I'D ALSO ASK THAT THIS BE TABLED FOR A FUTURE DATE SO THAT A PUBLIC HEARING CAN BE HELD TO RECEIVE FURTHER INPUT FROM RESIDENTS AND BUSINESS OWNERS. MY SECOND CONCERN IS THAT THE ORDINANCE-- IS WHAT THIS ORDINANCE IS TRYING TO RESOLVE. I'VE HEARD CONCERNS FROM OTHERS ABOUT SO CALLED PARTY HOUSES IN THEIR NEIGHBORHOODS AND I HONESTLY DON'T SEE HOW THIS REGULATION WILL HANDLE THEM. THE PARKING AND NOISE COMPLAINTS ARE ALREADY HANDLED IN OUR EXISTING ORDINANCES, AND THERE'S NOTHING NEW THERE. THE ONLY ITEM OF SIGNIFICANCE IS LIMITING THE NUMBER OF OCCUPANTS IN A SHORT TERM RENTAL, AND ANYONE SMART ENOUGH CAN EASILY GET AROUND THAT WITHOUT A LOT OF DIFFICULTY. WHAT IT DOES DO, THOUGH, IS STOP FAMILY REUNIONS FROM TAKING PLACE IN ALLEN OR A LARGE FAMILY THAT'S LOOKING TO AVOID HEFTY HOTEL COSTS FROM STAYING IN ALLEN AND CAUSING THOSE INDIVIDUALS TO RENT IN NEIGHBORING CITIES WHERE THEY'LL SPEND THEIR MONEY INSTEAD. MY LARGEST CONCERN IS WHAT SORT OF IMPACT THIS WILL HAVE ON SMALL BUSINESSES AND PRIVATE INDIVIDUALS LOOKING TO MAKE SOME EXTRA CASH ON THE SIDE. THE FINE, INCLUDING THE ORDINANCE, IS $2,000 PER OFFENSE PER DAY. A LARGE COMPANY WILL EASILY NAVIGATE ALL OF THE ADDITIONAL RED TAPE BEING ASKED OF THIS, BUT SMALLER OWNERS ARE TAKING A HUGE RISK. CWD HAS BEEN SERVICING THE CITY OF ALLEN SINCE 1997. NOW, LET'S THINK ABOUT THAT. WHAT DID ALLEN LOOK LIKE IN 1997? THIS BUILDING WASN'T HERE. CITY HALL WAS WHERE THE PARKS DEPARTMENT IS. THERE WAS LESS THAN 10,000 HOMES. NOW THERE'S 20,000 HOMES. THE ONLY RESTAURANT WEST OF 75 WAS MCDONALD'S. NOW THERE'S OVER 210 RESTAURANTS. WHEN CWD WAS AWARDED THE CONTRACT, WE HAD LESS THAN TEN MUNICIPALITIES. NOW WE HAVE 30. THE CITY OF ALLAN'S GROWN, SO HAS CWD. BUT ONE COMMON THEME IS CWD AND THE CITY OF ALLAN, YOU'RE ALWAYS HAVE BEEN ONE OF OUR FAVORITE CUSTOMERS AND OUR CROWN JEWEL IN OUR CUSTOMER SERVICE PORTFOLIO . THE CWD SERVICES, YOUR TRASH FIVE DAYS A WEEK AND YOU CAN SEE THOSE ARE CNG TRUCKS, WHICH IS COMPRESSED NATURAL GAS. WE DO THAT FOR [INAUDIBLE] ISSUES AND THE QUALITY IN THE CITY OF ALLAN. THAT WAS AN INCREASE OF 48% OF THE BULK PROGRAM. SO THAT SHOWS THAT THE METRICS SHOW THAT THE PROGRAM WAS SUCCESSFUL. THE RECYCLING SERVICE. THERE IS SUE KACINES, SHE'S A FORMER PRESIDENT OF KEEP AMERICA-- KEEP ALLEN BEAUTIFUL BOARD ON [INAUDIBLE] RECYCLING. RECYCLING IN ALLEN HAS CHANGE A LITTLE BIT. HOW MANY RESIDENTS WERE HERE IN 2005? RAISE YOUR HAND IF YOU'RE A COUNCIL MEMBER. IF YOU REMEMBER BACK THEN, YOU HAD THE GREEN CART. WE WORKED WITH CITY STAFF IN 25 AND SWITCHED IT TO THE 95 GALLON CART. AND ONE REASON WE DID THAT MAKE IT SINGLE STREAM. AND A LOT OF THE RESIDENTS WERE GOING WELL RECYCLING AND ALLEN IS EVERY OTHER WEEK AND NOT WEEKLY LIKE SOME COMMUNITIES. CWD WORKED WITH ALLEN'S STAFF, WE WANTED TO GIVE THE MOST COST EFFECTIVE WAY TO PROVIDE RECYCLING. AND IF YOU-- THE AVERAGE FAMILY OF FOUR, WHEN YOU GO BY AND PICK UP RECYCLING EVERY SINGLE WEEK, THAT BLUE CAR, IT'S ONLY 50% FULL. SO YOU'RE PAYING FOR SERVICE YOU'RE NOT DOING. NOW WHEN IT'S EVERY OTHER WEEK, IT'S COMPLETELY FULL. AND CITY OF ALLEN'S BEEN AWARDED MANY NUMEROUS AWARDS WE'LL TALK ABOUT FOR THEIR INNOVATIVE RECYCLING PROGRAMS. AND ALSO THE COMPOST PROGRAM, WHEN CWD WAS AWARDED THIS PROGRAM IN 1997, CITY OF ALLEN WAS THE SECOND COMMUNITY IN THE NORTH TEXAS MUNICIPAL WATER DISTRICT TO ENHANCE THEIR PROGRAM WITH YARD WASTE PROGRAM. THIS IS WHERE RESIDENTS PUT OUT YARD WASTE. IN THE LAST YEAR, WE RECYCLED 420 LBS PER MONTH [INAUDIBLE] YARD WASTE. AND ALSO THAT-- HOLD ON. GOES INTO THE--. PARDON ME. THE POUNDS PER HOUSEHOLD PER HOME. IN 2021, RESIDENTS RECYCLE 10,700 TONS OF RECYCLING. THAT BREAKS DOWN TO 60 LBS PER HOME PER MONTH. IN THE BLUE CART, THAT'S AROUND 40 LBS PER HOUSEHOLD AND THE YARD WASTE IS AROUND 13 LBS, THE REMAINING 7 LBS IS YARD WASTE. IT INCREASED 6% FROM 2021 TO 20. AND WHY THAT'S