MAYOR PRO TEM CHRIS SCHULMEISTER AND COUNCIL MEMBER DAREN MEIS ARE TRAVELING SO THEY WILL NOT BE WITH US HERE THIS EVENING.

SO WITH THAT, I WOULD INVITE EVERYONE THAT'S ABLE TO PLEASE STAND AND JOIN US IN THE PLEDGE OF ALLEGIANCE.

WELL, WE HAVE SOME KEEP TEXAS BEAUTIFUL AWARDS THAT WE'RE GOING TO PRESENT THIS EVENING.

WE HAVE FOUR SEPARATE AWARDS.

AND I WILL CALL JOSE DIAZ UP FRONT TO INTRODUCE THE AWARD WINNERS.

GOOD EVENING. MY NAME IS JOSUE DIAZ.

I'M AN EDUCATION SPECIALIST WITH THE CITY OF ALLEN AND I WORK AS STAFF SUPPORT FOR KEEP ALLEN BEAUTIFUL.

TODAY WE ARE HERE TO PRESENT FOUR AWARDS TO THE CITY COUNCIL IN THE CITY OF ALLEN.

I WOULD LIKE AT THIS TIME I WOULD LIKE TO ASK THE CHAIR, SUSAN PONDER, NASIMA CHOWDHURY, EUSTY HERMIDA, AND DEBBIE WALTERS FROM THE KAB BOARD, PLEASE COME DOWN TO THE FRONT. I WOULD ALSO LIKE TO ASK THAT THE TEACHERS FROM THE ALLEN ISD, KARIN ZURICH, LESLIE JANEK, KARRI DECKER, PLEASE COME TO THE FRONT.

THE FIRST AWARD IS THE SADIE RAY GRAFF AWARD.

THESE TEACHERS WERE ALL PART OF A CURRICULUM WRITING TEAM THAT COLLABORATED WITH EDUCATORS FROM THE CITY OF ALLEN.

TOGETHER, THEY CREATED AND IMPLEMENTED A UNIQUE, ENVIRONMENTAL BASED, GIFTED AND TALENTED CURRICULUM.

KEEP ALLEN BEAUTIFUL SUBMITTED THIS CURRICULUM TEAM FROM ALLEN ISD FOR THE KEEP TEXAS BEAUTIFUL BEAUTIFY TEXAS AWARD.

THE RESULT IS THAT THEY WON FIRST PLACE AND BEAT OUT OTHER APPLICANTS STATEWIDE.

THE AWARD WAS PRESENTED AT THE BEAUTIFY TEXAS AWARDS LUNCHEON AT THE END OF JUNE AT THE KEEP TEXAS BEAUTIFUL CONFERENCE IN AUSTIN.

CONGRATULATIONS TO ALLEN ISD.

KAB HAS WON THE GOLD STAR AWARD FROM KEEP TEXAS BEAUTIFUL FOR THE PAST 17 YEARS.

TO OBTAIN THE GOLD STAR STATUS THERE ARE VARIOUS CRITERIA THAT AFFILIATE OF KTB MUST MEET.

I WON'T GO INTO ALL OF THEM, BUT A FEW HIGHLIGHTS INCLUDE CONDUCTING A CITYWIDE CLEANUP, COLLABORATING WITH THE SCHOOL DISTRICT, CONDUCTING LITTER CLEANUPS AND COMMUNITY OUTREACH. THE NEXT AWARD IS THE SUSTAINED EXCELLENCE AWARD.

IT'S GIVEN WHEN AN AFFILIATE ACHIEVES A SCORE OF 90 ABOVE ON THE GOVERNOR'S COMMUNITY ACHIEVEMENT AWARD, ALSO KNOWN AS THE GCAA.

EVERY YEAR WE GET A SCORE BASED OFF 1 TO 100.

YOU HAVE TO BE OVER 90 TO BE OVER 90 YOU'RE DOING AWESOME.

IT DOESN'T MEAN THAT YOU WIN.

KAB HAS MAINTAINED A 90 OR ABOVE SCORE FOR THE PAST 15 YEARS CONSECUTIVELY SINCE WE STARTED GETTING IT BACK IN 2007.

WHICH BRINGS US TO THE FINAL AWARD PRESENTATION.

KEEP TEXAS BEAUTIFUL, AND THE TEXAS DEPARTMENT OF TRANSPORTATION SPONSORS THE GCAA, WHICH RECOGNIZES OUTSTANDING TEXAS COMMUNITIES FOR THEIR ACHIEVEMENTS IN THE FOLLOWING SEVEN AREAS COMMUNITY LEADERSHIP, PUBLIC AWARENESS, ENVIRONMENTAL EDUCATION, BEAUTIFICATION, AND COMMUNITY IMPROVEMENT, LITTER PREVENTION AND CLEANUP, SOLID WASTE MANAGEMENT AND LITTER LAW AND ILLEGAL DUMPING ENFORCEMENT.

IT IS A VERY RIGOROUS APPLICATION.

AND ALLEN WON THE 2022 GCAA IN POPULATION CATEGORY NINE WITH A SCORE OF 99.5. IT'S THE HIGHEST SCORE EVER.

[APPLAUSE] BECAUSE OF THIS WIN, THEY RECEIVED A LANDSCAPE PRIZE OF $290,000. IT IS OUR PRIVILEGE TO PRESENT THIS AWARD TO THE CITY COUNCIL.

THIS WAS ALLEN'S. YOU CAN ALSO SEE IT IN THE HALLWAY ON BEHALF OF KAB IN THE CITY OF ALLEN, MY COWORKER ANDREA SMITH, WHO COULD NOT BE HERE TODAY, AND I HAVE RECEIVED MANY COMPLIMENTS AND INQUIRIES ABOUT OUR ENVIRONMENTAL PROGRAM.

