ALLEN CITY COUNCIL MEETING TO ORDER.

[1. Call to Order and Announce a Quorum is Present.]

I ANNOUNCE THAT WE DO HAVE A QUORUM PRESENT.

IF EVERYONE WOULD PLEASE RISE AND JOIN US IN THE PLEDGE OF ALLEGIANCE.

PLEASE BE SEATED.

WELL, THE FIRST THING THAT I GET TO DO IS DO ONE OF MY FAVORITE THINGS, AND THAT IS I NEED I GET TO PRESENT A BLUE STAR FLAG TO A BLUE STAR FAMILY.

[3.1 Presentation of a Blue Star Flag to Family Members of Allen Service Personnel Currently Serving in the U.S. Armed Forces.]

TO GIVE YOU A LITTLE BIT OF HISTORY ABOUT THE BLUE STAR PROGRAM, IT WAS STARTED IN 1917 DURING WORLD WAR I.

AN ARMY CAPTAIN NAMED ROBERT QUEISSER HAD TWO SONS WHO WERE SERVING IN THE ARMY IN THE EUROPEAN THEATER.

AND SO HE WANTED TO DO SOMETHING TO RECOGNIZE THEIR SERVICE.

AND SO HE CAME UP WITH A DESIGN AND HE DID IT.

OTHER PEOPLE SAW IT. IT BECAME VERY POPULAR.

AND HE WAS A PRETTY INTELLIGENT PERSON BECAUSE HE HAD TO MAKE SURE THAT HE WOULD GET ROYALTIES FROM THAT FOR MANY YEARS TO COME. THE OTHER THING ABOUT THE BLUE STAR PROGRAM IS IT'S EVOLVED A LITTLE BIT OVER THE YEARS, BUT BASICALLY A BLUE STAR IS TO REPRESENT AN IMMEDIATE FAMILY MEMBER WHO IS SERVING IN THE ARMED FORCES OR WHO HAS BEEN ACTIVATED IN THE NATIONAL GUARD OR THE RESERVES.

THEY ACTUALLY ALLOW MORE THAN ONE BLUE STAR ON A FLAG.

IF YOU HAVE MULTIPLE MEMBERS FROM YOUR FAMILY WHO ARE SERVING IN THE MILITARY.

IN ALLEN, WE'VE HAD AT LEAST TWO FAMILIES, I BELIEVE, THAT HAVE HAD FOUR STARS ON THEIR FLAG.

SO IT'S PRETTY AMAZING THING.

THEY ACTUALLY ALLOW UP TO FIVE STARS IF YOU EVER GET TO THAT SITUATION AND NEED ONE.

TRADITION HAS IT THAT TYPICALLY ONCE THE PERSON EXITS THE MILITARY, THEY ARE SUPPOSED TO BE GIVEN THAT FLAG.

I DON'T KNOW IF ANYBODY KNEW THAT, BUT THAT'S A TRADITION THAT I LEARNED.

NOW, IF YOU HAVE FOUR STARS ON A FLAG AND ONE OF THEM LEAVES THE SERVICE, I DON'T KNOW HOW YOU FIGURE THAT OUT, BUT MAYBE YOU'LL JUST HAVE TO GIVE A PIECE OF THE FLAG TO EACH ONE OF THEM. I DON'T KNOW. BUT SO THE OTHER THING IS, IS THE GOOD THING IS YOU GET TO DISPLAY THAT IN A PROMINENT PLACE, YOU KNOW, IN A FRONT WINDOW OF YOUR HOME SO THAT NEIGHBORS AND FRIENDS THAT GO BY CAN RECOGNIZE THE FACT THAT YOU HAVE A FAMILY MEMBER SERVING IN THE MILITARY.

AND THEN THE OTHER THING IS, IS WE CERTAINLY WANT TO RECOGNIZE ANY CITIZEN WITHIN OUR COMMUNITY WHO'S SERVING IN THE ARMED FORCES THAT ARE PROTECTING AND PRESERVING THE FREEDOMS THAT WE EXPERIENCE.

