TODAY, I'M HERE TO INVITE ALL OF YOU FOR THE INAUGURATION OF THE HINDU CULTURE EXHIBITION CALLED DARSHANA ON SUNDAY, APRIL 24, 2022.

THE PARTNERING ORGANIZATIONS THAT ARE BRINGING THIS EXHIBITION TO US ARE [INAUDIBLE] USA, [INAUDIBLE] USA, [INAUDIBLE], [INAUDIBLE], HINDU UNIVERSITY OF AMERICA AND HSS.

HONORABLE MAYOR HAS AGREED TO GRACE THIS EVENT.

AND WE WOULD LOVE YOU ALL TO JOIN THIS EVENT AS WELL.

SO CAN YOU PLEASE PLAY THIS VIDEO? AMERICA, A LAND OF OPPORTUNITY, DIVERSITY AND FREEDOM IS HOME TO AN EVER CHANGING POPULATION. IT CONTAINS VARIOUS CULTURES THAT HAVE YET TO BE KNOWN AND UNDERSTOOD.

TODAY, OVER TWO AND ONE HALF MILLION HINDUS WHO BELONG TO ONE OF THE OLDEST CIVILIZATIONS IN THE WORLD CALL AMERICA THEIR HOME.

THEY BREATHE AMERICAN AIR AND WALK AMERICAN STREETS.

THEY ATTEND AMERICAN SCHOOLS AND VOTE IN AMERICAN ELECTIONS.

BUT WHAT IS KNOWN OF THE CULTURE? WHAT OF THEIR EXTENSIVE HISTORY? WHAT DO WE KNOW OF THEIR PHILOSOPHIES, THEIR BELIEFS AND PRACTICES? IT IS TIME TO KNOW OUR NEIGHBORS.

IT IS TIME FOR US, FOR EACH OF US, ONE BY ONE TO TAKE A GLIMPSE AT THE HINDU CIVILIZATION AND TO LEARN A LITTLE BIT ABOUT THE COLORFUL BACKGROUNDS OF OUR FELLOW HINDU AMERICANS.

TO BEGIN TO UNDERSTAND THEIR LIFESTYLES, PHILOSOPHIES AND THEIR FESTIVITIES, WE WELCOME YOU TO DARSHANA: A GLIMPSE INTO THE HINDU CIVILIZATION.

AND THE FIRST ONE THAT WE'RE GOING TO DO IS GOING TO RECOGNIZE THE ALLEN HIGH SCHOOL BOYS AND GIRLS WRESTLING TEAMS FOR THEIR ACCOMPLISHMENTS HERE OVER THE COURSE OF THE LAST

MONTH. SO WITH THAT, WHAT I WOULD LIKE TO DO IS I'D LIKE TO GO AHEAD AND INTRODUCE--.

OR HAVE THE COUNCIL MEMBERS COME DOWN HERE BECAUSE THIS IS A BIG DEAL.

WHEN YOU WIN A STATE CHAMPIONSHIP, IT IS A BIG DEAL, AND WITH OUR WRESTLING TEAM, WE'VE BEEN VERY BLESSED TO HAVE JERRY BEST AS THEIR COACH FOR I DON'T KNOW HOW MANY YEARS HE'S BEEN COACHING, BUT I KNOW THAT HE'S HAD 13 CHAMPIONSHIPS ON THE BOYS SIDE AND TWO ON THE GIRLS SIDE IN THE LAST TWO YEARS.

AND THAT'S JUST A FEAT THAT'S, YOU KNOW, IT'S INCREDIBLE, AND IT'S HARD TO BELIEVE.

I'VE NEVER HEARD OF ANY OTHER TEAM IN ANY SPORT THAT HAS A RECORD LIKE THAT.

JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND ON MYSELF, I'M A WRESTLER.

I DON'T KNOW IF YOU DO THAT OR NOT, BUT I'VE WRESTLED FROM FIFTH GRADE ALL THE WAY UP TO 10TH GRADE, AND THEN MY PARENTS MOVED TO TEXAS.

AND GUESS WHAT? BACK WHEN I MOVED TO TEXAS, WRESTLING WAS NOT A HIGH SCHOOL SPORT, SO UNFORTUNATELY I DIDN'T GET TO CONTINUE AFTER THAT.

I DID HAVE AN OPPORTUNITY TO ENTER ALL UNIVERSITY INTRAMURAL WRESTLING COMPETITION AT TEXAS A&M WHEN I WENT TO SCHOOL THERE AND ACTUALLY WON IN MY WEIGHT CLASS, WHICH WAS THE 157 WEIGHT CLASS AT THE TIME.

SO AT LEAST I STILL HAD IT.

[LAUGHTER] BUT ANYWAY, SO WHAT I WOULD LIKE TO DO IS HAVE THE WRESTLING TEAM COME FORWARD AND COACH WYCKOFF IS GOING TO REPRESENT JERRY TONIGHT.

THE PROCLAMATION, WHEREAS, THE ALLEN HIGH SCHOOL WRESTLING PROGRAM BUILDS CHARACTER AND DEVELOPS SOLID CITIZENS BY TEACHING DEDICATION, RESPONSIBILITY, LEADERSHIP, SELF CONFIDENCE AND SELF DISCIPLINE.