TOGETHER AND IN COLLABORATION WITH OTHER MUNICIPALITIES WE GLADLY SHARE OUR PROGRAMS WITH THEM.

IT IS FLATTERING TO HAVE OUR AWARD WINNING PROGRAMS DUPLICATED THROUGHOUT THE STATE.

FINALLY, I WOULD LIKE TO POINT OUT THAT THIS IS THE THIRD TIME THAT WE HAVE WON THE GCAA.

ADDED TO THE PRIOR WINS IN 2012 AND 2016 THIS GIVES THE CITY OF ALLEN AN ESTIMATED $810,000 TO USE ON FUTURE IMPROVEMENT PROJECTS.

ON BEHALF OF KEEP ALLEN BEAUTIFUL AND WASTE SERVICES DIVISION OF THE COMMUNITY SERVICES DEPARTMENT, WE WOULD LIKE TO THANK THE MAYOR, CITY COUNCIL, AND THE CITY MANAGER FOR THEIR SUPPORT, WHICH ALLOWS FOR OUR CONTINUED SUCCESS.

I WAS APPOINTED TO SERVE ON THE ADVISORY BOARD OF THE CITY OF ALLEN PUBLIC LIBRARY IN 2018, AND I CURRENTLY PROUDLY SERVE AS THE VICE PRESIDENT OF THAT BOARD.

I'M HERE TO REGISTER MY SUPPORT AND ENCOURAGE COUNCIL MEMBERS TO APPROVE ITEM 5.3 ON TONIGHT'S AGENDA, AS DESCRIBED BY MAYOR FULK.

A RECENT CBS SUNDAY MORNING NEWS PROGRAM INCLUDED A SEGMENT ON THE RISING TREND OF NATIONAL EXPANSION OF PUBLIC LIBRARIES TO MEET THE INCREASING DEMAND AND CHANGING NEWS.

IN DESCRIBING THESE EXPANSIONS INTO MORE THAN JUST DIGITAL OFFERINGS AND SOPHISTICATED TECHNOLOGIES.

THE REPORTER QUOTED THE MAYOR OF CHARLESTON, WEST VIRGINIA, WHILE DEDICATING THAT LIBRARY'S RECENT EXPANSION THAT MAYOR SAID, LIBRARIES ARE NO LONGER WAREHOUSES OF BOOKS BUT MARKETPLACES OF IDEAS.

THEY HAVE BECOME A COMMUNITY'S LIVING ROOM, A HUB OF INTELLECTUAL ACTIVITY AND HANDS ON LEARNING.

THE EXPANSIONS ARE MEETING THE NEEDS OF TODAY WHILE BEING FLEXIBLE FOR THE FUTURE.

THAT IS WHAT THIS LIBRARY EXPANSION WILL DO FOR OUR BELOVED LIBRARY.

AND I URGE YOU TO VOTE YES TO ITEM 5.3 TO ENSURE THAT OUR LIBRARY CONTINUES TO BE THIS COMMUNITY'S HUB.

AS THESE ARCHITECTS INCORPORATE THIS COMMUNITY'S VISION, AS THEY DESIGN AND CREATE NEW SPACES WHICH WILL ALLOW US TO EMBRACE INNOVATION, TO ENHANCE EXCITEMENT AND BRING WONDERMENT TO THE LEARNING EXPERIENCES IT WILL PROVIDE NOW WITH A BRIDGE, A FLEXIBLE BRIDGE INTO THE FUTURE. THANK YOU VERY MUCH.

I HAVE ATTENDED EVERY SINGLE ONE OF THE MEETINGS THAT WE HAD FOR OUR BUSINESS DISTRICT AREA, FOR THE CENTRAL BUSINESS EXPRESSED CONCERN ABOUT HAVING HIGH DENSITY IN MY NEIGHBORHOOD, LIVING IN THE NEIGHBORHOOD.

SO WHISENANT IS ON THE OTHER SIDE OF THE LIBRARY?

WE'VE LIVED IN THAT HOUSE FOR OVER 21 YEARS.

WE DECIDED TO LIVE THERE BECAUSE IT'S A NICE, QUIET LITTLE NEIGHBORHOOD.

SO AS WE WORKED IN EVERY SINGLE MEETING THAT WE HAD FOR CITIZENS FOR THE CENTRAL DISTRICT AREA, WE EXPRESSED CONCERN ABOUT HAVING HIGH RISE LIVING THERE.

MY FAMILY IS NOT THE ONLY ONE.

MOST OF THE CITIZENS HERE IN ALLEN SAID WE DIDN'T WANT HIGH RISE.

AT THE LAST CITY COUNCIL DURING THE PRESENTATION OF THE CENTRAL DISTRICT AREA.

YOU KNOW, IT WAS VERY WELL THOUGHT OF.

ALL THE CITIZENS SPOKE TO IT.

BUT AGAIN, THE PRESENTATION WAS REALLY MOSTLY ABOUT 30 HOMES PER ACRE, NOT 68.

THAT WAS THE ORIGINAL PLAN THAT WOLVERINE SAW IT.

AND I KNOW THAT THE OTHER SIDE OF THE AREA, THEY WERE VERY CONCERNED THAT IT WAS NOT IN THE 60 HOME PER ACRE.

BUT I'M HERE TO REPRESENT AND SAY THAT WE DO NOT ABSOLUTELY DO NOT WANT 60 HOMES PER ACRE.

THAT'S OVER 800 UNITS IN THAT SMALL AREA.

WE DON'T HAVE SIDEWALKS THERE.

THERE'S VERY FEW LIGHTS.

THE STREETS ARE VERY OLD.

THE IMPACT OF HAVING THAT MANY UNITS IN THAT PART OF THE TOWN WOULD BE EXTREMELY DETRIMENTAL TO THE REST OF THE NEIGHBORS AS WELL AS THE PEOPLE THAT IT WOULD BE IN THEIR BACKYARD, HAVING THOSE HIGH RISES, LOOKING DOWN AT THEIR NEIGHBORS.