AND THEN WE ALSO WANT TO RECOGNIZE THE FAMILIES FOR THE THINGS THAT THEY GO THROUGH, BECAUSE THERE ARE SO MANY UNCERTAINTIES INVOLVED WHEN YOU HAVE A FAMILY MEMBER THAT'S IN THE MILITARY, POSSIBLY IN HARM'S WAY, TRAVELING TO ALL PARTS OF THE GLOBE, DEPENDING ON WHAT THEY'RE DOING IN THE MILITARY.

SO THAT'S THE BLUE STAR PROGRAM FLAG PROGRAM.

AND SO AT THIS TIME, I'D LIKE TO GO AHEAD AND INVITE THE FAMILY OF OUR BLUE STAR RECIPIENT.

WE HAVE TY AND LISA WESTFALL, IF YOU ALL PLEASE COME FORWARD.

[APPLAUSE] AND SO I JUST WANTED TO SAY A FEW THINGS AND I'LL LET YOU ALL MAKE SOME COMMENTS AFTERWARDS.

SO WE'RE RECOGNIZING THEIR SON, WHO'S A LIEUTENANT IN THE ARMY, ANDREW WESTFALL.

IN DECEMBER OF 2017, ANDREW JOINED THE TEXAS ARMY NATIONAL GUARD TO HELP PAY FOR MEDICAL SCHOOL.

HE WAS ACTIVATED DURING COVID IN 2019 WORKING FOR THE ADJUNCT GENERAL IN AUSTIN.

HE WAS ASKED IF HE WAS SET ON MEDICAL SCHOOL DURING HIS TIME IN AUSTIN OR WOULD HE CONSIDER GOING TO FLIGHT SCHOOL.

IN APRIL OF 2021, ANDREW REPORTED TO FORT RUCKER, ALABAMA, TO BECOME A CH-47 OR CHINOOK HELICOPTER PILOT.

HE GRADUATED WITH HIS WINGS IN JULY OF 2022, AND HIS UNIT WAS DEPLOYED TO THE MIDDLE EAST IN AUGUST OF 2022.

SO I HAVE A DOCUMENT HERE TO PRESENT TO THE FAMILY, AND BASICALLY IT'S A CERTIFICATE OF HONOR PRESENTED TO HONOR ANDREW WESTFALL, LIEUTENANT IN THE US ARMY, IN RECOGNITION AND GRATEFUL APPRECIATION FOR YOUR DEDICATED SERVICE TO OUR GREAT NATION DURING TIMES OF WAR, CONFLICT AND PEACE PRESENTED ON THIS 13TH DAY OF DECEMBER 2022 BY ALLEN MAYOR KEN FULK.

[3.2 Presentation of a Check by Mayor Fulk and the Allen City Council to the Allen Library Endowment Fund as a recipient of the 2022 State of Allen event.]

RECOGNIZE A GROUP WITHIN OUR COMMUNITY THAT HELPS CONTRIBUTE TO THE QUALITY OF LIFE THROUGH THE LIBRARY HERE IN ALLEN.

IN 2008, WE HAD A GROUP FORM THAT WAS CALLED THE ALLEN LIBRARY ENDOWMENT FUND.

IT ACTUALLY HAD A DIFFERENT NAME BACK THEN, BUT THAT'S ITS CURRENT NAME.

AND IT WAS BASICALLY SOME FUNDS THAT WERE LEFT OVER FROM SOME FUNDRAISING THAT OCCURRED WHEN THE NEW LIBRARY AT THE TIME WAS BUILT ABOUT 20 SOME YEARS AGO, WHICH IS NOW OUR MUNICIPAL COURTS BUILDING.

AND ALSO PARKS AND RECREATION HAS SOME OFFICES OVER THERE NEXT DOOR TO THIS BUILDING.