IMPORTANT--. WHAT'S IMPORTANT IN THE BLUE CART? BECAUSE WE HAVE RECYCLING REVENUE SHARE. EVERYTHING THAT'S PUT IN THE BLUE CART IS TAKEN BACK TO CWD, OUR 2010 CALIFORNIA CROSSING. SO WE HAVE RECYCLING FACILITY IS [INAUDIBLE] WHERE TEXAS STADIUM USED TO BE AND WE GIVE A RECYCLING REVENUE SHARE AND EVERY YEAR IT'S APPROXIMATELY $50,000 DEPENDS ON THE TONS. IN THE PAST TEN YEARS, WE'VE SHARED OVER $80,000 WITH THE CITY OF ALLEN. AND ALSO IN 1997, THE CITY OF ALLEN WAS EXPERIENCING A LOT OF MULTIFAMILY, SO THEY STARTED MANDATING MULTIFAMILY RECYCLING. THERE IS RECYCLING AT SETTLER'S GATE AND LAST YEAR WE RECYCLED 463 TONS OF RECYCLING FROM THE MULTIFAMILY. CITY OF ALLEN WAS THE FIRST COMMUNITY IN COLLIN COUNTY TO MANDATE MULTIFAMILY RECYCLING. ALSO WE DO RECYCLING AT THE COMMERCIAL BUILDINGS. THERE'S THE DELTA MARRIOTT ON THE LEFT AND ON RIGHT THERE'S A RECYCLING OF THE RESTAURANT THAT COOKS REALLY GOOD, SMOKED BACON, SMOKED HICKORY BACON. PARDON ME, BAINE. BUT YOU KNOW WHAT I'M TALKING ABOUT? SMOKED [INAUDIBLE] BACON. WE ALSO HAVE WORKED WITH THE ALLEN SCHOOL DISTRICT. THERE'S 23 SCHOOLS IN THE ALLEN. WE SERVE THEM TWICE A WEEK WITH SINGLE STREAM RECYCLING AND 95 GALLON CART. THE ALLEN SCHOOL DISTRICT IS RECYCLING AROUND 56 TONS PER HOME PER MONTH. IN 2012, THE SCHOOL DISTRICT BUILT THIS LITTLE FOOTBALL STADIUM UP THE ROAD ON GREENVILLE ROAD, AND SOON THEREAFTER WE RECYCLED OUT-- WE PUT OUTDOOR RECYCLING CONTAINERS THERE. SOON THEREAFTER, WE ALL [INAUDIBLE] ALLEN ISD WON THREE STATE CHAMPIONSHIPS. WE WERE THE FIRST COMMUNITY TO ACTUALLY DO OUTDOOR RECYCLING AT THE FACILITY. SO I DON'T KNOW IF IT WAS BECAUSE OF THE OUTDOOR RECYCLING OR THE QUARTERBACK FOR THE ARIZONA CARDINALS, BUT ANYWAY, YOU GUYS WON THREE STATE CHAMPIONSHIPS AFTER THAT. [LAUGHTER] NOW, ABOUT THE SERVICE OPPORTUNITIES, THIS IS REALLY WHERE THE RUBBER MEETS THE ROAD. WE'RE IN YOUR COMMUNITY SIX DAYS A WEEK PROVIDING SOLID WASTE SERVICES. IN 2021, WE HAD 3.9 SERVICE OPPORTUNITIES TO FAIL OR SUCCEED. THAT'S BASICALLY 165 TIMES RESIDENT CALLED IN CITY STAFF AND SAID, CWD MISSED MY TRASH RECYCLING OR BOTH. EVEN THOUGH THAT NUMBER IS A LITTLE BIT HIGH FROM THE LAST YEAR, WE WERE WORKING WITH STAFF GOING IN THE RIGHT DIRECTION AND SO FAR IN 2020, IT'S GOING DOWN IN THE RIGHT DIRECTION EVEN THOUGH OUR INDUSTRY AVERAGE IS 1.0. AND YOU CAN SEE THROUGHOUT THE YEARS IT'S CHANGED AND IT'S BEEN A LITTLE BIT CHALLENGING, AND ONE REASON WHY IT'S GONE UP IS COVID REALLY AFFECTED US THE FIRST QUARTER OF THE YEAR. IT'S AFFECTED EVERYBODY BECAUSE IT SPIKED AGAIN AND IT SPIKED OUR WORKFORCE. AND THAT WAS ONE REASON IN THE FIRST QUARTER OF THE YEAR WE HAD A HIGH NUMBER OF MISSES, BUT HOPEFULLY THAT IN THE NEXT COUPLE OF MONTHS WE HAVEN'T HAD A COVID EXPERIENCE. NOW ONE THING BEING LOCALLY OWNED AND OPERATED, CWD REALLY GETS INVOLVED WITH THE COMMUNITY. WHEN COVID HIT, A LOCAL RESIDENT, CHRISTINE CHANG, CONTACTED US AND SAID, I WANT TO DO SOMETHING FOR YOUR DRIVERS. [00:35:05] WELL, I DON'T KNOW WHAT I WANT TO DO, BUT I WANT TO FEED THEM OR SOMETHING. AND THIS IS WHEN COVID FIRST HIT. NOBODY REALLY KNEW WHAT TO DO. WELL, SHE PARTNERED WITH THEIR HOA AND CHICK-FIL-A AND ACTUALLY COLLECTED ALL THE FOOD HERSELF. AND WE WORKED WITH CITY STAFF AND THE DRIVERS CAME UP IN FRONT OF THE CITY HALL AND WE FED THEM. THIS WAS A GREAT WAY OF THE RESIDENTS SHOWING OUR DRIVERS THEY APPRECIATE ALL THE EFFORTS TO DO AND DURING THE PANDEMIC. AND ANOTHER WAY IS WE'RE ALWAYS INVOLVED IN THE COMMUNITY. WE'VE WORKED THE GREAT AMERICAN CLEANUP. THE BOTTOM RIGHT IS AFFABLE SHELLEY GEORGE THEY'RE COLLECTING GLASSES WITH THE LIONS CLUB AND THE KEEP AMERICA BEAUTIFUL IS REALLY CHANGED. DURING THE--. WHEN WE FIRST STARTED 20 YEARS AGO, WE WERE DOING A LOT OF CLEANUPS WITH OPEN TOPS AND THINGS OF THAT NATURE. NOW IF YOU SHOW UP AT ONE OF THESE EVENTS, THERE'S NO MATERIAL TAKEN TO THE LANDFILL. THE