SO I URGE YOU TO PLEASE LISTEN TO THE CITIZENS OF ALLEN AND SAY NO TO HAVING THAT AMOUNT OF HIGH LEVEL DENSITY IN OUR CITY.

AND DURING THE PERIOD APRIL 2ND TO JULY 19, 2019, P&Z HELD FIVE MEETINGS IN WHICH CITIZENS VOTE FOR OR AGAINST WOLVERINE'S PROPOSED VARIANCES THAT WOULD HAVE AUTHORIZED THEIR BUILDING ABOUT 70 APARTMENTS PER ACRE, WHICH IS MORE THAN TWO TIMES THE STANDARD 32 UNITS PER ACRE, AND ADDING AT LEAST 1200 CARS ON SURROUNDING STREETS, PLUS INCREASING THE BUILDING HEIGHT.

THE TALLY OF CITIZENS DISPUTING THE EXPANDED DENSITY BY SPEAKING IN PERSON, SUBMITTING EMAILS, COMMENT CARDS OR LETTERS DURING THOSE FIVE P&Z MEETINGS CAME TO THIS APRIL 2ND 48 WERE IN FAVOR OF OR WERE OPPOSED.

APRIL 16TH 56 WERE OPPOSED.

MAY 7TH 66 WERE OPPOSED.

JUNE 18TH 15.

JULY 16TH 46 AND A TOTAL OPPOSED WHO SPOKE ON THOSE FIVE DAYS WITH 231 NOW A FEW PEOPLE SPOKE IN SUPPORT.

THAT WAS FIVE PEOPLE IN FIVE MEETINGS.

ON JULY 16, 2019, THE CITY COUNCIL VOTED BY A VOTE OF FOUR IN FAVOR AND TWO OPPOSED THE RECOMMENDED APPROVAL OF THE ORDINANCE THAT WOULD HAVE ALLOWED 2000 SQUARE FEET OF RETAIL SPACE AND A DECREASE IN TOTAL APARTMENTS FROM 850 TO 825. NOW, THE MINUTES OF THE COUNCIL MEETING OF AUGUST 13, 2019 GIVE THIS RECORD OF PEOPLE WHO SPOKE IN PERSON, SUBMITTED COMMENT CARDS, LETTERS, EMAILS. THOSE WHO SPOKE IN FAVOR OF THE COUNCIL MEETING WERE THREE.

THOSE WHO SPOKE IN OPPOSITION OR RECORDED THEIR OPPOSITION WAS 74.

FOLLOWING THAT, THE COUNCIL, BY A 5 TO 2 VOTE, APPROVED A MOTION TO DENY WOLVERINE'S REQUESTS WITH PREJUDICE.

WE CITIZENS HAVE NOT CHANGED OUR MINDS.

WE, ESPECIALLY THE OWNERS OF SINGLE FAMILY HOMES NORTH OF MAIN AND EAST OF 75, WHICH INCLUDES MYSELF AFTER THREE YEARS, STILL DON'T WANT 825 SIX STORY APARTMENTS A FEW FEET FROM OUR PROPERTY LINES, ESPECIALLY ALONG COATS DRIVE.

THE INCREASED HEADCOUNT WILL PUT ADDITIONAL STRAIN ON OUR STREET AND SEWER INFRASTRUCTURE.

THE BIGGEST REASON WHY OUR CITY IS SO GREAT AND CONTINUES TO GROW IN GREATNESS IS BECAUSE WE ARE A CITY THAT REPRESENTS ECONOMIC FREEDOM.

MY POINT IS SIMPLE.

I JUST WANT TO KNOW IF THE CITY COUNCIL AGREES WITH ME ON MY PROPOSAL FOR AN AMENDMENT TO THE CITY CHARTER.

MY PROPOSAL IS AS FOLLOWS A SUPERMAJORITY VOTE BY THE CITY COUNCIL OR A TWO THIRDS MAJORITY IS REQUIRED TO RAISE TAXES ON PEOPLE, PROPERTY OR BUSINESSES.

THE WASHINGTON POST RECENTLY REFERRED TO COLLIN COUNTY AS THE SILICON PRAIRIE DUE TO OUR RAPID GROWTH AND THE NUMBER OF BUSINESSES AND TECHNOLOGY AND INDUSTRY, AND I WANT TO KEEP IT THAT WAY.

AND I BELIEVE THAT THE BEST WAY TO DO SO IS TO KEEP TAXES ON PEOPLE, PROPERTY AND BUSINESSES AS LOW AS POSSIBLE.

AND I'M MORE THAN DISAPPOINTED THAT THE CITIZENS DIRECTLY AND DAILY IMPACTED BY THIS DEVELOPMENT SEEM TO HAVE LITTLE VOICE ON THE COMMITTEE.

WE ARE A NEIGHBORHOOD OF SINGLE FAMILY, SINGLE STORY, RESIDENCES.

WE WILL BE DWARFED BY MULTI STORY APARTMENTS.

TWO WEEKS AGO, A DEVELOPER STOOD HERE LAMENTING THE ZONING OF 32 UNITS PER ACRE.

BASED ON MY LOT SIZE, I'M GUESSING THE ZONING FOR MY NEIGHBORHOOD IS FIVE OR SIX UNITS PER ACRE.

WE DON'T NEED FIVE TIMES THE DENSITY NEXT TO OURS.

I'M ASKING THE COUNCIL TO CONSIDER RESIDENTS OF THE SINGLE FAMILY SINGLE STORY NEIGHBORHOOD BEFORE GIVING IN TO THE DEMANDS OF DEVELOPERS SHOW THAT THE DOWNTOWN RESIDENTS MATTER. THANK YOU.