AND WHEREAS, HEAD COACH JERRY BEST AND THE ENTIRE COACHING STAFF HAVE PROVIDED LEADERSHIP, ENCOURAGEMENT AND A COMPETITIVE SPIRIT VALUED BY THEIR SCHOOL AND COMMUNITY.

AND WHEREAS, THESE DOMINATING ATHLETES ON THE EAGLES WRESTLING TEAM WON THEIR SECOND GIRLS AND 13TH BOYS CONSECUTIVE TEXAS 6A UIL STATE CHAMPIONSHIP.

SO FOR OUR SECOND PROCLAMATION, WE'RE GOING TO BE RECOGNIZING RAMADAN MONTH.

SO IF THERE'S ANYBODY OF THE MUSLIM FAITH THAT WOULD LIKE TO COME FORWARD FOR THIS PROCLAMATION, YOU'RE WELCOME TO DO SO AT THIS TIME.

I HAD THE HONOR AND DISTINCTION TO BE ABLE TO GO TO TWO IFTAR DINNERS THIS LAST WEEK.

FOR THOSE THAT ARE NOT FAMILIAR WITH RAMADAN, AT THE END OF THE DAY, THEY BREAK THE FAST BY HAVING A LITTLE SNACK PRIOR TO PRAYER TIME AND THEN THEY HAVE A DINNER AFTERWARDS, BUT THEY CAN ONLY DO THAT AFTER DAYLIGHT AND IT'S A VERY CEREMONIAL THING.

I THINK A LOT OF TIMES WHEN PEOPLE THINK OF RAMADAN, THEY JUST THINK OF PEOPLE STARVING THEMSELVES FOR A MONTH AND FOR WHAT GOOD.

BUT REALLY, IT'S A VERY SERIOUS AND SOLEMN OCCASION FOR MUSLIMS IN THE SENSE THAT IT'S NOT JUST ABOUT FASTING, IT'S ALSO ABOUT PRAYER, IT'S ABOUT REFLECTION, IT'S ABOUT COMMUNITY. AND THE SIGNIFICANT THING ABOUT COMMUNITY FOR RAMADAN IS, IT'S NOT JUST THE COMMUNITY OF MUSLIMS, BUT THERE ARE ALSO REACHING OUT TO THE REST OF THE COMMUNITY AT LARGE TO BE ABLE TO INTERACT AND DO THINGS FOR ONE ANOTHER.

AND ONE OF THE THINGS THAT I SAW AT THE IFTAR DINNER THAT I WENT TO THIS PAST WEDNESDAY WAS THEY HAD A SLIDE PRESENTATION TALKING ABOUT ALL THE THINGS THAT THEY DO FOR THE GOOD OF THE COMMUNITY, SERVICE WORK THAT THEY DO.

AND I WAS TOTALLY BLOWN AWAY AND IMPRESSED BY THE AMOUNT OF THINGS THAT THE MUSLIMS DO IN OUR COMMUNITY FOR OUR COMMUNITY.

SO WITH THAT, I WOULD LIKE TO GO AHEAD AND READ THE PROCLAMATION.

SO FROM THE OFFICE [INAUDIBLE] MAYOR OF CITY OF ALLEN PROCLAMATION.

WHEREAS, RAMADAN IS THE HOLIEST MONTH OF THE ISLAMIC CALENDAR, IT MARKS THE FIRST REVELATION OF THE KORAN TO THE PROPHET MUHAMMAD.

AN ANNUAL OBSERVANCE IS REGARDED AS ONE OF THE FIVE PILLARS OF ISLAM.

AND WHEREAS, MUSLIMS AROUND THE WORLD OBSERVE THE MONTH BY FASTING EACH DAY FROM SUNRISE TO SUNSET, THE DAILY BREAKING OF FAST CALLED IFTAR IS OFTEN CELEBRATED BY FAMILY AND COMMUNITY GATHERINGS AND IS FOLLOWED BY THE TARAWEEH EVENING PRAYER.

AND WHEREAS, RAMADAN IS REGARDED AS A TIME FOR SPIRITUAL REFLECTION, INCREASED AWARENESS AND GIVING TO THE GLOBAL POOR, SICK, HUNGRY AND BRIDGING OF DIFFERENCES BETWEEN PEOPLE OVER A SHARED COMMITMENT TO FAITH.

AND WHEREAS, THE END OF RAMADAN IS COMMEMORATED BY THE END OF IFTAR OR I'M SORRY, COMMEMORATED BY EID AL-FITR, FESTIVAL OF BREAKING THE FAST, A JOYOUS OCCASION MARKED BY SHARING SWEETS, GIFTS AND GOOD TIDINGS WITH FAMILY, FRIENDS AND NEIGHBORS.

A COUPLE OF WEEKS AGO, CITY COUNCIL ACTUALLY HAD AN OPPORTUNITY TO TOUR THE DISPATCH CENTER, AND WE'RE ABLE TO KIND OF SEE WHAT REALLY GOES ON IN THERE.