BUT WHEN THAT BUILDING WAS BUILT, THE BIG QUESTION WAS, IF WE BUILD A BIG BUILDING, WE NEED TO HAVE A LOT OF MONEY TO BUY A LOT OF BOOKS AND COLLECTIONS AND THINGS TO FILL THAT LIBRARY. WELL, THERE'S SOME MONEY LEFT OVER AND IT KIND OF SAT AROUND FOR A WHILE AND THEN THE CITY DECIDED THAT MAYBE IT WOULD BE GOOD TO TRY TO DEDICATE THAT FUND TOWARD SUPPORTING THE LIBRARY IN THE LONG TERM BY MAKING AN ENDOWMENT FUND TO WHERE WE COULD KIND OF BUILD THE BASE OF THAT, TO WHERE WE COULD GET IT TO A LEVEL SUCH THAT WE COULD TAKE THE EARNINGS OFF OF THAT AND DO GOOD THINGS OVER TIME TO HELP SUPPORT OUR LIBRARY.

AND I KNOW THAT THIS GROUP HAS ALREADY INDICATED THAT THEY'RE GOING TO SUPPORT I BELIEVE IT'S THE TEENAGER ROOM IN THE LIBRARY WHEN WE DO THIS EXPANSION THAT'S UPCOMING. SO WITH THAT, I WOULD LIKE TO GO AHEAD AND INVITE THE MEMBERS OF THE ALLEN LIBRARY ENDOWMENT FUND BOARD TO PLEASE COME FORWARD AND THEN ALSO RECOGNIZE THE PRESIDENT OF THAT BOARD, WHO IS JEANIE SCHULMEISTER.

[APPLAUSE] AND WHILE THEY'RE COMING UP WHAT I WANTED TO SAY IN ADDITION TO THAT IS, IS THAT A LITTLE WHILE BACK, WE HAD AN EVENT IN THE CITY OF ALLEN THAT WAS THE STATE OF THE CITY.

AND DURING THAT WE COLLECT MONEY FOR ATTENDANCE AND THINGS LIKE THAT.

AND IT'S KIND OF LIKE A FUNDRAISER OF SORTS, BUT IT'S ALSO SOMETHING THAT HELPS EDUCATE THE PEOPLE IN THE COMMUNITY AS FAR AS WHAT'S GOING ON AND WHAT'S COMING UP IN THE FUTURE.

AND SO THIS YEAR, THOSE FUNDS WERE DIVIDED EQUALLY BETWEEN THE ALLEN AND FAIRVIEW CHAMBER OF COMMERCE AND THE LIBRARY ENDOWMENT FUND BOARD.

AND I THINK WHEN WE LET THE BOARD KNOW HOW MUCH THAT AMOUNT WAS, THEY WERE PLEASANTLY SURPRISED AND WE'RE GOING TO PRESENT THEM WITH A CEREMONIAL CHECK THIS EVENING.

SO WITH THAT, I BELIEVE ROCIO HAS THE CEREMONIAL CHECK.

HERE YOU GO. AND IF YOU Y'ALL CAN SEE, IT'S ALMOST $9,500 FROM THAT EVENT THAT GOES TO THIS BOARD.

IT'S A 501 (C)(3) NONPROFIT THAT'S FOCUSED ON RAISING FUNDS TO NURTURE THE LIBRARY TODAY AND THE LIBRARY OF TOMORROW. AND SPECIFICALLY, AS THE MAYOR SAID, THESE FUNDS ARE GOING TO GO TOWARD ENHANCING THE TEEN CENTER IN THE NEW EXPANSION OF THE LIBRARY.

YOU KNOW, TEENAGERS ARE OUR NEXT WORKFORCE AND THEY ARE OUR FUTURE LEADERS.

AND NOT EVERY TEEN PLAYS A SPORT OR IS IN THE BAND.

AND THE LIBRARY OFFERS SOME AMAZING PROGRAMS FOR TEENAGERS, AND THEY NEED TO KNOW THAT THERE ARE ALTERNATIVES AVAILABLE TO THEM.

THIS MONEY IS GOING TO MAKE A DIFFERENCE IN OUR COMMUNITY.