CITY OF ALLEN STAFF HAS BEEN REALLY INNOVATIVE AND DIVERTED A LOT OF MATERIALS FROM THE LANDFILL. AND WE'VE ALSO WORKED WITH THE FIRST UNITED METHODIST CHURCH WITH CHANGE THE WORLD PROJECT. IT'S THE LARGEST ZERO WASTE IN NORTH TEXAS, AND I STILL REMEMBER WHEN TONY HILL FIRST CALLED ME AND SAID HE NEEDED MY HELP. IT MADE ME REAL EXCITED BECAUSE I USED TO WATCH HIM CATCH THE FOOTBALL GROWING UP. AND BEING INVOLVED IN A COMMUNITY, STEVE MASSEY IS ONLY GIVE ME A FEW MINUTES TO SPEAK, BUT BASICALLY ANY COMMUNITY EVENT FROM THE ROTARY CLUB TO THE LIONS CLUB TO THE ALLEN CHAMBER OF COMMERCE, WE'RE INVOLVED MAKING AN EVENT. THERE, WE WORK WITH THE ALLEN EDUCATION FOUNDATION ON ALLEN EAGLE RUN, IN THE HOLIDAY RUNS INTO THE GOLF TOURNAMENTS. WE TRY TO MAKE ANY COMMUNITY EVENT THAT'S OUTSIDE A GREEN EVENT AND PROMOTE RECYCLING. AND WE'VE ALSO ADOPTED A HIGHWAY WITH A PARTNER OF JQ RESOURCES. ONCE A QUARTER THEY GO OUT AND THEY CLEAN THE HIGHWAY, AND I KNOW MAYOR FULKS HAS DONATED PART OF HIS SALARY, I BELIEVE, TO THAT NONPROFIT GROUP. AND WE ALSO DONATE OUR ONCE A MONTH-- [INAUDIBLE] ONCE A QUARTER, WHEN THEY CLEAN THAT UP, WE GIVE A STIPEND TO THEM FOR WORKING WITH US. THIS IS ALLEN RECYCLES DAY. THIS HAPPENS IN THE FALL EVERY YEAR. THIS IS A GREAT EVENT THAT ALLEN RESIDENTS CAN RECYCLE OF USED ELECTRONICS AND PROPERLY DISPOSE OF MEDICINE. AND THEY'RE THE TOYS FOR TOTS, WE'VE BEEN WORKING WITH THE TOYS FOR TOTS FOR THE PAST TEN YEARS. THERE'S FORMER MAYOR DEBBIE STOUT BEING A GREAT RECYCLING ELF THERE. AND WE'VE ALSO WORKED WITH THE ROTARY CLUB FOR THE PAST TEN YEARS. WE'VE BEEN PARTNERING WITH THEM ON THE HOLIDAY PARADE. AND I'D BE [INAUDIBLE] TO SAY THAT DONNA CLEAVER WORKED FOR THE CITY OF ALLEN FOR OVER TEN YEARS. SHE RECENTLY LEFT. THAT WAS HER LAST EVENT, OFFICIAL EVENT FOR THE CITY OF ALLEN. SHE WAS A GREAT PARTNER FOR CWD AND THE CITY OF ALLEN. AND AS WE'VE TALKED ABOUT BEFORE, CITY OF ALLEN AND THE CWD HAS WON NUMEROUS AWARDS. EVEN LAST YEAR, THEY WON NUMEROUS AWARDS FROM THE NORTH TEXAS CORPORATE RECYCLING COUNCIL. THERE ARE STAFF RECEIVING SOME OF THEIR AWARDS PRACTICING COVID PRACTICES, AND THE CITY OF ALLEN HAS WON NUMEROUS AWARDS IN OUR PAST--. YOU KNOW, A LOT OF THE AWARDS ARE REALLY NICE AWARDS. SOME OF THE AWARDS HAVE MONETARY AMOUNTS. CITY OF ALLEN'S BEEN LUCKY ENOUGH TO WIN THREE KEEP TEXAS BEAUTIFUL AWARDS, GOVERNMENT COMMUNITY ACHIEVEMENT AWARDS WHICH AS A AWARD WINNER GETS $270,000. ON THE RIGHT, IT WAS THE FIRST TIME THEY WON WAS IN 2014. AND THERE'S ON THE LEFT, COUNCIL MEMBER JOEY HARROLD, AND THEY'RE BEING AWARDED AGAIN THE GOVERNMENT COMMUNITY ACHIEVEMENT AWARD THIS YEAR IN JUNE. THE CITY OF ALLEN IS GOING TO HAVE WON OVER $800,000 FROM TXDOT FOR THEIR ENVIRONMENTAL PROGRAMS. THAT'S ONE OF THE TOP PROGRAMS IN THE STATE OF TEXAS. YOU GUYS SHOULD BE REALLY PROUD OF YOURSELF. THESE ARE THE ENVIRONMENTAL SAVINGS SAVED IN 2021. AND EVERY YEAR WE WANT TO THANK YOU FOR OUR PARTNERSHIP. WE HAVE SOME RECYCLED GIFTS FOR YOU THAT WERE MADE FROM RECYCLED MATERIALS. WE PRESENTED THESE TO CITY HALL EARLY THIS MORNING AND THIS IS ACTUALLY DURING A PARADE AT CITY OF ALLEN THAT SOME RESIDENTS MADE THIS UP AND SAID, CWD ROCKS. FAIRLY EQUALLY DISTRIBUTED AMONG THE COMMUNITY, FOR OBVIOUS REASONS, TO DISTRIBUTE CALL VOLUME, TO RESPOND TO A GROWING POPULATION OVER TIME. EACH OF THESE STATIONS HAS BEEN BUILT IN ORDER ESSENTIALLY ONE THROUGH FIVE. A LITTLE BIT OF HISTORY, FIRE STATION ONE USED TO BE DOWNTOWN, BUT IS NOW IN CLOSE PROXIMITY OF A CENTURY PARKWAY. BUT OTHER THAN THAT, GENERALLY BUILT IN THIS ORDER, IN THIS PROXIMITY AND FIRE STATION, NUMBER SIX TO FURTHER THAT POINT, IS LOCATED, AS YOU'LL NOTICE, MUCH CLOSER TO STATE HIGHWAY 121, WHERE A LOT OF DEVELOPMENT ACTIVITY IS TAKING PLACE TODAY. CONSTRUCTION ACTIVITY VERY VISIBLE TO PEOPLE TRAVELING BY, BUT ALSO THERE'S A LOT OF ACTIVITY TAKING PLACE BEHIND THE