FOR THOSE WHO DON'T KNOW ABOUT IT, IT'S A PROGRAM HEADED UP BY JUDGE GORE AND HER COORDINATOR, MISS BURDETTE, WHERE BASICALLY THEY TAKE IN TEEN VOLUNTEERS AND TEACH THEM ABOUT THE COURT, WHAT IT DOES AND WHY IT DOES WHAT IT DOES, AND IT CULMINATES IN US SERVING AS JUVENILE ATTORNEYS FOR REAL COURT CASES.

NOW, I'VE LEARNED A LOT THROUGH TEEN COURT, NOT ONLY ABOUT HOW TO BE A BETTER SPEAKER AND HOW TO INTERACT WITH DIFFERENT KINDS OF PEOPLE, BUT ALSO ABOUT MY CITY, ABOUT WHAT IT MEANS TO BE A CITIZEN OF ALLEN, ABOUT THE RULES AND REGULATIONS PUT IN PLACE FOR ME AS A STUDENT, AND I THINK THAT'S A REALLY IMPORTANT PART OF OUR EDUCATION AS MINORS, AND I THINK THAT IT'S UNFORTUNATELY SOMETHING THAT A LOT OF KIDS ARE MISSING ASK ANY HIGH SCHOOL STUDENT WHAT'S HAPPENING ON THE NATIONAL LEVEL, THE INTERNATIONAL LEVEL, AND THEY CAN TELL YOU WHAT'S HAPPENING TO SOME DEGREE BECAUSE WE LEARNED THAT TO SOME DEGREE, BUT WHAT'S HAPPENING WITH LOCAL AFFAIRS IS COMPLETELY IGNORED, AND THERE'S A REASON THAT SCHOOLS DON'T TEACH THAT, AND I ACKNOWLEDGE THAT, BUT I THINK THAT KIDS DO NEED TO GET THAT EDUCATION FROM SOMEWHERE, AND I THINK THAT'S WHERE THE CITY CAN KIND OF STEP IN AND SO, I'M HERE TODAY TO ASK THE COUNCIL IF THEY'D BE WILLING TO LOOK AT ALLEN'S DIFFERENT DEPARTMENTS AND CONSIDER WHAT PROGRAMS

ARE IN PLACE FOR YOUTH THROUGH THOSE DEPARTMENTS THE MUNICIPAL COURT ALREADY HAS TEEN COURT, BUT MAYBE PARKS AND REC COULD PUT IN SOME SORT OF VOLUNTEER OPPORTUNITY, ENVIRONMENTAL VOLUNTEER OPPORTUNITY FOR ALLEN HIGH SCHOOL STUDENTS WHO ARE INTERESTED IN THAT.

MAYBE IT COULD PUT IN SOME SORT OF INTERNSHIP OPPORTUNITY, ANYTHING, BUT I THINK THAT WOULD BE EXTREMELY HELPFUL, NOT ONLY FOR US AS STUDENTS TO PURSUE OUR PASSIONS AND FIND OUT WHAT WE WANT TO DO WITH THE REST OF OUR LIFE, BUT IT ALSO HELPS CONNECT US WITH OUR COMMUNITY.

SO, WHAT DO WE DO? WE APPROVE SUBDIVISIONS, PLATS, GENERAL DEVELOPMENT PLANS.

WE HOLD PUBLIC HEARINGS TO MAKE RECOMMENDATIONS REGARDING ZONING AND SPECIFIC USE PERMITS.

ALLEN LAND DEVELOPMENT CODE AMENDMENTS.

COMPREHENSIVE PLANS AND THOROUGHFARE PLANS, AND WE SERVE AS AN ADVISORY COMMITTEE FOR CAPITAL IMPROVEMENTS RELATING TO IMPACT FEES.

AMENDMENTS TO THE ALDC RELATED TO SCHEDULE OF PRINCIPAL USES PURPOSE OF THE SPECIFIC USE PERMITS, RESTAURANTS, BEER AND WINE PACKAGE SALES AND PERMITTING PROCESS, OUTDOOR STORAGE AND DISPLAY, OUTDOOR LIGHTING, VEHICLE PARKING OFF STREET LOADING FENCES AND WALLS, PERFORMANCE STANDARDS, PRELIMINARY PLAT, FINAL PLAT STREETLIGHTS AND VARIOUS DEFINITIONS THROUGHOUT THE ALDC.

P&Z CASE HISTORY.

THIS CHART REFLECTS THE NUMBER OF CASES HEARD BY THE COMMISSION, STARTING WITH 2017 UP THROUGH 2021.