AND TODAY WE ARE HERE TO RECOGNIZE THE YOUTH ADVISORY COMMITTEE.

IF I CAN HAVE ALL THE YOUTH ADVISORY COMMITTEE, PLEASE COME UP.

AND THEN I ALSO WOULD LIKE TO WELCOME UP DEBBIE WALTERS, THE CURRENT CHAIR OF KEEP ALLEN BEAUTIFUL, AND NASIMA CHOWDHURY, A BOARD MEMBER OF KEEP ALLEN BEAUTIFUL.

AND WE WANTED SOMETHING LIKE THIS FOR ALLEN, AND NASIMA AGREED GRACIOUSLY TO TAKE THE LEAD FOR THE BOARD AND THE OTHER BOARD MEMBERS BACKED THAT AND HELPED WITH THAT.

AND SO LAST MONTH WE HAD OUR FIRST OFFICIAL MEETING AND WE HAD 31 MEMBERS IN 10TH THROUGH 12TH GRADE WHO HAD SUBMITTED AN APPLICATION AND WERE CHOSEN TO SERVE ON THE YOUTH ADVISORY COMMITTEE.

WE'RE STILL GETTING ORGANIZED.

WE'RE GOING TO HIT THE GROUND RUNNING IN JANUARY.

WE HAVE A LOT OF HOPES FOR THIS GROUP.

THERE'S A LOT OF VERY TALENTED KIDS IN THIS GROUP.

THEY'RE GOING TO PLAN LITTER CLEANUPS.

THEY'RE GOING TO PLAN A RECYCLING EDUCATION INITIATIVE AT THE HIGH SCHOOL.

THEY'RE GOING TO DO COMMUNITY OUTREACH, SUPPORT KEEP ALLEN BEAUTIFUL EVENTS, ADVERTISE, DO A LOT OF OUTREACH ACTIVITIES.

AND SO WE'RE VERY EXCITED TO HAVE THEM.

THEY, THE YEAR BEFORE THEY HAD CREATED A CURRICULUM AT THE ELEMENTARY SCHOOL LEVEL AND THEY INCLUDED THE EDUCATION SPECIALISTS FROM THE CITY AND INCORPORATED RECYCLING INITIATIVES, WASTE AUDITS OF THE CAMPUSES, REUSE PROGRAMS, DID A LOT OF REALLY NEAT PROGRAMS WITH THE KIDS.

THEY WON THE SADIE RAY GRAFF AWARD AT KEEP TEXAS BEAUTIFUL.

SO THEN WE SUBMITTED THEM FOR STATE OF TEXAS ALLIANCE FOR RECYCLING EXCELLENCE IN ENVIRONMENTAL AWARENESS EDUCATION, AND THEY WON FOR THAT.

NOW, THE TEACHERS WERE NOT ABLE TO ATTEND TONIGHT, BUT I AM HAVING THE YOUTH ADVISORY COMMITTEE ACCEPT ON THEIR BEHALF.

SO IF YOU'LL GIVE THE AWARD TO MIRIAM THEIR CHAIR, AND THEN WE WILL ALL CLOSE IN FOR PICTURES.

WE'LL PRETEND LIKE WE LIKE EACH OTHER.

AND MAYOR FULK THIS YEAR, WHEN THE HONORABLE MENTION.

DURING HIS TENURE, CITY OF ALLEN HAS DONE THE CITY OF ALLEN CLEANUP EVENTS, THE USA CELEBRATION.

AND RECENTLY IN 22 KEEP TEXAS BEAUTIFUL WON THEIR THIRD AWARD.

SO OUR MAYOR.

[APPLAUSE] AND THE STATE OF TEXAS ALSO RECOGNIZED DONNA CLEAVER.

SHE HAS SPENT 20, OVER 20 YEARS.

OH, SORRY. 20 YEARS WITH THE CITY OF ALLEN.

DURING THIS TIME, THE CITY OF ALLEN IS NOT THE WAY IT WAS AS RIGHT NOW.

IT WAS REALLY JUST A BLIP IN THE MIDDLE OF NORTH COLLIN COUNTY.