SCENES RELATED TO PLANNING AND ENGINEERING ACTIVITIES FOR FUTURE DEVELOPMENT ALONG 121. SO MY POINT WITH THIS SLIDE IS THAT IT IS TIME TO BUILD FIRE STATION NUMBER SIX AND THE LOCATION IS DELIBERATE FOR THAT REASON. THAT'S ABOUT THE SIMPLISTIC, MOST SIMPLE THING ABOUT THIS SITE THAT I CAN SAY. EVERYTHING ELSE IS VERY COMPLICATED. YOU KNOW, WE'RE LOOKING AT A PIECE OF PROPERTY LOCATED AT RIDGEVIEW AND WATTERS ROAD. IT'S THE INTERSECTION OF TWO MAJOR THOROUGHFARES, AND IT'S A TRIANGULAR PIECE OF PROPERTY FRAUGHT WITH SEVERAL DESIGN CHALLENGES. STARTING WITH THE FACT THAT IT IS TRIANGULAR, IN DEVELOPMENT TERMS, THAT'S A VERY DIFFICULT GEOMETRY TO DEAL WITH WHEN YOU'RE TRYING TO SQUARE UP A BUILDING, SO TO SPEAK, THEN YOU THROW A CREEK RUNNING DOWN THE MIDDLE OF IT AND COVERING A LOT OF THAT PROPERTY ITSELF AND PUSH IT STRAIGHT UP AGAINST TWO BUSY STREETS IN TERMS OF ACCESS MANAGEMENT, AND WE'VE GOT OURSELVES A CHALLENGE TO IMPLEMENT. AND SO THE DESIGN TEAM LOOKED AT A VARIETY OF SITE PLAN ORIENTATION, AND WHERE WE LANDED ON IS ONE THAT REALLY PULLED THE BUILDING UP CLOSE TO RIDGEVIEW DRIVE AND REALLY IMPLEMENTED WHAT I WOULD CONSIDER TO BE THE MINIMUM SETBACK THAT WE WOULD TOLERATE FOR REALLY ANY CONSTRUCTION, MUCH LESS A FIRE STATION. AND THAT ACTUALLY ACCOMPLISHED SEVERAL DIFFERENT THINGS. SO TO ORIENT YOU TO THE SITE, RIDGEVIEW DRIVE IS ALONG THE NORTH OR THE PLANNED NORTH OR TOP OF THE EXHIBIT, AND THEN WATTERS ROAD IS ALONG THE RIGHT HAND SIDE HERE. YOU GOT THE VISITOR'S PARKING, THE FIREHOUSE PROPER AND THEN THE APPARATUS BAYS HERE, AND WE PUSHED THE APPARATUS BAYS FARTHER AWAY FROM THE INTERSECTION DELIBERATELY SO THAT THERE'S MAXIMUM MOBILITY AND ACCESS OFF OF RIDGEVIEW DRIVE TO GO EITHER DIRECTION AND NOT COMPETE TOO MUCH WITH THE CONGESTION THAT MAY OCCUR AT THE INTERSECTION. BUT AS YOU MAY ALREADY KNOW, THE ORIENTATION OF THE FIRE STATION IS DELIBERATE, THAT APPARATUS EXIT OUT OF THE BAY TO RIDGEVIEW, LIGHTS AND SIRENS, AND THEN RETURN FROM WATTERS ROAD WITHOUT LIGHTS AND SIRENS. SO ALSO NOTICE ONE OF THE CHALLENGES ASSOCIATED WITH THE SITE IS CLOSE PROXIMITY OF RESIDENCES. [00:50:03] SO THAT ORIENTATION WAS THOUGHTFUL AND DELIBERATE AS WELL AS PULLING THE BUILDING UP TOWARDS RIDGEVIEW, WE ACCOMPLISH A GREATER DISTANCE FROM THE THE STREAM RUNNING THROUGH, BUT YOU ALSO PROVIDE A GREATER BUFFER FROM THE EXISTING RESIDENCES AND PRESERVATION OF AS MANY TREES AS POSSIBLE. SO A COUPLE OF RENDERINGS TO JUST ILLUSTRATE WHAT THE NEW FIRE STATION WILL LOOK LIKE. THIS IS AN OBLIQUE VIEW LOOKING FROM RIDGEVIEW AT THE STATION SHOWING THE CLOSE PROXIMITY TO RIDGEVIEW. A BROADER VIEW AT STREET ELEVATION SHOWS YOU THE FULL SCOPE AND WIDTH OF THE BUILDING. ANOTHER THING THAT I LIKE ABOUT THIS VIEW, WHICH IS RELATED TO THE CLOSE BUILDING SETBACK UP AGAINST RIDGEVIEW, IS IT SORT OF HARKENS THAT OLDER NOSTALGIC FIREHOUSE DESIGN WHICH WAS SO DELIBERATE WITH THIS PARTICULAR FIRE STATION. EACH ONE HAS ITS OWN UNIQUE LOOK AND VISION, AND THIS ONE IS NO DIFFERENT WITH THAT CALLING UPON CERTAIN NEW ENGLAND STYLE ARCHITECTURE WITH THE FENESTRATION, THE TWO STORY LOOK OVER THE APPARATUS BAYS, THE FOLDING DOORS THAT YOU MIGHT RECALL FROM SEEING IN, YOU KNOW, CINEMA OR YOUR TRAVELS LIKE GHOSTBUSTERS FROM NEW YORK. SO WHAT YOU'RE LOOKING AT IS THE BAYS ON THE RIGHT. THERE'S NOT A USABLE SPACE UP ABOVE. THOSE ARE DECORATIVE WINDOWS, PERHAPS A MECHANICAL MEZZANINE, IF YOU WILL. BUT THIS IS THE MAIN ENTRANCE HERE, DORMITORY WINDOWS ON THE LEFT. MATCHING UP WITH THIS ELEVATION, THE NEXT SLIDE SHOWS DIRECTLY WHAT YOU'RE LOOKING AT INTERNALLY. IF WE WERE TO SLICE THE TOP OFF OF THE BUILDING AND PULL THE ROOF OFF AND LOOK DOWN FROM ABOVE, AGAIN, THAT VIEW THAT YOU SAW JUST A MOMENT AGO IS LOOKING FROM THE BOTTOM OF THE SCREEN UP. THESE ARE THE APPARATUS BAYS, THE FRONT ENTRANCE HERE, THE DORMITORIES ALL SITUATED HERE, AND THEN YOU'VE GOT