO ON AND SO FORTH? SO THIS IMAGE GIVES A PRETTY GOOD IDEA OF WHAT THAT LOOKS LIKE.

SO IF YOU THINK BACK TO THAT FIRST IMAGE, A LOT, TWENTY SIX, THIS IS ACTUALLY THE BUILDING THAT WOULD BE PROPOSED.

AND SO THIS IS PROVIDED FOR ILLUSTRATIVE PURPOSES.

THEY DO ACTUALLY NEED A REDUCTION IN THEIR REAR YARD SETBACK, BUT ONLY ON THIS LOT AND THE ENTIRE DEVELOPMENT.

AS YOU CAN SEE THE WAY THE ALLEY CURVES, THAT REAR YARD WOULD KIND OF CLIP THE CORNER OF THE BUILDING BY ABOUT TWO SQUARE FEET.

SO NOT SUBSTANTIAL, BUT IT WOULD IMPACT THE OVERALL BUILDING PLAN FOR THE ENTIRE TOWNHOME UNIT. AND AS YOU CAN KIND OF SEE AS YOU LOOK ACROSS, IT WOULDN'T IMPACT ANY OF THE OTHER UNITS IN THE TOWNHOME AS WELL.

THIS WOULD ALL BE ABLE TO MEET THEIR REAR YARD SETBACK, AND THEY CERTAINLY HAVE OVER 20 FEET IN THEIR GARAGE OR THEIR DRIVEWAY, SO THEY WOULD BE ABLE TO PARK BACK THERE AS WELL.

SO SEEING ALL THE DOCUMENTATION.

IT'S A PRETTY SIMPLE REQUEST.

THEY ALLEVIATED ALL OF OUR CONCERNS.

SGT. JEFF BURGE JOINED IN ALLEN IN 2019 AFTER SERVING 28 YEARS WITH THE DALLAS POLICE DEPARTMENT. I WOULD ALSO LIKE TO ACKNOWLEDGE THE CITY STAFF THAT ARE BEING RECOGNIZED THIS MONTH. YOU KNOW, ON AN ANNUAL BASIS, WE RECOGNIZE CITY STAFF WHEN THEY HIT THE 15, 20, 25 AND 30 IN FIVE YEAR INCREMENTS.

AND THAT SAYS A LOT BECAUSE THE WORK ENVIRONMENT THAT'S BEEN CREATED BY MY STAFF IS VERY, VERY NICE TO WORK FOR.

SO I WANT TO RECOGNIZE THIS MONTH FOR THE LONG STANDING SERVICE TO THE CITY OF ALLEN.

OUR POLICE DEPUTY CHIEF ROBERT FLORES HAS SERVED THE CITY FOR OVER 30 YEARS.

WE HAVE 15 EMPLOYEES THAT HAVE SERVED FOR OVER 20 YEARS.

ONE OF THEM, WHICH IS OUR COMMUNITY RELATIONS, TERESA WARREN, RIGHT HERE SHE IS ACTUALLY 21 YEARS, BUT SHE JUST GOT A 20 YEAR PIN.

SO WE DO IT ONE YEAR BEHIND.

SO WE HAVE 23 EMPLOYEES WITH OVER 15 YEARS OF SERVICE AND TWENTY TWO EMPLOYEES WITH OVER 10 YEARS OF SERVICE.

SO I JUST WANT TO CONGRATULATE OUR STAFF FOR A LONG TENURED EMPLOYEE FOR HANGING IN HERE. BUT WHAT A GREAT FACILITY.

TRULY SOME GREAT WORK GOING ON DOWN THERE.

THE BIGGEST PROBLEM IS LACK OF SPACE, WHICH SEEMS TO BE A COMMON THEME, BUT JUST A GREAT GROUP OF GUYS DOWN THERE.

MEN AND WOMEN. AND IT'S JUST I'M JUST AMAZED AT HOW MUCH REALLY GOES ON IN THAT AREA AND HOW THE DESIGN SHOP WAS JUST AMAZING.

THE TRAFFIC CENTER.