I REACHED OUT TO ALL OF YOU ON FRIDAY WHEN I LEARNED THAT THE CITY DESIRED TO ACQUIRE JUST OVER 15 ACRES OF LAND FROM ALLEN ISD FOR $4 MILLION DOLLARS.

I HEARD BACK FROM SOME OF YOU, WHICH GAVE ME A BETTER IDEA OF YOUR INTENT.

AND WHILE I APPRECIATE YOUR DESIRE TO PRESERVE HISTORIC LAND, THE LOT IS CURRENTLY NOTHING BUT GRASS AND NO MORE HISTORIC THAN ANY OTHER GRASSY AREA IN ALLEN THAT COULD HAVE BEEN USED FOR AS FARMLAND BACK IN THE DAY.

IF $4 MILLION DOLLARS WAS SUCH A GREAT DEAL, THEN WHY HASN'T THIS LAND ALREADY BEEN SOLD TO A PRIVATE DEVELOPER? THIS WOULD TELL ME THAT IT'S STILL TOO HIGH OF A PRICE, OR THAT THE SCHOOL DISTRICT IS MAKING SPECIAL DEALS WITH THE CITY TO OFFLOAD ASSETS AND CIRCUMVENT THE PRIVATE SECTOR.

NEITHER OF THESE OPTIONS SIT WELL WITH ME.

AND THE 2016 BOND PACKAGE DESCRIPTION $3 MILLION DOLLARS WAS EARMARKED FOR MOLSEN FARM, 2.3 MILLION OF WHICH WAS USED TO PURCHASE THE ORIGINAL 14 ACRE PARCEL AND WAS GOING TO PROVIDE EVERYTHING THAT I'VE BEEN TOLD THIS NEW PURCHASE WILL BRING.

HOW IS THIS PURCHASE USING AN ADDITIONAL $3 MILLION DOLLARS WHEN THERE WAS ONLY $700,000 LEFT IN THE FUND? AND DID THE ORIGINAL PARCEL THAT WAS PURCHASED NOT PROVIDE THE RESULTS THAT WERE DESCRIBED TO THE VOTERS? HOW WOULD VOTERS HAVE VOTED ON THIS BOND? AND IF THE CITY HAD TOLD THEM THAT THEY WERE VOTING FOR $3 MILLION DOLLARS TO PURCHASE A PARCEL AT THAT TIME AND ANOTHER $4 MILLION DOLLARS IN SIX YEARS? I ALSO RECEIVED SOME CONCERNS FROM SEVERAL OF YOU THAT IF THE CITY DIDN'T PURCHASE THIS LAND, THEN IT WOULD BECOME AN EYESORE.

IS IT THE CITY'S JOB TO PURCHASE LAND TO PREVENT THE FREE MARKET FROM BEING SUCCESSFUL? OR DOES IT WANT TO CONTROL THE MARKET AS WELL? AS THIS IS PRIMARILY BEING FUNDED THROUGH A BOND WHICH HAS ALREADY SURPASSED ITS ORIGINAL APPROVED AMOUNT NOT ONLY WILL I HAVE TO PAY FOR THIS, BUT OUR CHILDREN AND GRANDCHILDREN MAY HAVE TO PAY FOR THIS AS WELL.

DEBT VIA BONDS ARE JUST FUTURE TAXES.

I ENCOURAGE YOU ALL TO RECONSIDER THE PURCHASE OR AT LEAST MAKE A MUCH LOWER OFFER ON IT.

THE LAND ISN'T GOING TO WALK OFF ON ITS OWN.

AS MANY OF YOU KNOW, WE HAVE GONE THROUGH THE PROCESS OF REVIEWING ALL OF OUR FEES ACROSS THE ENTIRE DEPARTMENT.

WE STARTED THIS PROCESS BACK IN FEBRUARY WHEN WE DID A MARKET STUDY ACROSS ALL OF OUR BENCHMARK COMMUNITIES IN THE AREA.

WE THEN WENT TO THE PARKS AND RECREATION BOARD IN LATE JUNE WITH THE PROPOSAL AND IT WAS UNANIMOUSLY PASSED.

SINCE THEN, WE HAVE INDIVIDUALLY MET WITH MOST OF THE COUNCIL MEMBERS TO DISCUSS, AND WE CONDUCTED THE WORKSHOP AT THE LAST COUNCIL MEETING ON UPDATING EXACTLY WHERE WE'RE GOING WITH OUR FEES.

SO JUST TO REMIND EVERYBODY, IT'S BEEN A WHILE SINCE WE'VE GONE THROUGH THE PROCESS OF UPDATING OUR FEES.

A COUPLE OF OUR FACILITY RENTAL FEES WERE LAST UPDATED IN 2011 WITH MOST OF OUR MEMBERSHIP FEES NOT BEING UPDATED FOR ABOUT 15 YEARS.

SO WE'RE PROPOSING THIS CHANGING THE STRUCTURE IN WHICH WE DO ALL OF OUR MEMBERSHIPS TO MORE UPDATED MODEL.

THAT'S DEFINITELY MORE MEMBER FOCUSED TO GIVE MORE BENEFIT TO OUR MEMBERS, MAKING IT EASIER AND CONSISTENT ACROSS ALL OF OUR FACILITIES.

SO TONIGHT, I WANT TO TALK TO YOU ABOUT MEMBERSHIP AT OUR FACILITIES AS WELL AS RENTALS.

AS WE'VE PREVIOUSLY DISCUSSED, WE'RE REMOVING ANY TYPE OF PROGRAM RATE.

WE HAD JUST A FEW OF THEM PREVIOUSLY ON THE FEE SCHEDULE.

SO WE'RE PROPOSING TO REMOVE THOSE AS THOSE ARE MARKET RATE.

THOSE WOULD INCLUDE SWIM LESSONS, ATHLETIC LEAGUES, THOSE TYPES OF FEES ASSOCIATED.