I THINK WE ALSO SAW A SAMPLE OF SOME TRANSMISSIONS DURING AN EMERGENCY EVENT AND JUST KIND OF SAW HOW THE NOISE INCREASES, THE FREQUENCY OF THE THE COMMUNICATIONS INCREASE, AND THEY HAVE WAYS TO HOW THEY CAN ADDRESS THAT TO MAKE SURE THAT THEY CAN PROPERLY COMMUNICATE WITH EVERYBODY THAT'S DEALING WITH WHATEVER THE SITUATION IS.

SO IT WAS A LEARNING EXPERIENCE FOR ME.

I'VE BEEN IN SOME CENTERS BEFORE, SO I'M NOT TOTALLY UNFAMILIAR WITH IT, BUT IT WAS VERY INTERESTING TO SEE THE QUALITY OF PEOPLE THAT WE HAVE WORKING IN THOSE CENTERS, BUT TO THE EFFORT THAT THEY PUT FORTH TO MAKE SURE THAT THEY'RE DOING THE ABSOLUTE BEST FOR OUR COMMUNITY. SO WITH THAT, I'LL GO AHEAD AND DO THE PROCLAMATION.

WHEREAS, PUBLIC SAFETY COMMUNICATION TECHNICIANS ARE THE UNSEEN FIRST RESPONDERS AND THE MOST CRITICAL CONTACT OUR CITIZENS HAVE WITH EMERGENCY SERVICES AND ARE THE SINGLE VITAL LINK TO OUR POLICE OFFICERS AND FIREFIGHTERS.

AND WHEREAS, THE SAFETY OF OUR POLICE OFFICERS AND FIREFIGHTERS IS DEPENDENT UPON THE QUALITY AND ACCURACY OF INFORMATION OBTAINED FROM CITIZENS WHO CONTACT THE ALLEN POLICE AND FIRE COMMUNICATION CENTER.

AND WHEREAS, THE CITY OF ALLEN WISHES TO HONOR ALLEN'S PUBLIC SAFETY COMMUNICATION TECHNICIANS WHOSE DILIGENCE AND PROFESSIONALISM KEEP OUR CITY AND CITIZENS SAFE.

MY NAME IS SHELLIE TAYLOR.

THIS IS GEORGINA FLORES, AND I ASKED GEORGINA HERE SPECIFICALLY TONIGHT, WE DO HAVE MORE THAN ONE DISPATCHER, BUT I ASKED HER TO COME UP.

SO ONE OF THE THINGS THAT WE DO DURING THIS SPECIAL WEEK IS WE SAY, HEY, YOU GUYS CAN WEAR YOUR FAVORITE SHIRT OR FAVORITE SHIRTS.

SO I WANTED TO EXPLAIN THAT A LITTLE BIT AND THEN I'LL TELL YOU WHY GEORGINA IS HERE.

SO RECENTLY WE HAD OUR ANNUAL PD AWARDS CEREMONY AND THERE'S A LIST OF AWARDS THAT PEOPLE CAN RECEIVE. A LEVEL ONE AWARD IS CONSIDERED THE HIGHEST ONE, AND A LIFE SAVING BAR IS ONE OF THOSE LEVEL ONES.

AND TO RECEIVE IT, YOU HAVE TO BE DIRECTLY RESPONSIBLE FOR THIS SAVING OF A HUMAN LIFE.

IT'S NOT EXCLUSIVE TO OUR SWORN INDIVIDUALS, BUT USUALLY IT'S GOING TO BE PEOPLE OUT IN THE FIELD THAT ARE DOING THAT.

TWO CIVILIANS, HAVE RECEIVED THAT AWARD IN THE PAST, AND BOTH OF THEM ARE DISPATCHERS OR TELECOMMUNICATORS.

GEORGINA AND JANICE HAVE BOTH RECEIVED THOSE AWARDS IN THE PAST.

GEORGINA RECEIVED IT IN 2018 FOR PROVIDING CPR INSTRUCTIONS TO AN INDIVIDUAL WHO WAS OUT IN THE YARD DOING SOME YARD WORK COLLAPSED AND WE LATER LEARNED THE HOSPITAL SAID IT WAS SUDDEN CARDIAC DEATH.

THE SURVIVAL RATE IS VERY LOW, BUT THE CPR INSTRUCTIONS GIVEN SAVED HIS LIFE.

SO NUMBER ONE, LIFE SAVING AWARD.

WELL, SHE WASN'T DONE.

[APPLAUSE] SO THE ONLY WAY TO TOP THAT IS TO DO IT IN THE FIELD, AND YOU GO, HOW DOES A DISPATCHER DO THAT IN THE FIELD? IT'S NOT LIKE CSI.

WE DON'T GO OUT INTO THE FIELD AND DO THAT STUFF.

SO GEORGINA WAS ON HER WAY HOME ONE NIGHT WHEN SHE SAW SOMEBODY ON THE BRIDGE OVER LAKE LAVON, AND IN HER STYLE--.

TONIGHT, I HAVE THE DISTINGUISHED HONOR OF GIVING THIS YEAR'S KEEP ALLEN BEAUTIFUL'S ANNUAL BOARD REPORT TO THE ALLEN CITY COUNCIL.