THE LIVING SPACE, INTERIOR, MEN'S AND WOMEN'S LOCKER ROOMS, THE DAY ROOM. AND THEN YOU'VE GOT THE MOST IMPORTANT LIVING SPACE AT THE BACK FACING THE TREES, WHICH IS ANOTHER POINT I'D LIKE TO MAKE IS YOU'VE GOT THE FITNESS AREA OVERLOOKING THE GREENBELT AND THEN THE DINING SPACE AND KITCHEN THAT OPENS UP TO A PATIO ELEVATED ABOVE THE CREEK. A LOT OF OUR PROJECTS WE SHELVED AT THAT POINT FOR A GOOD 6 TO 8 MONTHS TRYING TO FIGURE OUT WHAT WAS THE NEXT STEPS FOR US. RIGHT WHEN WE FELT COMFORTABLE TO RESTART, WE DID. AND SO WE THEN WENT THROUGH AT THAT TIME AND UPDATED THE PARKS AND RECREATION BOARD THROUGH THAT PROCESS. I SHOULD ALSO MENTION DIRECTOR FLANIGAN IS GOING TO TALK ABOUT THE TRAFFIC STUDY THAT WE ALSO COMPLETED AS PART OF THIS PROJECT. FROM THE TRAIL TO PAVILION TO A PLAYGROUND, WE HAD SIGNAGE SHOWING EXACTLY WHERE THE PLAYGROUND WOULD GO, WHERE THE SPORT COURT WOULD GO, AND WHEN WE WERE OUT THERE TALKING THROUGH WITH THE RESIDENTS AND GOT SOME REALLY GREAT FEEDBACK, THEY WERE VERY EXCITED FOR THIS TO BE MAKING PROGRESS. WE LET THEM KNOW THAT WE WERE STILL FINALIZING THE CONSTRUCTION DOCUMENTS AT THAT TIME AND WE WERE HOPING HERE BY MARCH TO BE ABLE TO COME TO COUNCIL TO PRESENT. SO AS I MENTIONED, HOPING THAT THE COUNCIL WOULD BE ABLE TO AWARD THIS THIS EVENING, CONSTRUCTION WITH COLE WOULD BE ABLE TO BEGIN BEFORE JUNE THE FIRST AND WE WOULD ANTICIPATE PARK OPENING IN LATE SPRING OF 2023. WE'RE LOOKING TO CLOSE IT OFF, ADD THE EIGHT HEAD IN PARKING SPACES AND REALLY BEING A CONTINUOUS PIECE OF THE PARK. HAVING THAT FENCING THERE, THAT WAS A BIG SAFETY CONCERN THAT THE RESIDENTS VOICED WITH US. SO WE FELT IT WAS IMPORTANT NOT TO HAVE A ROAD DIVIDE, THE TWO PARK PARCELS. AND THAT'S WHEN WE'RE TALKING THROUGH ALL THE WAY BACK TO 2017 AND 2019, AND THE PUBLIC INPUT MEETINGS IS WHAT WE HEARD FROM THE MAJORITY OF THE RESIDENTS. SO [INAUDIBLE] THE NEED, THE MASTER PLAN HAS SHOWED THE CONTINUOUS AREA RIGHT THERE WITH JUST A FEW PARKING SPACES TO HELP WITH THE NEIGHBORHOOD. SO I'M GOING TO PASS IT OFF TO DIRECTOR FLANIGAN. GLENWICK DRIVE, IF YOU COULD SEE MY CURSOR HERE, IS LOCATED AT THE INTERSECTION OF US-75. THIS IS A BIT OF A PARTICULARLY TRICKY INTERSECTION. WHEN US-75 WAS BEING EXPANDED IN 2017 BY TXDOT, I ACTUALLY GOT PERSONALLY INVOLVED WITH THE GEOMETRY OF GLENWICK PLACE, BECAUSE TXDOT HAD DESIGNED THE RELOCATION OF THE EXIT RAMP IN SUCH A WAY THAT NOW GLENWICK DRIVE WAS IN A KIND OF AN ODD ANGLE WITH THE US-75 EXIT RAMP, AND SO I WORKED WITH TXDOT, WHICH YOU MIGHT BE ABLE TO SEE ON THE SHADING HERE, THERE'S A SLIGHTLY LIGHTER SHADING THAT MAKES THE RADIUS OF THAT INTERSECTION BIGGER SO THAT A CAR CAN ACTUALLY TURN AND TURN INTO A SINGLE LANE. AND THEN THERE WAS SOME STRIPING AND ADDITIONAL SIGNAGE ADDED TO HELP WITH THAT CONVERGENCE. AND WHAT I MEAN BY THAT IS HERE'S YOUR STREET LEVEL VIEW AS INDICATED BY THE ORANGE ARROW, APPROXIMATELY ORIENTED TOWARDS US-75 IN THE BACKGROUND, THE ALLEY RIGHT HERE IS IN THE FOREGROUND, LOCATED RIGHT HERE BEHIND THESE HOMES, THE EXISTING ROLLING HILLS PARK OFF TO THE RIGHT HERE. NOW, AS WE DRIVE PAST THAT, THEN OUR VIEW SHIFTS DOWN HERE TO THE ACTUAL VIEW OF THE INTERSECTION. [01:15:08] LOOKING TOWARD THE NORTHBOUND FRONTAGE ROAD TO ONCOMING TRAFFIC. AND SO JUST WITH THAT CONTEXT BEHIND US, A BIGGER OVERVIEW, THE RED BOX ILLUSTRATING THE KIND OF THE AERIAL THAT I WAS SHOWING YOU BEFORE, THIS LARGER NEIGHBORHOOD WIDE GRAPHIC IS MEANT TO DEPICT THE CHOICES OF ENTRANCES AND EXITS IN AND OUT OF THE NEIGHBORHOOD. THIS IS ONE OF FOUR. AND SO KATE HAD MENTIONED ABOUT THE THE IDEA UNVEILED AT A PUBLIC MEETING IN AUGUST OF 2019. AND I WAS PERSONALLY INVITED TO ATTEND THAT MEETING IN ORDER TO ANSWER QUESTIONS RELATED TO THIS POTENTIAL CONCEPT AND HEAR FIRSTHAND FEEDBACK GIVEN AT THE MEETING. AND GOING INTO THAT MEETING, MY PROFESSIONAL INTUITION WAS THAT THIS WOULD BE A