I WILL NOTE, THOUGH, AS I MENTIONED BEFORE, IS THAT OUR PARK DEDICATION AND TREE MITIGATION FEES, THOSE WILL BE COMING BACK TO YOU THIS FALL AS WE'RE WORKING ALSO THROUGH UPDATING ALL THE ORDINANCES WITH THE PARKS AND RECREATION DEPARTMENT.

THEY'LL BE COMING BEFORE YOU THIS FALL.

AND THOSE FEES THAT ARE TIED TO THOSE WILL COME AT THAT POINT.

SO TO JUMP INTO THE FACILITY MEMBERSHIPS AND THE PROPOSALS THAT WE HAVE, AS I MENTIONED, WE'RE REALLY WORKING ON SIMPLIFICATION AND ALIGNMENT ACROSS ALL OF OUR FACILITIES.

SO WE'RE MOVING AWAY FROM THE ANNUAL MEMBERSHIP MODEL THAT WE PREVIOUSLY HAD.

NOW THE STANDARD MECHANISM FOR MEMBERSHIPS, BOTH PRIVATE AND PUBLIC FACILITIES, IS A MONTH TO MONTH MEMBERSHIP TYPE.

SO WE'LL BE MOVING TO THE MONTHLY RATES AS WELL AS DAY PASSES THAT WE'VE TRADITIONALLY HAD AS WELL.

WE'LL HAVE OUR RESIDENT NON RESIDENT RATES SO NON RESIDENTS WILL PAY 40% MORE THAN OUR RESIDENT.

SO WE WANT TO MAKE SURE THAT OUR RESIDENTS ARE GETTING THE MAXIMUM DISCOUNT POSSIBLE.

AND THEN AS YOU CAN SEE UP HERE, OUR DIFFERENT MEMBERSHIP CATEGORIES, WE'RE STANDARDIZING THE DIFFERENT AGE BREAKDOWNS THAT WE HAVE AND WE'RE RAISING OUR SENIOR RATE

FROM 50 TO 60 WITH THAT.

NOW, ANY INDIVIDUAL WHO CURRENTLY HOLDS A SENIOR MEMBERSHIP AND IS IN THAT 50 TO 59 WOULD BE GRANDFATHERED IN.

SO WE WOULD MAINTAIN THEIR SENIOR MEMBERSHIP STATUS UNTIL THEY HIT THAT 60 YEAR OLD MARK.

SO ANOTHER THING THAT WE'RE CHANGING IS WHILE WE HAVE OUR MEMBERSHIPS TO BEING RESIDENT AND NON RESIDENT, WE'RE ALSO CREATING A MEMBER, AND NON MEMBER RATE.

SO AGAIN, WE WANT TO SHOW BENEFIT TO THOSE WHO ARE MEMBERS IN OUR FACILITIES.

AND SO ONCE THEY BECOME A MEMBER FROM A RESIDENT NON RESIDENT RATE, THEY WOULD THEN GET A DISCOUNT IF THEY HOLD A MEMBERSHIP WITH US.

AND SO THAT WOULD BE 40% DISCOUNT THAT THEY WOULD RECEIVE FROM THOSE NON MEMBER RATES.

SO ALSO SOME OF THE ALIGNMENT THAT WE'RE MAKING IS THAT THE RESIDENT MEMBERSHIP FEE IS WE WANT TO HAVE OUR RESIDENTS HAVE THE MOST DISCOUNT AVAILABLE.

WE CURRENTLY HAVE A NUMBER OF DIFFERENT TYPES OF DISCOUNTS OUT THERE AND WE WANT TO ALIGN THOSE ACROSS.

SO CURRENTLY ANYBODY THAT WE WOULD HAVE THAT WOULD HAVE A SPECIAL USE OR A NON PROFIT OR SOME OF THOSE OTHER TYPES OF DISCOUNTS, WE SIMPLY WOULD HONOR THE RESIDENT DISCOUNT RATE TO THOSE INDIVIDUALS.

ALSO, WE WOULD HONOR ANY OF THE BUSINESS OWNERS SO ANY OF THE BUSINESS OWNERS WITHIN THE CITY LIMITS WOULD ALSO BE ABLE TO EXTEND THE RESIDENT DISCOUNT TO ALL OF THEIR EMPLOYEES.

WE HAVE THE DEFINITION OF WHAT A FAMILY CONSTITUTE AT LEAST ONE, NO MORE THAN TWO HEADS OF HOUSEHOLDS AND THEIR DEPENDENTS OF 26 YEARS OF AGE.

THAT ALIGNS WITH INSURANCE OF WHEN YOU'RE ALLOWED TO REMAIN ON YOUR PARENT'S INSURANCE.

WE WANT TO KEEP IT CLEAN AND SIMPLE.

AND OBVIOUSLY ANYONE LIVING WITH SPECIAL NEEDS, LIVING IN A SINGLE HOUSEHOLD, WE WOULD ALLOW THEM TO ALSO BE ON THAT FAMILY PASS.

AND THEN REALLY SHIFTING, AS I MENTIONED BEFORE, TO THE ALL INCLUSIVE MODEL TO OUR MEMBERSHIPS, WE'RE TRYING TO GIVE AS MUCH BENEFIT AS WE CAN TO OUR MEMBERSHIPS.

THAT IS JUST A ONE TIME UPFRONT COST JUST DUE TO THE MAGNITUDE OF THE FACILITY AND ALL THE OFFERINGS IT HAS THAT WOULD NOT PERTAIN TO ANY OF THE OTHER FACILITIES.

AND THEN OBVIOUSLY WE'D HAVE A $25 FAIL PAYMENT WOULD APPLY IF ANY FAILED PAYMENTS WOULD COME THROUGH.