KEEP ALLEN BEAUTIFUL IS A CITY OF ALLEN BOARD, MADE UP OF SEVEN RESIDENT VOLUNTEERS SUPPORTED BY THE SOLID WASTE MANAGER AND THE CITY'S TWO EDUCATION SPECIALISTS AND OVER 1,700 COMMUNITY VOLUNTEERS.

KAB'S MISSION IS TO EDUCATE AND INVOLVE CITIZENS IN RESPONSIBLE, VOLUNTARY ACTIONS THAT WILL PROMOTE A CLEANER, SAFER, HEALTHIER AND MORE BEAUTIFUL COMMUNITY.

WHAT THIS MEANS IS THAT WE ARE AN ORGANIZATION THAT HELPS RESIDENTS GET INVOLVED IN CLEANING AND BEAUTIFYING THE COMMUNITY IN WHICH THEY LIVE.

TODAY WE WILL REVIEW THE ORGANIZATION'S MANY ACTIVITIES, AND AT THE END WE HAVE A SIGNIFICANT ANNOUNCEMENT.

BUT FIRST, LET ME GIVE YOU AN OVERVIEW OF OUR PROGRAMS. KEEP ALLEN BEAUTIFUL AS A VOLUNTEER LITTER CLEANUP PROGRAM, IT IS ENTIRELY VOLUNTEER SUPPORTED AND EXISTS PARTIALLY THROUGH PARTNERSHIPS WITH SCHOOLS, SCOUT GROUPS, FAITH BASED ORGANIZATIONS AND OTHER LOCAL NONPROFITS.

OUR CLEANUP EFFORTS INCLUDE ADOPT A HIGHWAY, ADOPT A WATERWAY AND ADOPT A SPOT PROGRAMS. KAB ALSO MAINTAINS AN ACTIVE SOCIAL MEDIA PRESENCE THROUGH TWITTER AND IS SUPPORTED BY THE CITY'S PUBLIC AND MEDIA RELATIONS OFFICE AND THE WASTE SERVICES STAFF.

KEEP ALLEN BEAUTIFUL IS A STATE LEADER IN ENVIRONMENTAL EDUCATION.

KAB DOES OUTREACH AT COMMUNITY EVENTS, VISIT SCHOOLS, AND PROVIDES ONLINE EDUCATION TO THE COMMUNITY. OUR TWO EDUCATION SPECIALISTS FOCUS ON A VARIETY OF ENVIRONMENTAL TOPICS, SUCH AS RECYCLING, CHEMICAL POLLUTION AND LITTER PREVENTION.

TWO OF OUR [INAUDIBLE] KAB'S FLAGSHIP EVENTS, WHICH WE JUST HEARD, THE GREAT AMERICAN CLEAN UP AND ALLEN RECYCLES DAY.

THIS IS THE FIFTH YEAR THAT CEB HAS SUPPORTED LOCAL YOUTH THROUGH THE SCHOLARSHIP.

KEEP ALLEN BEAUTIFUL IS BOTH A STATE AND NATIONALLY RECOGNIZED AWARD WINNING ORGANIZATION.

THERE'S NO BETTER PROOF OF THE QUALITY OF OUR PROGRAMS THAN THE NUMEROUS AWARDS IT HAS RECEIVED OVER THE YEARS.

THIS LATEST WIN BRINGS WITH IT A PLAQUE THAT WILL BE PRESENTED AT THE KEEP TEXAS BEAUTIFUL ANNUAL CONFERENCE ON JUNE 29TH, BUT MORE IMPORTANTLY, A $290,000 AWARD TO SUPPORT A COMMUNITY BEAUTIFICATION PROJECT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION.

SO FIRST OFF, WE WANTED TO GIVE A SNAPSHOT OF KIND OF THE NUMBERS FROM 2020 AS COMPARED TO 2021.

AND GOING DOWN, YOU CAN SEE SOME THINGS STAYED PRETTY SIMILAR, SOME THING'S CHANGED QUITE A BIT. THE NUMBER OF CALLS THAT THE SHELTER RECEIVES ANNUALLY IS HOVERING AROUND ABOUT 3500.

ANIMALS PICKED UP BY IMPOUND OFFICERS IS STAYING IN THE 500 MARK.

IN 2021, THERE ARE A FEW MORE, THAT NUMBER DID GO UP.

STRAY ANIMALS THAT WERE BEING BROUGHT IN SEEM TO HOLD THE SAME.

ANIMALS SURRENDERED, IF YOU NOTICE, THERE'S A SIGNIFICANT DIFFERENCE BETWEEN 2020 AND 2021. THIS IS ACTUALLY FOLLOWING A NATIONAL TREND, THIS SEEMS TO BE A RESPONSE TO COVID.

A LOT OF PEOPLE RAN OUT, ADOPTED ANIMALS FOR PART OF THE QUARANTINE, AND NOW AS THEY'RE RETURNING BACK TO WORK, THESE ANIMALS ARE STARTING TO SHOW BACK UP AT SHELTERS.

AND THIS IS NOT JUST CITY SPECIFIC OR JUST TEXAS SPECIFIC, THIS REALLY IS A TREND THAT'S BEING SEEN ACROSS THE NATION.