AND DURING THE 20 YEARS CITY OF ALLEN NOT WON ONE, TWO THREE KEEP TEXAS BEAUTIFUL AWARDS .

AND EVERYBODY WINS THESE AWARDS BUT THIS ONE WAS OVER.

HOW MUCH MONEY HAVE THEY WON, ANDREA? $810,000. THAT'S A PRETTY GOOD CHUNK OF CHANGE.

THE ONLY DIFFERENCE BETWEEN DONNA AND SOMEBODY ELSE WHO RETIRED, SHE STAYED RETIRED.

I WANTED TO SHARE WITH YOU A COUPLE OF AWARDS THAT WERE RECENTLY GIVEN TO THE CITY IN THE AREA OF TECHNOLOGY.

THIS WAS PROVIDED BY THE CENTER FOR DIGITAL GOVERNMENT, AND THAT WE WERE AWARDED AS A CITY, THIRD PLACE IN THE UNITED STATES FOR OUR CITY POPULATION SIZE.

THE CENTER FOR DIGITAL GOVERNMENT CONDUCTS AN ANNUAL SURVEY FOR CITIES ACROSS THE COUNTRY, A LENGTHY SURVEY WHICH PROVIDES A SNAPSHOT IN TIME OF WHAT A CITY DOES AROUND TECHNOLOGY, NOT JUST THE IT DEPARTMENT, BUT REALLY THE WHOLE CITY ACTING AS AN ORGANIZATION IN THEIR TECHNOLOGY JOURNEY.

SO FOR THE CENTER FOR DIGITAL GOVERNMENT, WHO DOES THIS RESEARCH AS WELL AS HAS A KIND OF THE INDUSTRY STANDARD MAGAZINE AND PRINT AND DIGITAL INFORMATION ABOUT WHAT'S GOING ON WITH CITIES AND TECHNOLOGY, THEY SAY THAT A DIGITAL CITY IS A COMMUNITY, A CITY THAT FOCUSES ON THE NEEDS OF THE COMMUNITIES THEY SERVE, ALL IMPLEMENTING TECHNOLOGY TO IMPROVE DELIVERY AND EXECUTION.

SO WE WON THIRD PLACE, AS I MENTIONED HERE ACROSS THE COUNTRY THIS YEAR.

WE WERE THE ONLY CITY IN TEXAS OF OUR SIZE THAT WON THE AWARD THIS YEAR.

ALSO, I WILL POINT OUT OVER THE LAST SIX YEARS, WE'VE ENTERED THIS OR COMPLETED THIS SURVEY AND ENTERED THIS PROCESS.

AND OVER THOSE LAST SIX YEARS, WE HAVE BEEN A TOP TEN WINNER AS A DIGITAL CITY, FIVE OF THOSE SIX YEARS.

SOME OF THE PROJECT HIGHLIGHTS THAT COME FROM THIS AWARD OR REFER IN THIS AWARD, THE DOWNTOWN PLANNING COMMITTEE'S PUBLIC IDEA BOARD, THE MY ALLEN MOBILE APP, OUR CYBERSECURITY AND EMERGENCY COMMUNICATIONS PLANNING, THE IT STRATEGIC PLAN, WHICH HELPED US BUILD SOME COUNCIL ALIGNED PRIORITIES.

AND FINALLY, LAST YEAR THEY GO LIVE OF THE PD RECORDS MANAGEMENT SYSTEM.

SO THAT WAS THE FIRST AWARD, THE DIGITAL CITY AWARD.

THE SECOND, ALSO FROM THE CENTER FOR DIGITAL GOVERNMENT, I WOULD SAY IS PROBABLY MORE PRESTIGIOUS.

SO FOR ALL OF THESE CITIES ACROSS THE COUNTRY THAT ENTERED THIS PROCESS OF ALL SIZES FROM SMALL TO MIDSIZE LIKE ALLEN UP TO SOME OF THE TOP WINNERS LIKE CITY OF SAN DIEGO, SAN FRANCISCO, AND EVEN THE CITY OF DALLAS.