REASONABLE ADJUSTMENT TO ACCOMMODATE WHAT THE PARKS DEPARTMENT WANTED TO DO WITH THIS PARK. AND EMBOLDENED BY, I WOULD SAY, THE OVERWHELMING MAJORITY OF RECEPTION TO THE IDEA, THERE WERE A COUPLE OF COMMENTS EXPRESSED ABOUT CONCERN, BUT OVERWHELMINGLY THE MAJORITY WAS SUPPORT OF THIS. SO EMBOLDENED BY THAT, AND RATHER THAN JUST RELYING ON PERSONAL AND PROFESSIONAL INTUITION, WE HIRED AN INDEPENDENT ENGINEERING OPINION REPRESENTED BY KIMLEY-HORN, WHO DID A TRAFFIC ANALYSIS. AT MY SUGGESTION TO KIMLEY-HORN, I HAD SUGGESTED THERE'S NO BETTER WAY TO EXAMINE THIS THAN TO ACTUALLY JUST TEST IT OUT RIGHT. SO SHORTLY AFTER THEY WERE HIRED, THE ROAD WAS ACTUALLY CLOSED FOR A WEEK AND TRAFFIC VOLUMES WERE MEASURED BOTH BEFORE AND AFTER IN ORDER TO QUANTIFY POTENTIAL DELAYS, CHANGE IN TRAFFIC PATTERNS, CHANGE IN VOLUME COUNTS, ETC. LEVEL OF SERVICE IS WHAT WE KIND OF LIVE AND DIE BY IN TRAFFIC ENGINEERING, AND SO THAT'S ANOTHER MEASURE. WHAT I'VE INCLUDED IN THIS SLIDE HERE IS AN EXCERPT FROM THAT ENGINEERING STUDY, WHICH SHOWS A SOMEWHAT COMPLICATED TABLE THAT IDENTIFIES THAT LEVEL OF SERVICE COMPARISON BEFORE AND AFTER. AND THE CLIFF NOTES, OR THE SUMMARY, IS UNDERLINED IN RED, WHICH THE PROPOSED CLOSURE HAS VERY LITTLE OPERATIONAL IMPACT ON ADJACENT INTERSECTIONS. SO WHAT THE QUANTIFICATION OF THE IMPACTS REVEALED TO US IS THAT MY INTUITION WAS CORRECT AND THAT GIVEN THE SIZE OF THE NEIGHBORHOOD AND THE TRAFFIC VOLUMES THAT WE'RE CONSIDERING, THERE WAS NEGLIGIBLE IMPACT TO THE NEIGHBORHOOD OR THE OTHER THREE ENTRANCES AND EXITS TO THE NEIGHBORHOOD. THE ENGINEER ATTEMPTED TO QUANTIFY A POTENTIAL COMMUTER DELAY AS REPRESENTED BY RE -NAVIGATING TO OTHER ENTRANCES, AND AT MOST THAT WAS 45. BUT THE OVERWHELMING MAJORITY WAS FAR LESS THAN THAT, AT LESS THAN BETWEEN 15 AND 30 SECONDS. I WANT TO UNDERSCORE THAT EVEN THOUGH ONE ENTRANCE AND EXIT IS BEING TAKEN WITH THIS PROJECT, IT STILL COMPLIES WITH CITY CODE BASED ON THE SIZE OF THE NEIGHBORHOOD. THE NUMBER OF ENTRANCES AND EXITS IS STILL MET WITH THE THREE PROVIDED AND CITY SERVICES, WHETHER IT'S SOLID WASTE, EMERGENCY SERVICES OR OTHERS ARE UNAFFECTED BY THIS PROPOSED CHANGE. AND SO THAT REALLY CONCLUDES--. ON THE CITY SERVICES PORTION, DID YOU SPECIFICALLY TEST WITH EMERGENCY VEHICLES? NO, THE ENGINEER DID NOT TEST THAT WITH EMERGENCY VEHICLES, BUT THE FIRE DEPARTMENT WAS CONSULTED WITH REGARD TO THIS CONCEPT, AND THERE WAS NO EXPRESSION OF CONCERN ASSOCIATED WITH THIS. SO THAT WAY THERE'S FENCING ON BOTH SIDES TO BE ABLE TO CATCH ANY OF THE LITTLE RUNNERS. THAT WOULD HAPPEN, I HAVE A FIVE YEAR OLD. WE DID HEAR A COUPLE OF PEOPLE WHO WERE NOT HAPPY WITH THE POTENTIAL OF THE ROAD CLOSURE, BUT OVERWHELMINGLY INDIVIDUALS AND THE SAFETY CONCERNS AND REALLY HAVING THAT CONTINUOUS PARK AREA WAS OVERWHELMINGLY WHAT WE HAD HEARD AS A PARKS DEPARTMENT. BUT IT FITS WITHIN THE FOOTPRINT OF THE HIGHWAY HERE TODAY. I'M TALKING ABOUT, I THINK IT WAS 2048 FROM WHAT I SAW, THEY WERE TALKING ABOUT ADDING TWO MORE LANES AND THEN ONE MORE FOR THE SERVICE ROAD. SO JUST AFTER THE BRIDGE ON MCDERMOTT ROAD AND THE PROPERTY IS OUTLINED IN RED, THE SURROUNDING ZONING AND DEVELOPMENT INCLUDES A PD 54 TOWNHOME, PD 54 MULTIFAMILY. TO THE SOUTH, ACROSS MCDERMOTT DRIVE, THERE IS PD 55 COMMUNITY FACILITIES AND PD 26 SINGLE FAMILY. THE SUBJECT PROPERTY ITSELF IS CURRENTLY ZONED PD 100 OFFICE. FIRST, TO EXPAND THE USES THAT ARE PERMITTED ON THE SITE, AND SECOND, TO CHANGE THE ORIENTATION OF THE BUILDING AND IMPROVEMENTS ON THE SITE ITSELF. THE CONCEPT PLAN IS HERE BEFORE YOU. SO THEY ARE PROPOSING TO CHANGE THE BASE ZONING TO SHOPPING CENTER TO ALLOW RETAIL AND RESTAURANT USES. SO YOU CAN SEE THE 2600 SQUARE FOOT BUILDING THERE IN THE CENTER OF THE PROPERTY, PARTIALLY RESTAURANT AND PARTIALLY RETAIL. AND IF ANY OF YOU HAVE DRIVEN BY THE SITE, YOU KNOW, THERE ARE A LOT OF EXISTING CONDITIONS HERE. THE APPLICANT