THE NUMBER OF ANIMALS THAT ARE ADOPTED BY THE PUBLIC, HOWEVER, YOU CAN SEE THAT NUMBER IS ALSO GOING UP. SO IT SEEMS TO BE KEEPING PACE WITH THE NUMBER OF ANIMALS THAT ARE BEING BROUGHT BACK BECAUSE OF COVID.

SO AGAIN, THERE IS KIND OF--.

I DON'T WANT TO SAY IT'S OFFSETTING EACH OTHER, BUT THERE'S DEFINITELY A TREND TO BRING THEM BACK AND THERE'S A BIGGER TREND TO ADOPT THEM OUT.

COVID PUT A LOT OF PRESSURE ON ANIMAL SHELTERS JUST BECAUSE A LOT OF THEM HAD TO CLOSE OR SHIFT TO APPOINTMENT ONLY TYPES OF ADOPTIONS, AND A LOT OF THE OUTREACH THAT SHELTERS WERE NORMALLY DOING HAD TO BE PUT ON HOLD, AND NOW WE'RE ABLE TO GET BACK TO THEM.

2021, WE WERE ABLE TO DO CLEAR THE SHELTERS, WHICH IS A NATIONAL CAMPAIGN, ALLEN WAS ABLE TO PARTICIPATE IN THIS.

THIS IS--.

IT USUALLY LASTS THROUGHOUT THE MONTH OF AUGUST.

THE AIM IS EXACTLY THAT, TO CLEAR THE SHELTERS, TO FIND EVERY ADOPTABLE ANIMAL A HOME.

WE WERE ABLE TO ADOPT OUT 58 ANIMALS OVER THE MONTH LONG EVENT.

AS PART OF THAT, THERE WERE ALSO A NUMBER OF SPECIAL EVENTS THAT WERE SCHEDULED TO HELP SUPPORT THIS EFFORT.

CARTER BLOOD CARE CAME, THEY DID A COMMUNITY BLOOD DRIVE, WHICH WAS VERY SUCCESSFUL.

EVERY DAY, THEY WERE MAXED OUT FOR APPOINTMENTS.

THAT WAS WONDERFUL.

WE DO BARK IN THE PARK.

THIS TOOK PLACE AT THE EDGE SKATE PARK.

IT'S A GREAT DAY FOR PEOPLE TO GO OUT AND ENJOY THE WEATHER AND BE ABLE TO MEET AND GREET ADOPTABLE ANIMALS OUTSIDE OF THE PRESSURE OF THE SHELTER.

AND THEN WE HAVE THE CHECK THE CHIP DAY.

SO ANIMALS THAT ARE MICROCHIPPED, YOU WANT TO MAKE SURE THAT THE MICROCHIP IS ACTUALLY WORKING. IT'S ACTUALLY REGISTERED AND READABLE.

THIS IS A GREAT SERVICE THAT'S BEING PROVIDED.

THERE'S ALSO A SPECIAL DEMONSTRATION SET UP WITH AGILITY EQUIPMENT OUT IN THE BIG YARD.

SO THE DOGS WERE ABLE TO GET OUT AND HAVE SOME FUN AND PLAY WITH THE HURDLES AND THE TUNNELS AND KIND OF EXERCISE AND HAVE A GOOD TIME.

SO IT WAS A BIG SUCCESS.

I THINK THERE WERE SEVEN ANIMALS ADOPTED THAT DAY? OOPS. THIS IS ANOTHER EXCITING PROGRAM THAT THE ANIMAL SHELTER TAKES PART IN, THIS IS IN CONJUNCTION WITH COLLIN COLLEGE VET TECH PROGRAM, AND UNDER THE GUIDANCE OF CERTIFIED INSTRUCTORS, VET TECH STUDENTS GET TO TAKE PART IN LABS AT THE SHELTER.

AND THIS IS REALLY PROBABLY ONE OF THE FIRST PROGRAMS OF ITS KIND THAT I'VE HEARD ABOUT, AND I'VE WORKED IN SHELTERS FOR A VERY LONG TIME.

IT'S EXCITING BECAUSE THESE VET TECHS ARE LEARNING SHELTER MEDICINE IN A HANDS ON ENVIRONMENT. SHELTER MEDICINE IS A VERY UNIQUE SPECIALTY IN VETERINARY CARE AND VET TECH TRAINING, SO IT'S REALLY AMAZING THAT WE'RE ABLE TO BE A PART OF THIS.

AND THIS PROGRAM IS EXPANDING AND GROWING BECAUSE IT'S BEEN SO SUCCESSFUL HERE, WE WERE ABLE TO PROVE THAT THIS HAD MERIT, AND THE PROGRAM IS EXTENDING OUT INTO THE PLANO SHELTER AND THEY'RE REACHING OUT INTO OTHER NEIGHBORING SHELTERS AS WELL.

SO IT'S EXCITING TO BE ON THE FOREFRONT OF THAT.

AND THE EAGLE SCOUTS IN OUR AREA HAVE REALLY CONTRIBUTED TO IMPROVING THE FACILITIES.

THEY'VE BUILT A NEW CRATE CORRAL, SO--.