OUT OF ALL OF THOSE APPLICANTS, THE CENTER FOR DIGITAL GOVERNMENT CHOSE ONE CITY TO BE LISTED AS THEIR FUTURE READY CITY, AND THAT WAS THE CITY OF ALLEN.

FUTURE READ.

SO WHAT DOES THAT MEAN? THE FUTURE READY AWARDS WERE CREATED TO RECOGNIZE THE INNOVATIVE VISION THAT CITIES HAVE FOR THE IMPACT OF TECHNOLOGY ON THE PEOPLE THEY SERVE.

SPECIFICALLY, THOSE JURISDICTIONS THAT ARE LAYING THE FOUNDATION FOR AN UNCERTAIN FUTURE.

SO I HOPE THAT SPEAKS TO OUR AGILITY AS AN ORGANIZATION.

SOME OF THE PIECES THAT WERE PULLED OUT AND RECOGNIZED AS PART OF THE FUTURE CITY AWARD, SOME OF THE PROJECTS THAT HAVE BEEN DONE HERE OVER THE LAST SEVERAL YEARS.

THE PD DRONE PROGRAM, OUR POLICE DEPARTMENT CITIZEN INTERACTION VIA TEXT, ALSO KNOWN AS SPIDER TECH; THE FIRE DEPARTMENT AUTOMATING COVID VACCINE DATA ENTRY USING SOFTWARE ROBOTS; 911S TEXT CAPABILITIES; OUR MUTUAL AID AGREEMENT WITH OTHER LOCAL COMMUNITIES IN THE CASE OF A CYBER DISASTER; AND FINALLY, A VISUAL NEIGHBORHOOD DASHBOARD BUILT BY OUR COMMUNITY ENHANCEMENT DEPARTMENT.

AND SO I THINK WHAT I WANT TO POINT OUT HERE IS THIS IS NOT AN IT SPECIFIC AWARD.

THIS IS A TECHNOLOGY AWARD THAT ALL DEPARTMENTS IN THE CITY PARTICIPATE IN.

AND I REALLY WANT TO THANK NOT ONLY MY GREAT IT STAFF, OUR GREAT IT STAFF, BUT ALSO THE OTHER DEPARTMENTS AND THE WILLINGNESS TO TAKE ON THE INNOVATION THAT'S REALLY REQUIRED TO BETTER SERVE THE RESIDENTS.

I ALSO WANT TO THANK CITY MANAGER'S OFFICE AS WELL AS THE CITY COUNCIL FOR HELPING SUPPORT US AND THE ENTIRE ORGANIZATION ON OUR TECHNOLOGY JOURNEY AS WE MOVE FORWARD.

BUT FIRST OF ALL, I JUST WANT TO MAKE NOTE OF THE TWO AWARDS THAT HE JUST DESCRIBED, YOU KNOW, GETTING THIRD IN THE COUNTRY OUT OF ALL THE DIFFERENT CITIES THAT ARE WITHIN THAT POPULATION RANGE IS PRETTY SIGNIFICANT.

AND THESE AWARDS ARE NOT AWARDS THAT ARE GIVEN OUT EASILY.

THESE ARE AWARDS THAT YOU HAVE TO FILL OUT PAGES UPON PAGES, PROVIDING THEM THE INFORMATION, TRYING TO GET THEM THE RIGHT TYPE OF INFORMATION.

BUT THAT INFORMATION IS A REFLECTION OF WHAT THEY ARE DOING IN THEIR DEPARTMENT AND THROUGHOUT THE CITY FOR ALL THE DIFFERENT DEPARTMENTS THAT THEY OVERLAP WITH.

AND I'VE NOTICED ONE THING, THAT ONE, ERIC, IS A GREAT LEADER.

THE PEOPLE THAT WORK WITH HIM ARE GREAT LEADERS AND HE'S GOT A GREAT TEAM.

IT'S A TEAM THAT LIKES TO WORK HARD TOGETHER, PLAY HARD TOGETHER.