HAS BEEN WORKING DILIGENTLY WITH STAFF AND COMPLETED ALMOST COMPLETE ENGINEERING DRAWINGS UP TO THIS POINT, WHICH IS FAIRLY EARLY IN THE PROCESS TO HAVE DONE THAT. PART OF THIS IS DUE TO THE EXISTING FLOODPLAIN ON SITE. SO THE BLUE LINE HERE THAT I HAVE HIGHLIGHTED FOR YOU IS THE FULLY DEVELOPED FLOODPLAIN. SO THIS IS WHAT THE CITY OF ALLAN REGULATES. IT'S ACTUALLY MORE RESTRICTIVE THAN WHAT THE FEDERAL GOVERNMENT REGULATES, AND IT LOOKS AT WHAT A COMPLETE BUILD OUT OF THE CITY, WHAT WOULD THE FLOODPLAIN BE THEN? SO THROUGH THE DEVELOPMENT PROCESS, THE APPLICANT HAS LOOKED AT BOTH THE CITY REGULATED AND FEDERALLY REGULATED FLOODPLAINS AND HAS PROPOSED TO RECLAIM A PORTION OF THAT AND MOVE IT TO THIS BLUE LINE HERE. SO YOU CAN SEE IT FOLLOWS A RETAINING WALL THAT VARIES ON A HEIGHT FROM ZERO FEET TO SIX AND A HALF FEET TALL. AND THE APPLICANT HAS ALREADY MADE THEIR SUBMISSION TO FEMA AND HAS BEEN CONDITIONALLY APPROVED. SO THEY'VE GONE THROUGH THAT FULL PROCESS AND GOTTEN THAT APPROVAL. SO WE KNOW THAT IT IS VIABLE. AND YOU SEE THEY HAVE LEFT ADEQUATE ROOM NOT JUST FOR MAINTENANCE OF THE FLOODPLAIN ITSELF, BUT OF THE BUILDING AS WELL. LOOKING FURTHER AT THE SITE. ONE OF THE OTHER ITEMS THAT THEY'VE HAD TO CONTEND WITH IS BEING COMPLETELY SURROUNDED BY WHAT IS TECHNICALLY RESIDENTIAL ZONING DISTRICTS. SO IF YOU REMEMBER BACK TO THE AERIAL WE WERE LOOKING AT, YOU KNOW THEY ARE TO THE NORTH AND WEST-- OR TO THE NORTH AND EAST, COMPLETELY SURROUNDED BY THAT FLOODPLAIN AREA OPEN SPACE, THOUGH, IT IS TECHNICALLY A BASE ZONING OF A RESIDENTIAL DISTRICT WHICH WOULD IMPOSE MORE STRICT SETBACKS. THAT IS SPECIFICALLY RELATED TO THIS REAR SETBACK HERE. SO WITH THAT CHANGE OF BASE ZONING DISTRICTS, WE WOULD EXPECT THAT THIS REAR SETBACK WOULD ACTUALLY NEED TO BE 50 FEET WHEN ADJACENT TO A RESIDENTIAL PROPERTY. THE APPLICANT TONIGHT IS ASKING FOR A DEVIATION TO ZERO, WHICH IS TYPICAL WHEN ADJACENT TO ANOTHER COMMERCIAL PROPERTY, AND GENERALLY THAT ADDITIONAL SETBACK IS TO RESPECT ANY RESIDENTIAL ADJACENCIES. SINCE WE KNOW THAT THIS IS ALL ENCUMBERED BY FLOODPLAIN, THIS REDUCTION DOES MAKE SENSE. LOOKING SPECIFICALLY AT ACCESS TO THE SITE, THERE IS ONE POINT OF ACCESS. THE PREVIOUS PD DID ALSO SHOW ONLY ONE POINT OF ACCESS. THIS HAS BEEN VETTED BY THE FIRE DEPARTMENT, BY OUR COMMUNITY SERVICES DEPARTMENT, BY ENGINEERING AND ALL WELL REVIEWED AS THE BEST OPTION FOR THE SITE. YOU CAN SEE THE FIRE LANE DOES END A LITTLE BIT SHORT, LEAVING NOT JUST THE PROPOSED LOADING AND UNLOADING, BUT ACTUALLY SOME SPACE IN FRONT OF THE BUILDING FOR LOADING AND UNLOADING AS WELL. THERE ARE A FEW TURNAROUND SPOTS ON SITE FOR FOLKS WHO DO ENTER AND PERHAPS DON'T FIND A PARKING SPOT AND NEED TO TURN AROUND. AND SO EVERYBODY HAS DETERMINED THAT THIS IS FEASIBLE ON THE SITE. THERE IS ONE PROPOSED TRAFFIC IMPROVEMENT AND IT'S SHOWN HERE ON MCDERMOTT DRIVE. SO I CAN-- I LEFT THE BLUE ARROW UP FOR YOU SO YOU CAN KIND OF TRACK THAT. SO AS YOU'RE GOING EASTBOUND ON MCDERMOTT DRIVE, THERE IS THAT LEFT HAND TURN LANE THAT THE APPLICANT IS PROPOSING TO BUILD WITH THIS DEVELOPMENT. THERE IS ONE OTHER RETAINING WALL THAT I WANT TO SPEAK ABOUT BRIEFLY, AND WE'LL TALK ABOUT THIS A LITTLE BIT MORE WHEN WE GET TO THE DEVELOPMENT REGULATIONS AS WELL. BUT OBVIOUSLY, AS ANYBODY HAS DRIVEN, THEY'VE SEEN THE LARGE GRADE CHANGE ON THE SITE AND THERE IS ACTUALLY AN EXISTING SLOPE EMBANKMENT EASEMENT ACROSS THE FRONT OF THAT PROPERTY. AND THE APPLICANT TONIGHT IS PROPOSING TO GRADE AND CONSTRUCT WITHIN THAT EASEMENT. SO THE PROPOSED RETAINING WALL, WHICH I'VE HIGHLIGHTED, RANGES FROM ABOUT 0 TO 3 FEET, AND THAT WALL WOULD ACTUALLY HOLD MCDERMOTT DRIVE UP. SO ENGINEERING HAS REVIEWED--. WHAT WAS THAT [INAUDIBLE]? OH, I'M SORRY. SO THE RETAINING WALL WOULD ACTUALLY HOLD A MCDERMOTT DRIVE UP, SO IT WOULD SUPPORT THAT. SO IN LIEU OF THE EXISTING SLOPE WHICH IS CURRENTLY