CRATES AT A SHELTER CAN BECOME A LITTLE BIT UNRULY, SURPRISINGLY, BUT THEY ARE VITAL, AND SO THEY WERE ABLE TO BUILD A NEW CORRAL WHERE WE WERE ABLE TO STORE SANITIZED, CLEAN CRATES SO THAT THEY'RE READY TO USE, THEY'RE CONVENIENT TO USE, AND THEY CAN BE ACCESSED

VERY EASILY WHEN THEY'RE NEEDED.

THEY'VE ALSO BUILT BENCHES, WHICH HELPS PROMOTE PEOPLE GOING OUT INTO THE PLAY YARDS.

THEY'RE REALLY WELL CONSTRUCTED, SO THAT'S BEEN AMAZING.

AND THEN ONE OF THE BIGGEST PROJECTS IS THAT THE EAGLE SCOUTS CAME OUT AND HELPED DIVIDE A REALLY HUGE YARD INTO TWO.

SO IT BASICALLY INCREASED THE PLAY YARD SPACE, IT DOUBLED IT IF YOU WILL, AND SO NOW WE CAN GET MORE DOGS OUT AT THE SAME TIME TO PLAY AND EXERCISE AND SPEND SOME TIME OUT IN THE SUN ON GRASS.

SO THESE PROJECTS HAVE REALLY IMPACTED THE SHELTER IN A VERY POSITIVE WAY.

SO VERY GRATEFUL TO THE EAGLE SCOUTS AND WHAT THEY CONTRIBUTE.

OH.

WE WANTED TO HIGHLIGHT THE FACT THAT MONETARY DONATIONS HAVE GONE UP DURING 2021, THE SHELTER COLLECTED CLOSE TO $30,000, AND THAT MONEY GOES DIRECTLY TO HELPING ANIMALS THAT HAVE SIGNIFICANT MEDICAL NEEDS THAT ARE PICKED UP.

THIS WAS ALMOST A COMPLETE DOUBLING OF FUNDS THAT WERE RAISED IN 2020.

SO THESE FUNDS ARE USED IN CASES LIKE WHAT YOU SEE HERE ON THE SCREEN.

SO DIESEL, EXTREME STARVATION CASE, AND WE WERE ABLE TO GET DIESEL HEALTHY AGAIN, BACK UP TO NORMAL WEIGHT. THERE'S A LOT THAT GOES INTO TREATING A STARVATION ANIMAL, IT'S NOT JUST GIVE THEM FOOD.

GIVING THEM FOOD CAN ACTUALLY KILL THEM IF THEY'RE IN THAT STATE, SO IT IS VERY INTRICATE MEDICAL CARE AND IT'S COSTLY.

SO FOR HIM TO MAKE THAT KIND OF COMEBACK WAS REALLY AMAZING.

THE CAT IN THE MIDDLE, MAGGIE, CAME IN WITH EXTREME MANGE, ABLE TO CARE FOR AND GET HER BACK UP TO HEALTH. YOU SEE THE RECOVERY PICTURE THERE AT THE BOTTOM, A SWEET LITTLE CALICO. AND THEN WE SEE JULIA, WHEN SHE CAME IN AGAIN, STARVATION AND MANGE CASE.

BOTH THINGS TAKE A LONG TIME TO TREAT AND YOU CAN SEE THE RECOVERY PICTURE THERE AT THE BOTTOM. SO IT'S DIRECT DONATIONS THAT ALLOW THE ANIMAL SHELTER TO CONTINUE TO DO THIS TYPE OF LIFESAVING WORK WITH ANIMALS IN OUR COMMUNITY.

YEP. ITEM DONATIONS, AGAIN, THIS GOES IN THAT SAME CATEGORY.

YES, MONETARY DONATIONS ARE AMAZING.

ITEM DONATIONS ALSO KEEP THINGS RUNNING.

SO FROM FOOD, BLANKETS, BEDS, TOYS, WHATEVER PEOPLE CAN POSSIBLY THINK THAT A FUR BABY COULD NEED, THAT'S WHAT THE SHELTER NEEDS.

THEY WERE ABLE TO BRING IN ENOUGH DONATIONS WHERE IT WARRANTED BUYING A SHED TO STORE THEM, WHICH IS GREAT.

A LOT OF TIMES YOU CAN THINK, MAN, WHAT AM I GOING TO DO WITH 200 BLANKETS? BUT THEN TWO MONTHS LATER I'M OUT OF BLANKETS.

SO IT'S AMAZING TO HAVE A PLACE TO STORE THE DONATIONS WHEN THEY COME IN BECAUSE THEY ARE GOING TO BE USED AND THEY'RE GOING TO BE NEEDED.

SO WE'RE REALLY GRATEFUL TO THE COMMUNITY FOR THE AMOUNT OF DONATIONS THAT HAVE BEEN BROUGHT INTO THE SHELTER.

TONIGHT, THE CITY OF ALLEN IS SEEKING AUTHORIZATION TO ISSUE $25,521,000 FOR THE PURPOSE OF MAKING IMPROVEMENTS TO THE CITY'S PARK SYSTEM, THE CITY'S TRANSPORTATION INFRASTRUCTURE, THE CITY'S LIBRARY AND CITY FIRE SERVICES.

SOME OF US MAY RECALL THAT IN 2016 THE CITIZENS OF ALLEN PACKAGED A BOND REFERENDUM AND PUT THAT REFERENDUM BEFORE THE VOTERS.