2017 THROUGH 2019 ALL TOTALED, ABOUT 60 CASES PER YEAR.

2020 WAS THE ONSET OF THE PANDEMIC.

IT DROPPED TO 39, AND THIS LAST YEAR WAS ABOUT THE SAME AS 2020.

THERE WAS A SLIGHT UPTICK IN THE NUMBER OF ZONING CASES IN 2021 OVER 2020.

THE NUMBER OF ACRES CONSIDERED BY THE COMMISSION THROUGH ALL OF THE PUBLIC HEARINGS AND CASES TOTALED 980 ACRES.

OF THAT, 572 WERE FOR ZONING CASES, 68 FOR PRELIMINARY PLATS AND ALMOST 340 FOR FINAL PLATS, WHICH INCLUDES COMBINATION PLATS AND RE-PLATS.

THIS CHART REFLECTS ALL OF THE ZONING CASES.

AGAIN, 20 REQUESTS TOTALING 572 ACRES.

YOU CAN SEE THEY'RE CENTERED GENERALLY ALONG THE 75 CORRIDOR AND THE 121 CORRIDOR.

ALONG THE 75 CORRIDOR, A LOT OF THEM WERE SITUATED CLOSE TO EXCHANGE WATERS CROSSING AREA.

GETTING BACK TO THE CHART, THERE WERE THREE SOUP REQUESTS, GENERALLY ALONG 75 AND JUPITER.

THERE WERE NO GENERAL DEVELOPMENT PLANS IN 2021.

PRELIMINARY PLATS WERE AGAIN ALL FOCUSED ON FOUR PROPERTIES, TOTALING JUST OVER 68 ACRES ALONG THIS 121 CORRIDOR AND FINAL PLATS, 11 FINAL PLANTS TOTALING 339.5 ACRES, GENERALLY LOCATED ALONG THE 121 CORRIDOR.

IT'S IMPORTANT TO NOTE THAT THERE IS ONE THAT APPEARS ON THE EAST SIDE OF THE CITY, WHICH IS ACTUALLY OUTSIDE OF CITY LIMITS, BUT IT'S WITHIN THE CITY'S ETJ.

YOU CAN SEE ON THIS CHART, ALL OF THE VARIOUS CASES THAT WERE HEARD WERE GENERALLY MIXED BETWEEN COMMERCIAL, RESIDENTIAL AND MIXED USE.

THE MIXED USE GENERALLY WAS ALONG THE 121 CORRIDOR AND ONE ALONG THE EXCHANGE WATERS AREA.

SOME OF THE HIGHLIGHTED CASES THAT THE COMMISSION CONSIDERED ONE OF THE IS THE TWIN CREEKS WATERS PROPERTY.

IT WAS A MIXED-USE DEVELOPMENT.

IT WAS A ZONING CASE, GENERALLY ALONG WATERS AND EXCHANGE.

NEXT IS SENIOR CO-OP LIVING.

IT'S NEAR THE BOSSY BOOTS AND STOCKTON.

IT WAS A ZONING CASE ENTAILING ABOUT TWO AND A HALF ACRES.

NEXT IS THE FARM.

ALTHOUGH IT WENT THROUGH THE ZONING IN PREVIOUS YEARS.

THIS YEAR WAS FOR A PLAT SHOWING THE BEGINNING LAYOUT AND THE INFRASTRUCTURE.

I'M SURE EVERYBODY HAS SEEN THE AMOUNT OF PROGRESS THAT'S ALREADY TAKEN PLACE DURING THE CONSTRUCTION ALONG 121 AND ALMA.

SO, THEY'RE MOVING ALONG VERY QUICKLY.

THE RESERVE AT WATERS IS A ZONING CASE AT THE INTERSECTION OF STACY ROAD, AND WATER'S 34 ACRES FOR ABOUT 124 SINGLE FAMILY LOTS. FINALLY, THE STEPHEN TERRELL RECREATION CENTER.

THIS WAS A PLAT TOTALING 61 ACRES, ALMOST 150,000 SQUARE FOOT RECREATION CENTER.

WE ALL HEARD ABOUT THE CONSTRUCTION DURING THE WORKSHOP SESSION BEFORE THIS MEETING.

I CAN TELL YOU THAT BEING ON THE GOLF COURSE RIGHT ACROSS THE STREET FROM THIS CONSTRUCTION SITE, I'VE SEEN THE PROGRESS ALMOST WEEKLY.