THEY HAVE A LOT OF GREAT CAMARADERIE.

I MEAN, THEY ARE A WELL-OILED MACHINE.

AND BECAUSE OF THAT, ALLEN BENEFITS FROM THAT.

AND SO THAT'S WHAT MAKES THOSE TWO AWARDS SO SIGNIFICANT.

THE READY AWARD, THE ONLY CITY IN THE COUNTRY THAT GOT THAT AWARD, THAT'S PRETTY SIGNIFICANT WHEN YOU LOOK AT ALL THE HEAVY HITTERS ACROSS THIS COUNTRY THAT HAVE BUDGETS THAT ARE TEN TIMES OURS OR MORE, AND YET WE'RE COMPETING WITH THEM AND ACTUALLY PROVING THAT WE ARE DOING BETTER THAN THEM.

AND SO I THINK THAT HAS A LOT TO SAY ABOUT THEM.

NOW, WE GOT A THIRD AWARD THAT ERIC DIDN'T MENTION, AND THAT IS IS THERE'S A GROUP CALLED INFOTECH, WHICH IS A TOP TECH RESEARCH COMPANY WHO DOES LIKE BEST PRACTICE RESEARCH IN FIVE KEY AREAS OF INFORMATION TECHNOLOGY.

SO THEY TAKE A LOOK AT THAT AS FAR AS HOW YOU ARE PERFORMING IN THOSE AREAS.

WELL, ERIC WAS NAMED THE WINNER OF THE 2022 CHIEF INFORMATION OFFICER ANNUAL AWARD, WHICH HONORS THE TOP INFORMATION TECHNOLOGY LEADERS IN THE COUNTRY WHO HAVE DEMONSTRATED EXCEPTIONAL VALUE FOR THEIR ORGANIZATION.

SO OUR CITY COUNCIL, OUR CITY STAFF, WE ALL KNOW THAT ERIC PROVIDES EXCEPTIONAL VALUE TO THE CITY AND OUR COMMUNITY.

WE ALSO KNOW HE'S DILIGENT IN SECURING OUR IT SYSTEMS, IS ALWAYS SEEKING WAYS TO IMPROVE BUSINESS EFFECTIVENESS AND EFFICIENCIES AND HE PROVIDES EXCEPTIONAL CUSTOMER EXPERIENCE TO ALL RESIDENTS AND CUSTOMERS.

SO THE AREA OUTLINED IN RED IS THE OFFICE SHOWROOM SPACE, AND THEN APPROXIMATELY 30% OF THAT WOULD BE SPECIFICALLY FOR OFFICE.

THE SITE IS ADJACENT TO A RESIDENTIAL NEIGHBORHOOD TO THE WEST.

ONE OF THE POSITIVE ASPECTS OF THIS DEVELOPMENT IS THAT THERE IS A LARGE GREEN SPACE BUFFER BETWEEN THE TWO USES.

IT INCLUDES AN 80 FOOT FIVE UTILITY EASEMENT THAT IS GREEN SPACE AS SHOWN HERE.

AND THEN AN ADDITIONAL SCREENING.

THERE IS AN EIGHT FOOT EXISTING MASONRY WALL AS THE PICTURE ON THE RIGHT INDICATES.

AS FAR AS THE BUILDING ELEVATIONS, AS YOU ARE AWARE, ZONING DOES NOT REGULATE BUILDING MATERIALS, BUT THEY ARE PROPOSING CONCRETE MASONRY BLOCKS, SOME VENEER GLAZING AS FAR AS THE ENTRANCES GOES AND SOME METAL ARCHITECTURAL ELEMENTS. THE OVERALL BUILDING HEIGHT IS APPROXIMATELY 40 FEET.

THERE ARE TWO ACCESS POINTS INTO THE SITE.

THE, WITH THE MOST EASTERN ACCESS HAVING A DIESEL LANE TO ALLOW FOR SMOOTHER TRAFFIC ALONG 121 AS VEHICLES ENTER INTO THIS PROPERTY.