THERE WERE FIVE PROPOSITIONS ON THE REFERENDUM, ALL FIVE PROPOSITIONS, TO MY UNDERSTANDING, PASSED RESOUNDINGLY BY THE VOTERS OF THE CITY OF ALLEN.

THAT PROPOSITION AUTHORIZED THE CITY TO ISSUE $93,150,000 IN DEBT FOR THE PURPOSES OF IMPROVING THE CITY'S LIBRARY, FOR THE PURPOSES OF IMPROVING THE CITY'S PUBLIC SAFETY SERVICES, FOR THE PURPOSES OF IMPROVING THE CITY'S PARK SYSTEM, AND FOR THE PURPOSE OF IMPROVING THE CITY'S TRANSPORTATION SYSTEM.

THE CITY OF ALLEN HAS ALREADY ISSUED $52,526,940 OF THE $93,150,000 CAPITAL IMPROVEMENT PROGRAM THAT WAS APPROVED BY THE VOTERS IN 2016.

THIS IS THE SIXTH YEAR OF A SEVEN YEAR CAPITAL IMPROVEMENT PROGRAM THAT WAS PASSED BY THE VOTERS IN 2016 AFTER THE CITY ISSUES THIS DEBT OF $25,521,000.

THE CITY WILL HAVE $15,102,060 REMAINING FOR THE PURPOSES OR USES AS DEFINED BY THE VOTERS IN 2016.

WITH THE APPROVAL OF THE CITY COUNCIL TONIGHT, THE CITY WILL ISSUE THIS DEBT OF $25,521,000. THAT WILL HAVE AN INTEREST COST OF NO GREATER THAN 5% AND A REPAYMENT PERIOD OF 20 YEARS OR LESS.

AS MENTIONED, THE FUNDS WILL BE USED FOR FOUR PURPOSES, FOUR PURPOSES.

ONE, THE CITY WILL ISSUE $8,145,000 FOR THE CITY'S SIXTH FIRE STATION.

YOU'LL RECALL THAT WE HIRED FOUR FIREFIGHTERS IN THIS YEAR'S BUDGET IN ANTICIPATION OF THE OPENING OF THE SIXTH FIRE STATION, WHICH WE LEARNED TONIGHT IS EXPECTED TO BE IN FISCAL YEAR 2024.

THE SECOND USE OF FUNDS WILL BE TO PURCHASE LAND FOR THE CITY'S PARK SYSTEM.

AND THE CITY OF ALLAN IS STILL A GROWING COMMUNITY AND AS A RESULT, WE NEED TO CONTINUE TO ADD PARKS IN THE CITY.

$3 MILLION OF THIS ISSUANCE WILL BE USED TO PURCHASE PROPERTY IN THE CITY OF ALLEN PROPER. THE THIRD USE OF THE FUNDS WILL BE TO MAKE SOME MINOR IMPROVEMENTS TO THE CITY'S STREET GRID OR CITY'S INFRASTRUCTURE, AN AMOUNT OF $762,000.

AND FINALLY, THE FOURTH PURPOSE, FOR THE FOURTH USE OF THE PROCEEDS, WILL BE TO EXPAND THE CITY OF ALLAN'S ONE AND ONLY PUBLIC LIBRARY.

WE WILL ISSUE $13,614,000 TO MAKE RENOVATIONS TO THE EXISTING LIBRARY.

YOU MAY HAVE WATCHED THE NEWS THAT TODAY THE MARCH CONSUMER PRICE INDEX OR CPI NUMBER CAME OUT. [INAUDIBLE] WAS EIGHT AND A HALF PERCENT YEAR OVER YEAR [INAUDIBLE] THAT WAS A, BASICALLY, A 41 YEAR HIGH.

SO A SIGNIFICANT INCREASE IN INTEREST RATES AND PRESSURE ON THE MARKETS OVERALL.

THE FEDERAL RESERVE OPEN MARKETS COMMITTEE INCREASED RATES, WHICH THEY REALLY CONTROL MORE OF THE SHORT END OF THE YIELD CURVE.

THEY DID THAT 25 BASIS POINT MOVE A MONTH OR SO AGO AND INDICATED THAT THEY WOULD BE DOING SOME AGGRESSIVE RATE MOVEMENTS IN THE COMING MONTHS TO BASICALLY STEM THE TIDE OF INFLATION. HAVING SAID THAT, IT WAS INTERESTING, AFTER THE THE CPI NUMBER CAME OUT THIS MORNING, THE TREASURY YIELDS ACTUALLY FELL, I THINK, BECAUSE IN GENERAL, THE MARKET THINKS THAT WE'RE PROBABLY AT THE PEAK OF THIS.

SO HOPEFULLY THAT'S THE CASE.

THERE'S ACTUALLY AN INTERESTING SITUATION WHERE TREASURY YIELDS ARE EXTREMELY FLAT RIGHT NOW AND THERE'S ONLY ABOUT EIGHT BASIS POINTS DIFFERENT BETWEEN THE FIVE YEAR TREASURY AND THE 30 YEAR TREASURY.