FOR STEPHEN G. TERRELL SINCE THERE IS A $75 SERVICE FEE, WE WOULD ALSO IMPLEMENT A MEMBERSHIP FREEZE.

SO IF AN INDIVIDUAL IS GOING OUT OF TOWN OR OUT OF THE COUNTRY FOR TWO MONTHS, THEY WOULD BE ABLE TO PLACE THAT ON FREEZE.

AND SO THEY WOULDN'T HAVE TO COME BACK AND PAY THE $75 SERVICE FEE AGAIN.

OBVIOUSLY, THAT WOULD NOT MAKE SENSE FOR SOME OF THE OTHER FACILITIES.

THEY COULD SIMPLY CANCEL IF THEY GO AWAY FOR THE SUMMER, THEY WANT TO COME BACK IN THE FALL.

THEY CAN REJOIN WITH NO SERVICE FEE.

IT ALSO MAKES IT REALLY EASY FOR THE COLLEGE STUDENTS WHO COME BACK IS THEY CAN JUST JOIN FOR THE MONTH, TWO MONTHS, HOWEVER LONG THEY WOULD LIKE, AND THEY'RE NOT LOCKED INTO AN ANNUAL MEMBERSHIP OR SOMETHING LONGER.

SO HERE ARE THE PROPOSED RATES THAT WE HAVE.

SO OBVIOUSLY, JOE FARMER ARE MORE ECONOMIC LEVEL AND THAT IS REALLY AROUND THE SIZE OF THE FITNESS FLOOR, THE OFFERINGS.

SO FORD POOL DAY PASSES REMAIN THE SAME.

JOE FARMER AND THE NATATORIUM ARE EQUAL TO EACH OTHER.

AND THEN THE STEPHEN G. TERRELL RECREATION CENTER FEES YOU SEE THERE.

SO AS I MENTIONED EARLIER, IS THAT FORD POOL, WE DO NOT MAKE ANY CHANGES TO THE DIFFERENT SEASONAL PASSES THAT WE OFFER OUT THERE OR THE DAY PASSES.

WE ALSO RECOMMEND NO CHANGES TO THE ALLEN SENIOR RECREATION CENTER.

CURRENTLY, OUR RESIDENTS PAY $5 A YEAR AND WE'RE PROPOSING TO KEEP THAT THE SAME.

THE ONLY IMPACT THEY WOULD HAVE WOULD BE THE GRANDFATHERING IN OF THE INCREASED AGE.

AND WITH THAT WE WOULD ALSO AT THE SENIOR CENTER.

IF THERE IS A SPOUSE WHO WAS UNDER THE AGE LIMIT, WE WOULD RECOGNIZE THEM AS A MEMBER AS WELL.

WE ARE RECOMMENDING ELIMINATION OF THE EDGE SKATE PARK MEMBERSHIP.

SO CURRENTLY INDIVIDUALS WOULD PAY $10 A YEAR TO BECOME A MEMBER.

AND THIS WAS AGAIN BASED ON THE OLD MODEL WHERE KIDS WOULD COME IN AND THEY WOULD HAVE A MEMBERSHIP TO CHECK OUT A GAMING DEVICE, THE CONTROLLERS TO BE ABLE TO GO IN THE GAME ROOMS AND PLAY. WE HAVE SINCE CONVERTED THOSE GAME ROOMS INTO TAEKWONDO CLASSES, DIFFERENT STEM CLASSES THAT WE DO, OTHER CAMPS.

THE GAMING MOST KIDS HAVE IT IN THEIR POCKET NOW AND THEY DON'T NEED TO CHECK OUT A CONTROLLER.

SO THERE'S REALLY NO NEED FOR THAT MEMBERSHIP ANY LONGER.

WE DID RECEIVE SOME FEEDBACK ON AN UPGRADE.

THE BIGGEST THING THAT WE'VE HEARD REGARDING THE STEPHEN TERRELL RECREATION CENTER IS THE LACK OF WATER THAT WE'VE HAD THERE.

OBVIOUSLY, WE'RE MORE FOCUSED ON SERVING THE NEED OF THE FIELDHOUSE SIDE WITH OUR 11 COURTS THAT WILL HAVE WE HAVE THE NATATORIUM FOR OUR INDOOR SPACE.

SO WHILE EACH INDIVIDUAL MEMBERSHIP IS A STANDALONE MEMBERSHIP, INDIVIDUALS WHO PURCHASE THE STEPHEN G.

TERRELL RECREATION CENTER MEMBERSHIP CAN UPGRADE ANY OF THEIR MEMBERSHIPS FOR $10 MORE A MONTH TO BE ABLE TO GAIN THAT WATER COMPONENT.

AND AGAIN, AS I MENTIONED EARLIER, THE $75 ONE TIME FEE IS AT THE STEVEN G.

TERRELL RECREATION CENTER ONLY, AND IT WILL BE WAIVED FOR MILITARY PERSONNEL AND VETERANS WITH PROOF OF SERVICE.

SO MOVING FROM MEMBERSHIPS INTO OUR RENTALS THAT WE HAVE FOR THE DIFFERENT FACILITIES AND FIELDS AND PAVILIONS.

THE FIRST ONE I WANT TO DISCUSS IS THE FIELD RENTAL FEES.

SO AS YOU CAN SEE HERE, HERE'S A MARKET COMPARISON TO SOME OF THE OTHER BENCHMARK COMMUNITIES WE HAVE REGARDING WHAT IT COSTS TO RENT A FIELD IN THEIR COMMUNITIES.

THERE'S VERY LITTLE INCREASE IN THE PARK PAVILIONS.

THIS WAS MORE OF AN ALIGNMENT AND SIMPLIFICATION ACROSS.

WE HAD THREE OR FOUR DIFFERENT RATES OUT THERE AND WE WANTED TO SIMPLIFY IT TO NEIGHBORHOOD VERSUS COMMUNITY PARKS.