HOLDING IT UP, THE RETAINING WALL WOULD SUPPORT IT. AND SO ENGINEERING HAS REVIEWED SOME PLANS TO DETERMINE THAT THAT IS FEASIBLE AND ACCEPTABLE IN THAT CONDITION. AND SO THAT IS AN IMPORTANT PART OF THIS PROPOSAL. [01:35:05] YES, IT IS. YEAH. WE'VE SEEN PRETTY THOROUGH ENGINEERING PLANS ON THIS SITE, INCLUDING A GRADING PLAN, AND SO THAT'S HOW WE WERE ABLE TO REVIEW THE SCHEMATICS FOR THE WALL THAT'S PROPOSED HERE, AND IT TIES TO THE FLOOD STUDY AS WELL. THOSE ELEVATIONS ARE PRETTY IMPORTANT IN THAT STUDY. THERE IS A PROCESS PIECE THAT'S ORIENTED WITH THIS, AND SO I'LL COVER WHAT THAT WOULD LOOK LIKE WITH THE DEVELOPMENT REGULATIONS. BUT WHEN WE GOT TO IT, I WANTED YOU TO HAVE AN ORIENTATION OF WHERE THAT RETAINING WALL WAS ON THE SITE. IS THERE-- YEAH, OF COURSE. IS THERE ANY EXTRA BOND INSURANCE THAT THEY HAVE TO MAINTAIN SO THAT IF THAT WALL GIVES AWAY, WE DON'T LOSE PART OF MCDERMOTT DRIVE? SO A PART OF THE DEVELOPMENT REGULATIONS IS GOING TO FOCUS ON A DEVELOPMENT AGREEMENT. SO AS WE WERE FORMULATING THE DEVELOPMENT REGULATIONS SPECIFICALLY FOR THE ZONING CASE TONIGHT, NOT ONLY DID THOSE QUESTIONS COME UP, BUT OF COURSE, JUST GENERAL LONG TERM MAINTENANCE AND RESPONSIBILITY, TIMING, WANTING TO MAKE SURE THAT WAS FULLY AND COMPLETELY IN PLACE BEFORE RELEASING THE EASEMENT, BEFORE ALLOWING THE FURTHER CONSTRUCTION, AND SO AT THAT POINT OF THE CONVERSATION WITH THOSE QUESTIONS, IT WAS DETERMINED THAT A DEVELOPMENT AGREEMENT WAS THE BEST PLACE TO HANDLE THAT. SO IN THE DEVELOPMENT REGULATIONS, SO THE PD THAT IS BEFORE YOU TONIGHT, IT WOULD AUTHORIZE THE CITY MANAGER TO EXECUTE A DEVELOPMENT AGREEMENT TO TALK THROUGH THOSE ITEMS. WE'VE HAD THOSE CONVERSATIONS WITH THE APPLICANT. SO THEY ARE AWARE THAT WE DO NEED TO IDENTIFY MOST OF THOSE. I'M NOT POSITIVE ABOUT THE BOND, AND I'M KIND OF LOOKING FOR CHRIS FLANIGAN, IF HE MIGHT KNOW THE ANSWER. I NEED TO JUST STAY CLOSER TO THE PODIUM TONIGHT. ONE, IT WILL CLEARLY ASSIGN RESPONSIBILITY FOR MAINTENANCE OF THE WALL AFTER THE SECOND COMPONENT, WHICH ACTUALLY COMES FIRST, IS GIVING THE PROPERTY OWNER THE PERMISSION BY ABANDONMENT OF WHAT'S CALLED A SLOPE EASEMENT, AND THAT RETRACTION OF THAT ENCUMBRANCE ON THE PROPERTY IS WHAT ALLOWS THEM TO BUILD AND MEET THE PARKING REQUIREMENTS, BECAUSE WITHOUT THE ABANDONMENT OF THAT SLOPE EASEMENT, THEY'RE NOT ABLE TO USE THE PROPERTY TO PARK THE USE. THERE'S A PRETTY FAR DISTANCE IN BOTH CIRCUMSTANCES AS WELL. OVER ON THE WESTERN PROPERTY LINE THAT SITUATION IS A LITTLE BIT DIFFERENT. AND SO I'VE KIND OF HIGHLIGHTED THAT AREA HERE WITH A BUBBLE AND YOU CAN SEE JUST A FEW FEET OUTSIDE OF THE PROPERTY LINE. THERE IS AN EXISTING RETAINING WALL AND ORNAMENTAL METAL FENCE ON THE VILLAS OF TWIN CREEK'S OPEN SPACE LOT. AND SO THEY HAVE AN EXISTING GRADE DIFFERENTIAL WHERE THE RESIDENTIAL HOMES ACTUALLY SIT HIGHER THAN THE COMMERCIAL PROPERTIES. SO THE APPLICANT IS PROVIDING TWO THINGS. SO FIRST, THEY'RE PROVIDING LANDSCAPING AS SHOWN HERE, SO EVERGREEN SHRUBS, AS WELL AS PRESERVING THE EXISTING TREE LINE. AND THEY ALSO PROVIDED A DETAIL TO KIND OF SHOW WHAT THAT GRADING LOOKS LIKE. THE DEVELOPMENT REGULATIONS, AND AS MENTIONED EARLIER, THEY ARE CHANGING THE BASE ZONING TO A SHOPPING CENTER ZONING DISTRICT AND ADOPTING THE EXHIBITS AS WE IDENTIFIED [01:40:04] . MODIFYING THE SCREENING AND REAR YARD SETBACK, AND I TOOK ONLY A PORTION OF THE RETAINING WALL SECTION THAT WE STARTED TO TALK ABOUT. THE WAY THAT IT WAS CODIFIED-- [INAUDIBLE] DETAILS, BUT THE WAY THAT IT WAS CODIFIED AND THE SYMBOLOGY AND THE ABBREVIATIONS THAT WERE USED, IT WAS INTERPRETED BY MUNICODE WHEN THEY CODIFIED OUR ORDINANCES TO REMOVE THESE SECTIONS FROM OUR CODE. SO WE'RE SIMPLY COMING BACK TO REINSERT THEM, JUST AS THEY HAVE BEEN FOR PROBABLY THE LAST TEN YEARS BEFORE THIS HAVE BEEN IN PLACE IN THE SAME LANGUAGE. WE'RE NOT PROPOSING TO DO ANYTHING DIFFERENT.