SOMEWHAT SIMILAR IN THE MUNICIPAL BOND MARKET, WHICH IS A TAX EXEMPT MARKET IN GENERAL, YOU CAN SEE THREE YIELD CURVES HERE.

THE YIELD CURVE BASICALLY REPRESENTS THE INTEREST RATES IN THIS CASE FROM A ONE YEAR MATURITY OUT TO A 30 YEAR MATURITY, AND AS YOU'RE ALL GENERALLY FAMILIAR, TYPICALLY YOU WOULD SEE THAT SHORT TERM RATES ARE GOING TO BE LOWER THAN LONG TERM RATES.

AND IF YOU LOOK BACK AT APRIL OF 21, THAT'S THE BLUE LINE, YOU CAN SEE THERE WAS A PRETTY SIGNIFICANT DIFFERENCE.

WE HAD VERY LOW INTEREST RATES IN THE SHORT END OF THE YIELD CURVE AND GOING OUT, BUT STILL LOW INTEREST RATES OF ABOUT 1.75% USING THIS INDEX OUT IN 30 YEARS.

YOU CAN SEE THEN IN MARCH OF 2022, SO LAST MONTH, WHERE THE RED LINE IS AND NOW YOU CAN

SEE THE GREEN LINE TODAY.

SO A SIGNIFICANT INCREASE IN RATES ALL ACROSS THE YIELD CURVE, BUT ALSO A MUCH FLATTER YIELD CURVE WHERE SHORT TERM RATES HAVE RISEN SIGNIFICANTLY AND LONG TERM RATES HAVE RISEN, BUT NOT AS FAR.

SO THIS AGAIN IS AN INDEX IS CALLED AAA MMD INDEX, MUNICIPAL MARKET DATA.

THE CITY OF ALLAN AND OTHER MUNICIPAL ISSUERS BASICALLY TRADE AT A SPREAD TO THIS, BUT AGAIN, AS PETE MENTIONED, YOU GUYS HAVE A VERY STRONG TRIPLE-A BOND RATING.

SO YOU CAN BE COMMENDED FOR THAT AND YOU'LL BE ABLE TO PRICE THE OBLIGATIONS STILL VERY EFFECTIVELY. RIGHT NOW, WE EXPECT PROBABLY AROUND THREE AND A QUARTER, ASSUMING THEIR RATES DON'T CONTINUE TO RISE.

SO AGAIN, WHAT YOU'LL BE AUTHORIZING TONIGHT IS A BOND ORDINANCE THAT BASICALLY DELEGATES, THE STAFF AND ADVISORS TO ISSUE THE OBLIGATIONS WITHIN THE NEXT SIX MONTHS BASED ON THE PARAMETERS THAT PETE MENTIONED AT THE VERY ONSET OF HIS PRESENTATION.

I'VE BEEN TO CHILDREN'S PROGRAMS WHERE YOU HAD TO GET THERE AT LEAST AN HOUR EARLY TO GET A TICKET BECAUSE IT WAS VERY LIMITED SPACE AND MANY OTHER PRESENTATIONS IN THE AUDITORIUM. I'VE BEEN TO WORKSHOPS IN THIS SMALL CLASSROOM UPSTAIRS AND I KNOW AND WE ALL KNOW OUR CITY IS GROWING AND THERE'S CONSTANTLY A NEED FOR THIS WONDERFUL HEART OF OUR CITY. WITH THE RECENT SURVEYS, THEY FOUND THAT 60% OF ALL OF THE PEOPLE SAID THAT THE LIBRARY WAS THE NUMBER ONE REASON TO GO DOWNTOWN.

IT IS A CULTURAL HUB FOR OUR TOWN AND IT'S BEAUTIFUL, AND I HAVE FAITH IN THE PROPOSALS THAT IT IS FISCALLY RESPONSIBLE, IT'S NOT WASTEFUL.

IT'S NOT GOT A LOT OF FLUFF.

FOR ONE THING THAT HASN'T BEEN MENTIONED FOR THE EIGHTH YEAR IN A ROW, OUR PUBLIC LIBRARY WAS RECOGNIZED BY THE TEXAS MUNICIPAL LIBRARY DIRECTORS ASSOCIATION WITH THE 2021 ACHIEVEMENT OF LIBRARY EXCELLENCE AWARD.

AND THIS WAS EVEN IN A TIME DURING THE PANDEMIC WHEN IT WAS A VERY ROUGH TIME AND THERE WAS A COMMENDATION TO THE LIBRARY FOR UNIQUE LIBRARY SERVICES AND PROGRAMS. AND AS I MENTIONED AT A RECENT WORKSHOP I ATTENDED FOR THE DOWNTOWN STEERING COMMITTEE, ONE OF THE MAIN HIGHLIGHTS THAT PEOPLE CITED WAS THAT THEY LOVED THE LIBRARY, THAT THE LIBRARY WAS THE HEART AND REALLY THE MAIN REASON THAT THEY CAME TO THE DOWNTOWN AREA IN ALLEN.

THE BOND PROGRAM, AS HAS BEEN MENTIONED FOR THE LIBRARY, WAS PASSED BY 76%, AND SO THAT SEEMS TO ME TO BE THE PUBLIC SPEAKING.