DAYSPRING IS CONSIDERED TO BE A NEIGHBORHOOD PARK BECAUSE IT DOES NOT HAVE A RESTROOM.

THAT'S THE MOST DEFINING DIFFERENCE BETWEEN A NEIGHBORHOOD AND A COMMUNITY PARK IS THE PLACEMENT OF A RESTROOM.

SO WHILE DAYSPRING DOES NOT HAVE A RESTROOM DUE TO THE IT'S VERY HIGHLY SOUGHT AFTER AND LARGE PAVILION AREA.

SO WE WOULD INCLUDE THAT INTO THE COMMUNITY.

OTHERWISE IT WOULD GO BY THE DEFINITION OF THE 45 OR 55, AGAIN, 40% MARKUP FOR THE NON RESIDENTS.

SO TOTAL RENTAL FEE IMPACT THAT WE WOULD ANTICIPATE AGAIN, IF THIS WOULD TAKE PLACE AS OF JANUARY 1ST OF 2023, BY FY 24, IT'D BE AN INCREASE OF ABOUT $200,000 OF REVENUE.

SO BASED ON ALL THE INFORMATION I JUST SHARED, WE ARE RECOMMENDING EXCUSE ME, RECOMMENDING THE NEW FEES BEGIN JANUARY 1 OF 2023.

AND IN THE MEANTIME, WE PLAN ON DOING A FULL MARKETING CAMPAIGN.

THIS IS A BIG SHIFT, ESPECIALLY WHEN IT COMES TO OUR MEMBERSHIPS AND HOW WE ARE STRUCTURING THEM THE PAYMENTS, LETTING PEOPLE KNOW WHAT'S COMING UP AS OF JANUARY 1ST.

SO THAT WILL START THIS FALL.

AND THEN JANUARY 1ST IS WHEN ALL BOTH THE ONES YOU JUST SAW, AS WELL AS THE NEW ONES THAT WE ARE PROPOSING THIS FALL WITH ORDINANCES WOULD ALL BEGIN ON JANUARY 1ST.

AND UNFORTUNATELY, WHEN WE INCREASE FEES AFTER 15 YEARS AND WE TRY TO GET TO MARKET AND EVERYTHING ELSE, THAT'S GOING TO BE A STICKER SHOCK TO PEOPLE.

AND SO THAT THAT'S A PERSONAL CONCERN OF MINE.

BUT WE NEED TO GO IN THAT DIRECTION BECAUSE WE'D NEED TO TRY TO MAKE SURE THAT WE GET AS MUCH RECOVERY OUT OF THESE FACILITIES AS WE CAN.

AND WE TALK ABOUT THAT A LOT EVERY TIME WE WORK ON ANY PROGRAM WITHIN THE CITY.

SO BECAUSE OF THAT, I THINK THAT AND I KNOW YOU'RE DOING THIS, BUT JUST TO KIND OF REMIND THE AUDIENCE THAT BETWEEN NOW AND THE END OF THE YEAR BEFORE THESE RATES WOULD GO INTO EFFECT, THAT YOU'RE ALL ARE GOING TO GO THROUGH A MARKETING AND EDUCATIONAL CAMPAIGN TO TRY TO MAKE SURE THAT EVERYBODY KIND OF KNOWS WHAT'S GOING ON.

AND I THINK THAT THAT'S SUPER IMPORTANT FOR US TO DO, BECAUSE I THINK THIS WILL BE A SHOCK AND IT WILL BE A SURPRISE TO MANY PEOPLE AND THEY'LL BE SCRATCHING THEIR HEADS LIKE, WHAT DID THEY DO? WELL, WHY ARE THESE RATES GOING UP? BUT I THINK WE NEED TO DO A REALLY GOOD JOB OF EDUCATING THEM.

BUT I WANTED TO AT LEAST JUST SAY THAT OUT LOUD.

SO AT LEAST THE CITIZENS COULD HEAR THAT AND THAT THEY KNOW THAT WE DO TAKE THIS SERIOUSLY.

WE'VE LOOKED AT IT IN GREAT DETAIL, AND THIS IS WHAT WE THINK IS JUSTIFIED BASED ON, AS YOU INDICATED, THE MARKET SURVEYS AND EVERYTHING ELSE THAT WE'VE DONE.

I THINK THE OTHER FACT THAT JUST THAT YOU'VE STRUCTURED THINGS DIFFERENTLY IN THE FACILITIES AND I THINK THAT WILL ALSO CAUSE A LITTLE BIT OF DISCUSSION IN THE COMMUNITY.

WHEN WE PURCHASED THAT THE PROPERTY ACTUALLY WENT INTO AND IS BEING HELD BY CONTRACT BY THE PARKS ALLEN PARKS FOUNDATION.

WHAT THAT DOES, IT ALLOWS US TO THEN LATER ON TO APPLY FOR GRANTS AND IT GIVES US EXTRA CREDIT AND POINTS FOR THAT PURPOSE.

BUT THE TRUST FOR PUBLIC LANDS IS THE ONE WHO WORKED WITH US.

ORIGINALLY WE HAD HOPED TO TRY TO BUY THE ENTIRE PROPERTY.

UNFORTUNATELY, THE PROPERTY OWNER AT THAT TIME WANTED TO HANG ON TO THE FRONT 30 ACRES ALONG GREENVILLE IN THE CORNER IN THE SOUTHWEST CORNER OF RIDGEMONT.

IN 2016, HOWEVER, THE PROPERTY OWNER DECIDED THAT THEY, SHE AND HER HUSBAND HAD REACHED THE AGE WHERE THEY WERE THINKING ABOUT THEIR LONG TERM PLANS, AND SO THEY ELECTED TO SELL THE PROPERTY.

AND SO WE JOINTLY WORKED WITH THE SCHOOL DISTRICT TO PURCHASE THE 30 ACRES.