I DO WANT TO POINT OUT THAT THERE ARE TWO CROSS ACCESS EASEMENTS ALONG THE PROPERTY TO THE EAST.

GOING INTO A LITTLE BIT MORE OF THE SPECIFICS OF THAT.

THE PROPERTY OF THE NORTH, AS SHOWN IN THE YELLOW CIRCLE, WILL BE A CONTROLLED FIRE ACCESS ONLY.

THERE WILL BE NO PUBLIC VEHICLE MOVEMENT BETWEEN THE TWO SITES ON THAT ONE.

ALTHOUGH ZONING DOES NOT REGULATE BUILDING MATERIALS, I WOULD LIKE TO POINT OUT THAT THERE IS AN EXECUTED DEVELOPMENT AGREEMENT IN PLACE THAT DOES REGULATE THE BUILDING MATERIALS.

SO BOTH BUILDINGS ARE VERY SIMILAR IN NATURE.

THEY ARE TEXTURED CONCRETE, GLAZING, METAL CANOPIES.

THE BIG DIFFERENCE BETWEEN THE TWO BUILDINGS ARE THE REGULATIONS, REALLY.

BUILDING A OR THE NORTHERN BUILDING IS ABOUT 70,000 SQUARE FEET WITH A BUILDING HEIGHT OF 40 FEET.

AND BUILDING B IS ABOUT 72,000 SQUARE FEET, WHICH INCLUDES AROUND 11,000 SQUARE FOOT MEZZANINE.

GOING INTO THE DEVELOPMENT REGULATIONS.

THEY ARE CONTINUING WITH THE WAREHOUSE DISTRIBUTION USES AND THEY ARE REQUESTING TO ADOPT A NEW CONCEPT PLAN.

BACK IN 2019, THE CITY COUNCIL ADOPTED A DEVELOPMENT PLAN FOR THE MOST EASTERN PORTION OF THIS PROPERTY THAT INCLUDED ONE BUILDING ON THE

SITE. SO A NEW CONCEPT PLAN DOES HAVE TO BE ADOPTED.

AND WITHIN THAT, WE ARE ASKING FOR SOME ADDITIONAL REGULATIONS THAT THE CONCEPT PLAN AS PRESENTED BE CONSTRUCTED IN GENERAL CONFORMANCE WITH IT.

AND THEN AGAIN, THE WAREHOUSE DISTRIBUTION IS PERMITTED USE IN THE CORRIDOR COMMERCIAL ZONING DISTRICT.

AND THEN IN ADDITION TO THAT, WE ARE REQUESTING OR REQUIRING IN THE ORDINANCE THAT A MINIMUM OF 20% OF EACH OF THE BUILDING CONTAIN OFFICE SPACE.

BUILDING A THE SOUTH ELEVATION BE LIMITED TO 16 BACK DOORS.

THEY MUST CONSTRUCT ALL THE WALLS AND LANDSCAPING TO SCREEN THE SERVICE COURTS AND THEN THE LIMITATIONS THAT I DESCRIBED EARLIER ALSO IN THE ORDINANCE.

AT THE NOVEMBER 29TH OF THIS YEAR MEETING OF THE PLANNING COMMISSION, THEY REVIEWED AND HELD A PUBLIC HEARING AND THEY RECOMMENDED APPROVAL.

I DO WANT TO INFORM YOU THAT THERE WAS ONE SECTION OF THE ORDINANCE THAT WAS AMENDED TODAY.

THAT WAS IN SECTION SEVEN.

THEY HAD UNTIL DECEMBER 31ST TO RECORD AND SUBMIT TO US THEIR CLOSING DOCUMENTS PROVING THAT THEY HAD PURCHASED THE PROPERTY DUE TO THE HOLIDAY. WE FELT THAT THEY MIGHT NEED A LITTLE EXTRA TIME, SO WE DID EXTEND THAT TO JANUARY 16TH OF 2023.

SO HOPEFULLY THEY'LL GET IT DONE THIS YEAR.