WE PURCHASED 14 ACRES AND THE SCHOOL DISTRICT PURCHASED 16 ACRES.

THAT'S THE 14 ACRES THAT WE HAD PURCHASED IN CONJUNCTION WITH THE SCHOOL DISTRICT.

APPROXIMATELY AN ACRE OF THE 16 ACRES THAT THE SCHOOL DISTRICT PURCHASED WAS DEDICATED AT NO COST TO THE CITY FOR THE RIGHT OF WAY OF RIDGEMONT AT THAT TIME.

AND SO I JUST WANT TO MAKE SURE YOU WERE VERY MUCH AWARE OF THAT.

SO HERE'S WHAT'S HAPPENED TO DATE.

WE'VE DONE AN APPRAISAL THAT WAS COMPLETED BY ALLEN ISD.

THAT WAS THE FIRST STEP IN BEING ABLE TO BRING THIS TO YOU TONIGHT.

AND SO HERE WE ARE TONIGHT ASKING YOU TO MAKE THAT CONSIDERATION.

THE BIG QUESTION IS, HOW DO WE FUND THIS? WHEN 2016, WE HAD $3 MILLION DOLLARS THAT WERE PUT BEFORE THE PUBLIC AND THE VOTERS OF ALLEN, THEY APPROVED $3 MILLION DOLLARS FOR LAND ACQUISITION DOLLARS.

AND WE FELT LIKE THIS IS A PROPERTY CONSIDERING THAT WE COULD FINALLY HAVE FULL CONTROL OF THE PROPERTY WITHIN ITS BOUNDARIES.

I FELT LIKE THIS WAS A GOOD INVESTMENT.

WE'RE LOOKING AT THE $3 MILLION DOLLARS COMING FROM THE PARK BONDS FROM 2016 AND ALSO A MILLION FROM THE PAY GO NON BOND FUND.

HOWEVER, WE HAVE ALSO APPLIED FOR A GRANT THROUGH COLLIN COUNTY.

AS YOU ALL KNOW, WE ARE VERY BIG IN THE PARKS AND RECREATION DEPARTMENT.

KATE AND HER STAFF HAVE DONE AN EXCELLENT JOB OVER THE YEARS OF APPLYING AND OBTAINING THESE GRANTS FOR WHETHER IT'S LAND PURCHASE OR TRAIL CONSTRUCTION, ETC..

AND SO WE'VE ALREADY APPLIED FOR A HALF A MILLION DOLLARS, AND I'M SURE THERE'S PROBABLY OTHER GRANTS THAT WILL COME ALONG IN THE NEAR FUTURE THAT WE'LL GO AFTER AS WELL TO TRY TO STRETCH THOSE DOLLARS.

SO WITH THAT SAID, JUST WANTED TO POINT OUT THAT, AS I MENTIONED EARLIER, WHEN WE FIRST BOUGHT THIS PROPERTY AND WORKING WITH THE TRUST FOR PUBLIC LANDS, WE HAD SOME CHALLENGES BECAUSE THE PROPERTY OWNER, AS I SAID, WAS VERY SENTIMENTAL.

THIS WAS NOT PROPERTY THAT WE WENT INTO THINKING WE'RE GOING TO BUILD BALL FIELDS.

WE CONTINUE TO KEEP THIS PROPERTY AS A I WOULDN'T CALL IT A NECESSARILY WORKING FARM, BUT THERE'S GOING TO HAVE A LOT OF ELEMENTS OF EDUCATION AND ACCESS.

THERE ARE CURRENTLY SEVERAL PROJECTS THAT ARE ALREADY UNDERWAY, ONE BEING A TRAILHEAD, TRAILHEAD CONSTRUCTION.

THE I GUESS IT'S ABOUT 75 TO 80% DONE AS FAR AS DESIGN.

THEY HOPE TO GET THAT OUT TO BID OVER THE NEXT FEW MONTHS AND HOPEFULLY BE UNDER CONSTRUCTION THIS FALL AND THEN OPEN UP IN THE SPRING OF 2023.

AND SO THAT'S ONE PROJECT.

SIMULTANEOUSLY WE ARE LOOKING AT THE ENTIRE PROJECT AND GOING THROUGH A MASTER PLANNING PROCESS.

NOW, WITH THAT SAID, IF YOU ALL APPROVED THE PURCHASE OF THIS PROPERTY TONIGHT, THAT IS NOT NECESSARILY GOING TO HAVE THE SAME DETAIL OF DESIGN OR MASTER PLANNING THAT THE REST OF THE PROPERTY HAS.

BUT THEY'RE ALREADY WORKING ON SOME CONCEPTS AND THERE'LL BE SOME IMAGES AND IMAGERY OF WHAT THAT PROPERTY COULD BE USED FOR LONG TERM THAT WILL TIE DIRECTLY INTO THAT OVERALL MASTER PLAN.

THEY HAVE LOOKED IN THE PAST INCREASING THE WIDTH OF THE CANISTERS, BUT THAT WILL THAT TENDS TO LOOK MORE OBTRUSIVE THAN JUST A NICE KIND OF CLEAN LOOKING MOUNT.

IT'LL BE BRAND NEW AND JUST A LOT MORE STREAMLINED THAN THE KIND OF CANISTERS THAT ARE JUST KIND OF EXPANDED IN ONE SECTION BECAUSE THEY CAN'T EXPAND THE WHOLE THING.

IT'S JUST, WOULD IT BE ONE PORTION OF THE CANISTER.

AND THEY ALSO GIVE THEM BOOKS THAT THEY CAN TAKE HOME AND HOPEFULLY CONTINUE TO IMPROVE THEIR READING SKILLS AFTER THE SUMMER ENDS.

AND IT'S TYPICALLY SPONSORED AT VARIOUS LOCAL CHURCHES AS WELL.
